more than five years in hand as residual service. Whispers in the corridors
of power give momentum to the speculation whether Nanda's extension
would get CVC clearance? One can wait and watch.

GSI to deploy HAL Dhruv for Heliborne surveys,
mineral exploration (UPDATED)
Dinsha Patel, Minister of Mines, dedicated custom-made ALH-Dhruv, Garuda
Vasudha to the nation by unveiling a plaque during a video conference
from New Delhi at a function. Speaking on the occasion, Patel hailed
efforts of HAL in making this possible and said the copter should be
used to get maximum benefits in larger economic interests of the country.
"With the best and modern equipment fitted, this helicopter will
help in exploration and mapping of mineral wealth in India", he
added. Senior officials from Ministry of Defence, the Ministry of Mines,
Geological Survey of India (GSI) and HAL were present on the occasion.
"It is a dream given to GSI as the copter is equipped with geophysical
survey system", said Dr R K Tyagi, Chairman, HAL. The GSI and HAL
have now come together to deploy Garuda Vasudha in a specialized role
of 'heliborne surveys' and 'mineral exploration' with the integration
of the geo-physical multi-sensor survey systems, he added. India has
now become the seventh country in the world to have heliborne survey
system. The ALH is integrated with geo-systems and would be utilized
mainly for geological and geophysical exploration and mapping, environmental
and nuclear surveillance, mineral, oil and gas exploration. The presence
of rear earth minerals such as gold, silver, copper, lead, zinc, nickel,
cobalt, uranium, thorium, diamond, coal, petroleum, water, platinum,
chromate, manganese and iron can be surveyed. Presently India is dependent
on manual surveying or ground based vehicle surveying or by fast moving
aircraft. The use of ALH will result in geo-survey benefits by accessing
remote areas achieving self-reliance in this field. For instance India's
net petroleum products import for 2012-13 was Rs. 5, 33, 907 crores
(137.35 mmt) and if geo-survey benefits by 1% it would amount to reduction
of import by Rs. 5,000 crores. India also imported raw material, ores
and minerals for industrial use to the tune of Rs 6,71,008 crores for
the year 2012-13, with the new findings and exploration by using ALH,
substantial amount could be saved in the import bill.

False claims
A number of working Government employees have included their parents
as dependent on them by hiding the fact that their parents are getting
Pension. In the case of female employees, where their husbands are employed
in private sector companies who pay their employee a lump sum of money
for medical purposes or their husband are doing in business and showing
medical expenses in the accounts of the business, they have also declared
their husband as dependent. This in turn enables the female employees
to include their in-laws as dependent. Such cases are making a huge
dent into the medical expenditure and LTC expenditure of the Government
on its employees. A thorough inquiry needs to be carried out to unearth
the fake cases and rectifications carried out. This will reduce the
Government expenditure to some extent. Further, those employees who
are shirkers and do not do their job should be identified based on some
testing parameters and the facility of LTC, Honorarium etc. should be
withdrawn from them. This will not only reduce expenditure but will
act as a deterrent for the employees who do not perform.

Because there he might have got roughed up by the pimps and besides
as is well known, the patrons of child sex cut across party lines and
reach the very top. The children of the hills of Uttrakhand are regularly
trafficked to supply the brothels of Delhi, Agra, Lucknow and Saharanpur.
How come AAP does not know this and is doing nothing about it? Raids
like charity begins at home.

Kejriwal's Theatre of Absurdity
Kejriwal's dharna violating prohibitory orders in Delhi went unpunished
by the MHA. Is Aam aadmi now a privileged specie? He staged a dharna
only to legitimize his ministers' vigilantism. Besides causing hardships
to the common man, Kejriwal's antics had diplomatic implications. The
External Affairs Ministry had to intervene to assure diplomats from
African countries that the incident was an aberration, and that it should
not be viewed as an instance of how the country treats African nationals.
Delhi Chief minister holding Cabinet meeting inside car and his ministers'
clearing official files on dharna site, do not constitute Good Governance.

Kejriwal should grow up and lead.
Arvind Kejriwal did raise the expectations of all of us who yearn for
probity in public life. We were thrilled when he broke the bastion of
established political crooks and formed the government in Delhi. But
his latest antics, dharna and chaos and refusal of security with utter
disregard for the dignity of the office he holds has disappointed his
admirers too. Governance cannot be done from streets. This is at the
most mobocracy and will be setting dangerous precedents for people taking
to the streets to compel the authorities to meet their genuine or not
so genuine demands. He has also shocked us by his hints to disrupt the
Republic Day. This is unpatriotic, Kejriwal. Please grow up and lead.

What else could Kejriwal do other than what he did to awaken the Delhi
Police. A chief minister asking for removal of three police junior officers
to facilitate a enquiry is of concern to some where scores are suspended
just on a drop of a hat when HM security is involved. Number of people
have died because ambulances cannot move due to vvip movement. All this
is acceptabme to some. Numerous forced Bandhs are organised by Political
parties. Unruly scenes are seen at Parliament with members tearing documents
and many such methods are resorted by mainstream political parties.
A dharna by Delhi CM is a much better and legal way to protest. In spite
of this why people should object to it is surprising espically Cong
and BJP who have lost all moral authority to criticise. Ask the common
man 90% approve of kejriwals actions which is also reflected in all
media surveys.

In any case, G Sai Prasad is an excellent choice for heading the NHPC;
he did an excellent job about 7-8 years back as CMD of the largest power
Discom (APCPDCL)of Andhra Pradesh.

Locating old records under RTI
The appellant had sought information relating to a certain reply
given by her deceased husband on 10.09.1993 in response to circular
no.106/92. The appellant stated that she wanted to know the date
of dispatch, who was the branch manager who has forwarded and
date of receipt of the response of the deceased in the HO. The
respondent stated that this particular copy of the letter is not
available with them. The respondent stated that the PIO had already
responded that the information sought related to third party and
not of public interest. The respondent further stated that the
appellant was in the habit of filing number of RTI applications
and following up those applications through the entire appellate
mechanism right up to the CIC thereby wasting everybody's time.
The CIC upheld the order of the PIO.
Comments
There are many occasions where the PIO is not able to locate
the records being old. If the information is not available, it
cannot be provided.
