A Joint General Secretary of BJP carries the confidence of Rajnath

believe that Saudan is seen as an appropriate alternative to Ram Lal
(national secretary General- Organisation) who commands the mandate
of the RSS and forms a bridge between the BJP & RSS.
Prabhat Jha:
A Rajya Sabha Member from Madhya Pradesh, Jha was born in Bihar and
brought up in Madhya Pradesh. He started his career as a journalist
before joining politics. Known as a grassroot RSS worker Jha is well
versed in the tricks and tantrums of politics. He is National Vice President
and prior to that he served as BJP State President for Madhya Pradesh
till December 2012. Still cayying the credentials as a former journalist
he serves as Editor of 'Kamal Sandesh'-- BJP's mouthpiece. Jha commands
a solid backing of RSS stalwart Suresh Soni.
Dr Anil Jain:
A native of Firozabad, he is a qualified MBBS and renders part-time
services to Indraprastha Apollo Hospital, New Delhi as a Senior Consultant
Surgeon. He holds key positions in the BJP as National Secretary and
Co-In-charge of Haryana BJP. Jain had once played crucial role in stepping
down of Ramesh Pokhariyal, the then CM of Uttarakhand.
Mukhtar Abbas Naqvi:
He is the Muslim face of the BJP. He is party's National Vice President,
sitting Rajya Sabha Member from Uttar Pradesh and a former Union Minister
of the Vajpayee Govt. Having foot firmly grounded, Naqvi has very good
terms with all the BJP stalwarts. Since he belongs to Allahabad, he
commands the confidence of Rajnath. His political credentials within
the party are impeccable.
Saroj Pandey:
A Lok Sabha Member from Durg whom Rajnath picked up to lead BJP's 'Mahila
Morcha' as its National President. She started her political career
at the local municipal level and rose to become the Mayor of Durg. She
is one of the most acceptable female faces of the BJP.
Ramapati Ram Tripathy:
Rajnath's confidence in Tripathy reflects by the fact that he was handed
over the command of Election Management Committee for UP ahead of 2014
Lok Sabha election. A qualified 'Aayurvedic' doctor and a former UP
state BJP President; he is a member of UP legislative Council. He belongs
to Gorakhpur and has a command over regional politics in Western UP
& Bundelkhand.
Vijay Goel
Goel shares the list with Sudhanshu Mittal as Rajnath Singh's confidente
in Delhi. Goel, Delhi BJP President, was promoted as BJP's CM candidate
but lost the race to Harshvardhan. In 1977 he was elected as DUSU President
as ABVP candidate. He has been the MP for the 11th, 12th and 13th Lok
Sabha from Chandni Chowk and Sadar constituencies of Delhi. He has proved
his mettle in governance as Union MoS for several ministries in the
NDA government.
New Public Sector Enterprise today
Public Sector will have one more feather in its hat today after
the inauguration of NAWADCO (National Waqf Development Corporation Limited);
a new Central Public Sector Enterprise under the Ministry of Minority
Affairs. Prime Minister Dr Manmohan Singh will inaugurate NAWADCO today
in the presence of Sonia Gandhi as chief guest at the function. Congress
claims it to be inevitable culmination of Sachchar Committee recommendations.
NAWADCO would nurture, develop and mobilise the Waqf properties for
community welfare, particularly for Muslims in India. It may be a good
decision on part of the incumbent government at the centre and a logical
result of Sachchar Committee too but one can hardly deny it that UPA-II
has played a trump card well on time to woo minority votes ahead of
Lok Sabha elections.

Who will be new Member of Competition Commission of India (CCI) from
Law and Justice field? Tie is said to be between P K Malhotra and Former
Judge of the Delhi High Court Justice Mehta.
Orders of U K Sinha in a week or two
Orders of the two years extension to SEBI Chairman U K Sinha are expected
to be issued in a week of two. He is retired 1976 batch IAS officer
of Bihar cadre.
Sudhir Kumar is also Secretary, Consumer Affairs in GoI
Sudhir Kumar, Secretary, Department of Food and Public Distribution,
has been assigned an additional charge of Secretary, Department of Consumer
Affairs for a period of three months. He is a 1978 batch IAS officer
of Uttar Pradesh cadre.
Will S R Rao get post retirement assignment
in Gujarat?
With the date of superannuation of S R Rao ,Commerce Secretary, Govt
of India, approaching fast, whispers have started doing rounds that
Rao may get a post retirement assignment in Government of Gujarat. One
can only wait and watch.
Will Alkesh Kumar Sharma be appointed as Member (Finance), NHAI?
Alkesh Kumar Sharma's name has been doing round for the slot of Member
(Finance) in NHAI vice Satish Chandra who has prematurely repatriated
to Punjab, his cadre state. The 1990 batch IAS officer of Kerala cadre
is presently serving as Joint Secretary, Ministry of Road Transport
and Highways.

