Transfers & postings of senior IRTS officers

A number of senior officers belonging to Indian Traffic Railway Service
(IRTS) have been given fresh postings. Accordingly, J N Jha, CCM/SER,
has been transferred to SCR and posted as COM, South Central Railway
while Sunil Kumar Agarwal, SCR, was posted as Additional General Manager,
on South Central Railway and K L Pandey, AGM, SC Railway, is being transferred
to Railway Board and posted as Adviser(T&C). Similarly, Naveen Shukla,

Northern Railway in place of CBK Singh was promoted and posted as CAO/FOIS/NR

regarding the above notion about Dr Singh's tenure and feel free to

Playing to the media
If I were the Home Minister and Police Commissioner : Spray cold water
on the anarchist, withdraw the entire police and force media out. Kajri
and gang are only playing to the media which is carrying the news all
over India. Even a monkey starts dancing when it sees a crowd.

No suspension at the whims of any minister
The Unnecessary crisis built by an errant minister demanding suspension
of police officers is abuse of the process of governance. Surfers in
this column had roundly condemned the suspension of an SDM in UP and
two senior officers in Haryana. Suspension is not an instrument for
massaging the ego of a rogue MLA/MP/Minister/CM or bureaucrat. It can't
and should never be used excepting for good and sufficient reason. The
whole civil society campaign is for transparent government. What the
Delhi law Minister did, and aggravated further by repeatedly trying
to justify it, was disappointing. The police officers should not be
"humiliated" for the orders of the minister, lacking proper
authority, given on the spot were not carried out. Unless public servants
are supported for standing up to the authorities for unlawful orders,
we will be inviting anarchy of a kind that its votaries even don't understand.
Inquire by all means, punish for failure to perform lawful duty if found
liable, but don't do so simply to "fix/humiliate/teach a lesson"
to public servants. The errant minister has imposed too heavy a fine
on his newbie party and compromised its further prospects completely.

No political backing, no scope
It is very useful site for updating ourselves. But sometimes it creates
confusion and irritates me by reading such news.
It is unfortunate that the person who is very sincere, gentle and knowledgeable
like G Gopalkrisna, the most senior ED who has worked in Department
of Banking Supervision as CGM-I/C and now taking care as on Executive
Director, is not being considered for the post of Dy. Governor. Instead,
the people junior to him have been short listed who never worked in
DBS. This is the classic case of nepotism , favoritism and casteism
in our country. I think, GUV and FM are only interested in granting
New banks licenses and therefore they want only there people of their
state, regions. That is why India will never improve. I feel very sorry
about Gopalkrisna, ED who does not have any political backing. Shame.

Cashless treatment in CGHS empanelled hospitals
This topic is very much in discussion among government employees. The
Prime Minister of this country or the PMO is not at all bothered to
find out from Ministry of Health & FW that why this matter is hanging
so long and why payment to hospitals are not made unless the government
wants to withdraw the facility and blame hospitals for withdrawing cashless
facility. As per media nearly 600 crores has to be paid by the government
for the treatment given to CGHS beneficiaries. Hundred of crores can
be spend in organizing rallies, mahotsavas, birth day, marriages, providing
subsidies etc.but not for treatment of CGHS beneficiaries. I think the
matter has already been dragged too much and now it should immediately
be sorted out at the highest level otherwise specially pensioners are
going to suffer. A system is running that is also being stopped. Only
negative approach is working in govt. now a days. It looks people like
Mr. Arvind Kejriwal is needed in every sphere to change the system as
no one is bothered to see sufferings of retired people. God bless them.

1. Rajnarain defeated Mrs Gandhi in 1977 during the general election
from Raebareilly.
2. Kejriwal defeated Sheilla Dixit recently.
3. Rajnarain took almost two and a half years to bring down their own
Government and made way for Mrs. Gandhi.
4 , Kejriwal is more intelligent and technosavvy, trying to bring down
his government in less than Two months.

Joke of the year !
There couldn't be a bigger joke than saying that "IRS officers
are eminently suited for sensitive and citizen service delivery positions".
The citizen-unfriendly procedures and attitudes of the income tax department
and officers are infamous and every taxpayer will loudly vouch for that.
And Kejriwal himself was a victim of the hounding by the senior officials
of the department asking him to pay up lakhs of rupees for a training
he had undergone and various other proceedings before he was finally
allowed his VRS. Kejriwal was unhappiest when he was with the IRS and
could show his potential only when he quit it!

Locating old records under RTI
The appellant had sought information relating to a certain reply
given by her deceased husband on 10.09.1993 in response to circular
no.106/92. The appellant stated that she wanted to know the date
of dispatch, who was the branch manager who has forwarded and
date of receipt of the response of the deceased in the HO. The
respondent stated that this particular copy of the letter is not
available with them. The respondent stated that the PIO had already
responded that the information sought related to third party and
not of public interest. The respondent further stated that the
appellant was in the habit of filing number of RTI applications
and following up those applications through the entire appellate
mechanism right up to the CIC thereby wasting everybody's time.
The CIC upheld the order of the PIO.
Comments
There are many occasions where the PIO is not able to locate
the records being old. If the information is not available, it
cannot be provided.
