Maharashtra -IAS and IPS grapevine
Grapevine is that Sanjeev Kumar, Saurabh Rao, Rahul Mahiwal and Vipin Sharma are running for most coveted post of Pune Collector. Also up for grabs are other important collector's posts like Raigad and Jalgaon. Parimal Singh, Virendra Singh and Anabalagan may also get into one of these districts.

And after long tiff off between CM and HM of Maharashtra, finally transfers of IPS officers are also expected soon. It is expected that either Prasanna, Ravindra Shisave or Rajesh Pradhan will be posted as SP of biggest rural district in India that is SP Thane Rural.

Transfers expected anytime now and not later than end of this week. It is discussed in the corridors of power that CM of Maharashtra is strongly in favour of posting direct IAS/IPS officers in these big districts not withstanding opposition from local ministers.

Reshuffle of officers and minimum support price for support to AAP Govt?
A dramatic turn came to the fore with the denial from I S Chahal (JS, UT at MHA) saying; no such orders were issued appointing Praveer Ranjan as the Chief of Anti Corruption Bureau of the Govt of NCT of Delhi ever. It proved to be a setback, may be for a while, for Arvind Kejriwal's pomises to launch immediate investigations into graft allegations. One would hardly deny that Kejriwal has started paying the price of the conditional (read 18 points condition) support. Union Home Minister Shinde's negative remark about Kejriwal had made it clearer that Delhi govt would no longer get sooth support and cooperation from MHA. The recent setback may be an orchestrated one MHA made the fact clear that Praveer was transferred to Puducherry much before Kejriwal took oath as Delhi CM. Adding to it PM has seemingly denied from entertaining Kejriwal's request to stay MHA orders transferring 17 IAS officers of AGMUT cadre on January 10, 2014. Is it the 'minimum support price' for suppoting AAm Admi Party to form Kejriwal's elected Govt?.

ONGC inks MoU with Mitsui for petroleum and natural gas opportunities (UPDATED)
An MoU has been signed between Indian Maharatna Public Sector Enterprise ONGC and Japanese conglomerate Mitsui & Co., Ltd. on 24th January, 2014 in New Delhi. The agreement was signed by Masami Iijima, President and CEO of Mitsui & Co., Ltd. and Sudhir Vasudeva, CMD, ONGC. The MoU signing ceremony was attended by senior officials from both the companies. The MoU provides for cooperation in Exploration and Production for conventional and unconventional petroleum and natural gas opportunities in India and in third countries. In August 2012, ONGC and Mitsui had entered into an MoU for wide ranging cooperation in gas and LNG business. Later in March, 2013, Mitsui had entered into another MoU with ONGC, BPCL and New Mangalore Port Trust for feasibility study of an LNG Terminal at Mangalore.

A Tribute to Pankaj Agarwala

Losing a close colleague is shocking, but losing a friend who was like an elder brother is quite devastating.
Pankaj Agarwala, warmly known to close friends as "Aggie," was a multi-dimensional personality. He could rise to any occasion and enliven the dampest of moments with heady conversation, tempered with a rare blend of wisdom and joviality. Sometimes one wondered whether he had already researched a topic on which he spoke so authoritatively--but then he was knowledgeable on so many diverse subjects that it seemed humanly impossible to have done that.


I first met Aggie when I joined St Stephens College in the summer of 1975, and was housed in Allnutt North, the same Block in which resided two senior and almost inseparable buddies, Aggie and Rajiv Mehrishi, the current Chief Secretary of Rajasthan. Aggie was gentle to the Freshers, always encouraging, and ever-ready to counsel and support. He was elected President of the St Stephens College Students Union and was highly successful; St Stephens rose to cultural heights under his leadership. Aggie chose me as part of his Academic Council team, and we stayed close ever since.


In the IAS, Aggie held prominent positions, the last being as Secretary Consumer Affairs and Public Distribution. But the official stints he always recalled most passionately were those in the Departments of Urban Development and Information Technology, subjects about which he had a unique understanding and that he could expound endlessly on.


In Delhi, Aggie was one of the most popular members of the Delhi Golf Club, playing regularly, being the first amongst the 'torch-brigade' of morning golfers, vibrant and sparkling--with as much his sharp wit as with his irons. I once suggested that he stand for the DGC elections, but he quipped promptly with a smile that it would make him lose some friends and detract from the fun of the game.


