A C Verma poised to be Secretary Security, Cabinet Secretariat
As the grapevine has it, Arun Chandra Verma, Special DG, CISF, will
be appointed as Secretary Security, Cabinet Secretariat. The coveted
slot for IPS officers has been lying vacant since Yashovardhan Azad
was appointed as Member, Central Information Commission. Verma is a
1979 batch IPS officer of Bihar cadre.
Who will be new DY Governor in RBI ?
Who will be new Deputy Governor in RBI ? Tie is now said to be between
B Mahapatra, R Gandhi and P. Vijaya Bhaskar .
Will Banshidhar Sharma succeed Singh as Spl DG, BSF?
It is reliably learnt that Banshidhar Sharma, who is all to be empanelled
as Spl DG in GoI, may succeed Raj Deep Singh, who is retiring on January
31, 2014. Sharma, a 1980 batch IPS officer of West Bengal cadre, is
currently serving BSF as ADG (Eastern Sector) in Kolkata.

Sushovan Banerjee has been appointed Chief Vigilance Officer, Jawaharlal
Nehru Port Trust (JNPT), Mumbai. He is 1989 batch IPS officer of Madhya
Pradesh cadre.
Aruna Bahuguna is Director, National Police
Academy
Aruna Bahuguna has been appointed Director of the National Police Academy,
Hyderabad. She is a 1979 batch IPS officer of Andhra Pradesh cadre.

Santosh Kumar to join as JS, NCST soon
Santosh Kumar is all set to move to National Commission for Scheduled
Tribes (NCST) as Joint Secretary. He is 1990 batch IDAS officer. The
post has been lying vacant since October 31, 2013 after Aditya Mishra
completed his extended term as JS, NCST.
Pateriya posted in MP Bhawan
A K Pateriya has been posted as OSD in the Madhya Pradesh Bhawan, Delhi.
The 1986 batch IPS officer succeeds Alok Ranjan who has been moved to
PHQ in Bhopal.
Two positions of Railway GMs still vacant
Two top slots of GM - namely GM, Eastern Railway and GM, Kolkata Metro
- are still lying vacant in Indian Railway. Eight GMs have been appointed

Nishi Vasudeva to join as HPCL's CMD on March
1
If sources are to be believed, speculations about the extension to Subir
Rorchoudhury, HPCL Chief, have no significance and Nishi Vasudeva would
finally take over as the next CMD of HPCL on March 1. The speculations
about Roy Choudhury' extension had gained momentum in the aftermath
of extension to B P Rao, BHEL CMD. Vasudeva is currently serving as
Director (Marketing), HPCL.
CVC seeks fresh vigilance report about Rajiv Bhattacharya
The Central Vigilance Commission (CVC) is reported to have sought a
fresh vigilance report about Rajiv Bhattacharya, GM, FSNL, before giving
its clearance to him for the post of MD, Ferro Scrap Nigam Limited (FSNL).
The post has been lying vacant since August 23, 2012 when Antony Chacko
joined HMT.
Two crucial slots of BBJCCL Board Members vacant ?
Two crucially important board level positions in Braithwaite Burn &
Jessop Construction Co Ltd (BBJCCL) are vacant for the past several

Applications for Secretary-cum-DG, CEIB invited
The Department of Revenue, Government of India, has invited applications
from the officers of Indian Revenue Service (IRS) of both Income Tax
and Customs & Central Excise cadres for the post of Special Secretary-cum-Director
General in Central Economic Intelligence Bureau (CEIB). The nominations
of the officers should reach this Department before January 31, 2014.

TDSAT Seminars losing way !
Seminars organised by TDSAT which are lavishly funded by Government
for benefit an welfare of Consumers, has increasingly become a platform
for big Industry. The recent Seminar at Jaipur saw minimal presence
of Consumers and the few representatives were muzzled from voicing any
anti Broadcaster/MSO sentiment. If Consumers' interests are to be ignored,

Withdrawing cashless facility of treatment unfortunate !
The news that the cashless facility of treatment and procedure from
the govt. empanelled pvt. hospital is going to be withdrawn w.e.f feb
1 is highly disturbing. Where will the pensioners go thereafter. Health
Secretary should be forced to take treatment in Safdarjung hospital
or Deen Dayal Hospital so that he gets a feel of how the hard life is..
If the government. has not paid them off, it is its fault. Beneficiaries
should not suffer. This issue must be raised in high volume.

Delhi govt should think fast
IRS officers are eminently suited for sensitive and Citizen services
delivery positions. Their ability to take correct decisions without
buckling under pressure in a quick manner should see golden days for
Delhi and model for the nation. Now that the euphoria has subsided,
the participative Governance should occupy the center. One of elements
of this would be that the persons holding top slots in power structure
should be in constant communication with the citizens. The CM and the
CS should hold quarterly public reviews of the performance and targets
the way the Corporate world does and quarterly performance of the Government
should even be published in Newspapers. The precedent of Bangalore city
Government can be a role model in this regard. Most members of Public
are interested in knowing what is brewing within the Government rather
than the grievance redressal. Once the systems of sharing the information
gets done, and citizen delivery is ensured , the requirement of Janata
Durbar will not arise. Think and Think fast

Locating old records under RTI
The appellant had sought information relating to a certain reply
given by her deceased husband on 10.09.1993 in response to circular
no.106/92. The appellant stated that she wanted to know the date
of dispatch, who was the branch manager who has forwarded and
date of receipt of the response of the deceased in the HO. The
respondent stated that this particular copy of the letter is not
available with them. The respondent stated that the PIO had already
responded that the information sought related to third party and
not of public interest. The respondent further stated that the
appellant was in the habit of filing number of RTI applications
and following up those applications through the entire appellate
mechanism right up to the CIC thereby wasting everybody's time.
The CIC upheld the order of the PIO.
Comments
There are many occasions where the PIO is not able to locate
the records being old. If the information is not available, it
cannot be provided.
