?
Appointment of First Lok Pal seems to be in doldrums. Legal wrangles
may mar the chances of the appointment. While the UPA government is
keen to appoint new Lok Pal before February 7, the BJP is keen that
the appointment be made by the next Government.
Who will be number one ?
There is a big curiosity in the country. If Narendra Modi become PM
who will be number one businessman with him-Mukesh Ambani or Gautam
Adani ? Answer to this question will be known only after six months.

Whispers in the corridors have it that Sudhir Mittal may be appointed
as Member, Competition Commission of India (CCI) . The former IAS officer
of 1978 batch has recently retired from the coveted post of Secretary,
Department of Fertilizers. One post of Member, CCI has been lying vacant
for months. The guessing game goes on?
Appointment of Vigilance Commissioner only next month
This is now clear that the appointment of new Vigilance Commissioner
in the CVC will now be made only early next month.
Will Rajagopalan be successor of Dr Pisupati
as Chairman, NBA?
As the grapevine has it V Rajagopalan may be appointed as the new Chairman,
National Biodiversity Authority (NBA) after his scheduled retirement
in August 2014. Interestingly Rajagopalan's date of superannuation is
coinciding with the term of Dr Balakrishna Pisupati, the incumbent Chairman
of NBA. Rajagopalan and Pisupati are retiring on August 31 this year.
J P Meena appointed as Addl. Secy., Food Processing in GoI
J P Meena, Joint Secretary, Ministry of Food Processing Industries,
has been appointed as Additional Secretary, Ministry of Food Processing
Industries in Government of India. He is a 1983 batch IAS officer of
Assam-Meghalaya cadre.

Dinesh Kumar, Executive Director, Food Corporation of India, has been
appointed as Development Commissioner (Handlooms) in the Ministry of
Textiles in Government of India in the rank of Additional Secretary.
He is a 1983 batch IAS officer of Andhra Pradesh cadre.
S Charles selected as Director (Fin), DCIL
S Charles, Vice President, SCIL, has been selected for the post of Director
(Finance), Dredging Corporation of India Limited (DCIL) at a Public
Enterprises Selection Board (PESB) meeting held on January 27, 2014.
As many as eight persons were selected for the same.
V N Kaul awarded Padambhushan
The only Civil Servant who has been awarded Padambhushan this time is
V N Kaul. Former CAG Kaul is a retired 1965 batch IAS officer of Madhya
Pradesh cadre.

As the grapevine has is Debjani Chakrabarti may soon be appointed as

DoPT's hunt for 2 JS' & 1 AS faces a lot
of rethinking?
The search process for as many as two Joint Secretaries and one Additional
Secretary has been traversing through a lot of re-thinking in DoPT.
All it is waiting the empanelment of 1995 & 1984 batch IAS officer
as JS & AS/FA respectively. One can wait and watch only.
CSS cadre restructuring may take a U-Turn
The CSS cadre restructuring committee in 2013 has reportedly recommended
the reintroduction of LDC & UDC posts which were phased out in 2003
restructuring of CSS cadres. All it has reduced the LDC & UDC strength
from 10,000 staffs in 2003 to 3800 staffs in 2013. If accepted and ratified
by the cabinet it would be U-turn to 2003 status.
K S Jamestin to superannuate on July
K S Jamestin, Director (HR) ONGC set to retire on July 31 this year.
PESB is likely to hold the selection meeting in the second week of February.
As many as 8 internal applicants are waiting in the wings to hit the
ground soon. Jamestin had taken the charge as Dir (HR) in May 2011.
What is special about 2003 batch IAS ?
What is special about 2013 batch of IAS ? Atleast four officials of
this batch have a peculiar work relation with those BJP leaders who
can be said to be in the reckoning for the post of the Prime Minister,
their party's declaration of the candidate for the top job notwithstanding.
These officers are Collectors/District Magistrates of the capitals of
the states of which the said leaders are Chief Ministers. While Roopwant
Singh is the Collector of Ahemdabad capital of Gujarat of which Narendra
Modi is the CM, Nishant Warwade is the Collector of Bhopal - capital
of Madhya Pradesh having Shivraj Singh Chouhan as its CM, Krishna Kunal

Chairman of NHB Verma to join PFRDA ?
Chairman of the National Housing Bank (NHB), R V Verma, is now expected
to join Pension Fund Regulatory and Development Authority ( PFRDA) as
Member. He is said to have resigned from NHB.

R Rajagopal has been appointed new Managing Director of the National
Agricultural Cooperative Marketing Federation of India Limited (NAFED).

conferred with the Padmashri by the Government of India for her contribution

PESB to hold interviews for Director (R&D),
IOCL on Jan 29 (UPDATED)
Public Enterprises Selection Board (PESB) will be holding a selection
meeting for the post of Director (R&D), Indian Oil Corporation Limited
(IOCL) on January 29, 2014. It is reported that around four internal
applicants including three Executive Directors and one General Manager
will try their fate for the same.Earlier it was scheduled to take place
on January 30, 2014 but it is rescheduled for January 29, 2014 i.e.
tomorrow.'

10 years. The economist Manmohan Singh is not responsible but the political
leadership is responsible. In 1991 he was entrusted with a task and
he delivered. In UPA his hands remained tied and he was helpless. Economist
Manmohan is not responsible.