Krishi Bhawan, where he worked, will never be the same again, without Aggie playing host of the famous 'lunch-club' that he espoused in his room. In fact, he made it so vibrant and enticing that its members chose to even skip going out with friends or to their own homes to participate in it!


Aggie will always be remembered for his humane attitude, his zest for life-food, music, sports, clothes, trivia--but, above all, his abiding loyalty to his friends. His accessibility and his readiness to help and offer advice, his delectable sense of humor and his endeavor to accommodate all will be severely missed. He was complimented beautifully in his outreach by Renu, his caring wife, who has always been warm, gracious and hospitable.


Aggie's sudden and untimely departure has etched a deep and sorrowful furrow in the fragile landscape of many of our lives.

Pankaj Agarwala - a friend, philosopher and guide


I totally agree with Raghav Chandra 's word about Mr Agarwala, who was a friend, philosopher and guide apart from being elder brother to everyone who worked with him. I got opportunity to work with him when I moved first time from district Level posting to Lucknow Secretariate. Since then he was there, whenever we needed him, for any sort of issue we had. His zest for life was always an inspiration. It is hard to believe he is no more. RIP. May God give courage and strength to madam and his children to bear this loss.

Very sad to know about the untimely passing away of Pankaj Aggarwal. I had known him from the days we attended a week's training course together in Bangalore in 1989. Fatal hand of friendship proffered


The fatal hand of friendship proffered by the Congress which the AAP grasped eagerly will be the cause of its undoing. Slogans against corruption, poverty and malaria goes down well with the masses,as Indira Gandhi cynically once said. The Congress did succeed in eradicating malaria but failed in eradicating poverty. Instead it is succeeding in eradicating the poor as the suicides of 2.5 lakh peasants shows.It never considered corruption an issue. Indira Gandhi herself said that corruption was a global issue.Period. Now AAP , a collection of ambitious and increasingly unprincipled novices who have neither the experience of running a government nor the humility to accept their shortcomings is going full steam ahead to form a national party in two months time. Their arrogance is breathtaking. Abuse of power will be their calling card as power goes to their immature heads. Arvind Kejriwal could have remained in the Income Tax Service and become a Commissioner of Income Tax in due course . He would then have got his car with a red beacon against which there is so much ranting and railing.He could and should have led a life of dignity issuing IT notices. Again in due course he could have moved out of his flat in Ghaziabad and bought himself a larger flat in Gurgaon and settled there in peace after retirement. What is so bad about that? Instead he has thrown everything away so recklessly as if he were playing a game of dice.It is likely he and his friends in AAP may loose all as the Pandavas did while playing dice with the Kauravas (read Congress).He is feasting with panthers. So beware!

Uniform policy on retirement required


Every other day superannuating officers are given extension in service on one pretext or other. There should be uniform policy on retirement whether at higher level or lower level employees serving in government. Such adhocism to favour only few with extensions in service on superannuation is making mockery of service rules.

Lack of Administration


Recently two gross mistakes have been committed owing to lack of administrative skills: First is the case of our former Dy. Consul General Devyani in New York and the second is the consequences leading to the Dharna by the Hon'ble Chief Minister. The timely transfer in both the cases would have saved the face of India as well as of the national bureaucracy. Transfer of a govt. employee does not amount to any punishment. Finally, Hon'ble LG's decision saved the situation, which, otherwise would have done a huge damage to our polity. No doubt, a common man knows that A STICH IN TIME, SAVES NINE. Unfortunately officials in place do not want to put this valuable precept in practice. My personal experience has been that no action on or even to ignore normal administrative matters became mountain of a molehill. The end result in both the cases: Sab Kuchh Loota ke honsh mein aye to kya hua.

Padma Awards: several irregularities alleged


The forum for good Governance (FFGG) Padmanabha Reddy the secretary alleged irregularities evident by RTI documents, single meeting was held on September 30 last year by four secretaries and from 85 names 35 were finalised, after which the CM's letter suggested a few changes they claimed. Procuring information from different divisions of MHA


Information about the casualties during the 1947 Partition, the number of displaced persons who crossed over the border was sought by the appellant. The Public Information Officer (PIO) provided part information while the rest was denied stating that it was not maintained. The appellant submitted that the Ministry of Home affairs have told him to write to separate divisions. The CIC directed the PIO to procure the information as available from the relevant divisions and provide it to the appellant.


Comments


Section 5(4) of the RTI Act puts an obligation on the PIO to procure the information from the different sections of the office and provide it to the applicant.