New ideas of RBI
The Reserve Bank of India is coming out with one crazy idea after another.
First, it was that all currency notes with anything handwritten on them
(including the Governors signature?) would be withdrawn. Then comes
this even crazier idea of virtually demonetising all high value notes
printed by the GOI before 2005. What purpose is this going to serve?
If the motive is to unearth black money it is not going to work because
the black money in circulation does not go into bank accounts nor does
it recognise demonetisation. Notes printed before 2005 will simply not
enter banks and , as in Punjab all transactions will be strictly on
cash and carry basis. No one will use credit or debit cards any more
as in Punjab.Is this what the RBI really wants? Most of our black money
is stashed away abroad and reenters Indias orbit via the hawala route
and is mostly parked in real estate as speculation- investment. Demonetisation
is not going to affect such transactions at all. If the motive of the
RBI is to bankrupt some political parties before the General Elections
then that ploy too will not work for they will simply by-pass the banking
system . In fact much larger amounts will enter the black market than
at present.The American citizen who is now the Governor of the RBI does
not seem to realise this.The only people to suffer will be the common
middle class citizens of India who hold bank accounts with their measly
savings.The big fish of the black economy do not deal in Indian rupees
but in Euros, US dollars and gold.So what is the logic in this stunt
by the RBI? They are fast becoming like the Income Tax department which
with every so called move to make filing of returns saral end up making
it even more kattin.

Arvind Kejriwal is a politician who is street smart and media savvy.
He knows how to use the media. He wishes to morph into a mass leader
from merely being a leader of the educated middle class. His efforts
are geared towards this goal. What is wrong with that? All politicians
do what he is doing. he may only be doing it more successfully than
the rest.

A Clear Case of Identity Theft !
Aap bhi kamaal karate hain. The poor man's identity itself has been
stolen. Look at our nouveau aam aadmi, do they resemble the real aam
aadmi (the nanga-bhooka-garib aam aadmi)? They are either rich or crorepatis
or multi lakhpatis at least. Before the birth of the AAP there have
been umpteen such claimants to the throne of the poor aam aadmi: Lalu
Yadav (of the JP Andolan fame), Mulayam Singh Yadav (of the Lohia fame),
Mayawati(invoking the great Ambedkar's name), who are all multi crorepatis.
They still call themselves the poor, dalit, oppressed, backward, most
backward, minority etc. Arvind Kejriwal is a crore pati-patni couple,
joined by Yogendra Yadav (the university Don), Sisodia and 99% of the
500000 who have joined the party in the last 2-3 weeks. Besides, and
this is the most significant part of this black humour, all of them
are educationally empowered beyond the wildest dreams of the aam aadmi
despondent due to failure to provide even good education to his 2 daughters
for whom she will have to shell a huge dowry by borrowing from shylocks
of our system. All that the aam aadmi has been demanding in the name
of Bapu is that SAME KIND OF EDUCATION & ECONOMIC OPPORTUNITIES
FOR HER CHILDREN. Strangely it has been denied, rather perpetually.
The aam aadmi will never get the same opportunities that the present
day AAP have cornered by working of a flawed democracy. Are they entitled
to call themselves the aam aadmi? No. A hundred times no. The aam aadmi
is called the plebian, the AAP is patrician (aristocracy). In fact,
they collectively form the Plutocracy. They have challenged the Oligarchy
perpetuated by the Congress Party, for which the plebian has come to
despise. But she does not dream of replacing it by plutocrats like the
AAP.Funny though it sounds, India is witnessing a competition for getting
the tag of a "minority", like those hundreds of CBI cases
undecided so far for the tag of fake SC & ST category. I am not
aware of this game about the OBC tag, though the smart ones may try
their deft hands and fertile brains there too.

Nobody calls them villains
What our fathers of independence were doing against the British Imperialism,
was also a sort of anarchy but no body calls them villains. Agreed that
Mr. Kejriwal did a wrong by staging a demonstration in front of the
Rail Bhawan. His actions can be questioned but not his intentions. The
Police men enter the jhuggi & jhopris of poor beat them up and extract
money. Non-vegetarian dishes of restaurants located in the vicinity
of a Police Station are supplied free of cost into the thanas. In Vasant
Kunj area of Delhi there was a SBI ATM by the side of restaurant. The
AC of the ATM use get out of order regularly because of the smoke being
emitted from stove of the kitchen. The SBI authorities had complained
on a number of occasion to the Police Thana but no action was taken.
Ultimately, the SBI had to close their ATM. Tell me if your words are
not being listened to, your letters thrown in the waste paper basket,
your cases are not settled in the courts and high & the mighty continue
to prosper and the poor continue to suffer; where will one go?. Should
he die on the streets or in his residence? None of the residents living
in the Khirki Extension area of Delhi have criticized either Somnath
Bharti and Shri Kejriwal.

Padma awards have been given to serving I.A.S. officers earlier also.
Two names of Punjab Cadre I.A.S. officers come to mind. Late Shri Chand
Chhabra of 1954 seniority was awarded Padmashri when he was President
of the New Delhi Municipal Committee( now Council). Late Mr. Rajinder
Singh of 1975 batch was also awarded Padmashri while in service.

Procuring information from different divisions of MHA
Information about the casualties during the 1947 Partition, the
number of displaced persons who crossed over the border was sought
by the appellant. The Public Information Officer (PIO) provided
part information while the rest was denied stating that it was
not maintained. The appellant submitted that the Ministry of Home
affairs have told him to write to separate divisions. The CIC
directed the PIO to procure the information as available from
the relevant divisions and provide it to the appellant.
Comments
Section 5(4) of the RTI Act puts an obligation on the PIO to procure
the information from the different sections of the office and
provide it to the applicant.