MFL
D Sundarasekaran, GM, MFL, has been selected for the post of Director
(Technical) of Madras Fertilizers Limited (MFL), at a Public Enterprises
Selection Board (PESB) meeting held on Tuesday. As many as seven persons
were interviewed for the same.
Arvind Singh joins as Minister in Tokyo
Arvind Singh IAS (MH:88)has joined as Minister (E&C) in the Indian
Embassy in Tokyo, Japan.
All three slots of Spl DG in CRPF vacant
All three posts of Special DG are now vacant in CRPF. Central Zone (Kolkata)
has been lying vacant for five months. SDG North Zone has fallen vacant
after Aruna Bahuguna's appointment as Director, SBPNPA, Hyderabad. D
K Pathak has already vacated the post of SDG, J&K Sector. In a way
CRF has now three SDG posts to offer.
Maximum number of GMs were from BoI
Maximum number of General Managers who appeared for interview for promotion
as ED in various banks were from Bank of India. Five GMs appeared from
BoI followed by four from Canara bank and three each from Dena Bank
and Central Bank.
Search for Joshi's successor as JS, DoPT still
goes on ?
Whispers in the corridors of power suggest that officers who are suitably
available to be appointed and posted as JS (AT&T), a slot recently
vacated by Manoj Joshi, are unwilling for the post. Meaning hereby the
search for Joshi's successor in DoPT has been traversing through apprehensions.

As the grapevine has it as many as four internal candidates would be
appearing before PESB for selection interview for the post of Director
(R&D) Indian Oil Corporation Limited. Names of internal candidates

Ample increase of SOs & USs posts under
CSS Cadre Restructuring likely
If the GoI adheres to the recommendations of CSS Cadre Restructuring
Committee 2013 as many as 400 numbers of Section Officers and 200 numbers
of Under Secretaries may be added to the pool of CSS officers. If everything
goes well the current number of SOs will rise from 3000 to 3400 and
that of Under Secretaries may rise from 1500 to 1700.

PCRA holds Oil and Gas Conservation Fortnight

Attended by over 800 young students from different schools of Delhi,
the Oil and Gas Conservation Fortnight (OGCF) -2014, organized by Petroleum
Conservation and Research Association (PCRA), was inaugurated by the
Union Minister for Petroleum & Natural Gas in the august presence
of Minister of State for Petroleum and Natural Gas, Secretary, MoPNG,
and other senior officials from Govt. and Oil Companies. The function
also witnessed presentation of Star Labels by Director General (DG),
Bureau of Energy Efficiency (BEE) to Additional Secretary, MoP&NG
for newly approved benchmarking initiatives for LPG hot stoves &
Diesel Mono Set pumps. During the function, PCRA book titled "Handbook
on Energy Efficiency in Pharma Sector" was also released. The Minister
gave away awards for exemplary work in Oil & Gas conservation by
oil industry and also to the winners of National Level essay and Painting
competition for school children. The function culminated with flagging-off

NTPC declares 3rd quarter results with PAT
growth of 20.41% (UPDATED)
NTPC Limited, India's largest power generating company having an installed
capacity of 42454 MW has announced unaudited financial results for the
third quarter of financial year 2013-14. NTPC CMD, Dr Arup Roy Choudhury
informed that the unaudited total income for Q3 of financial year 2013-14
is Rs. 19,554.07 crore as against Rs. 16,541.04 crore reported for the
corresponding quarter in previous year, registering a growth of 18.22%.
The unaudited Profit after Tax of the company for Q3 of financial year
2013-14 is Rs. 2,861.28 crore as compared to Rs. 2,596.76 crore of previous
corresponding quarter, registering a growth of 10.19%. Excluding one-off
items, on adjusted basis, quarter the PAT has increased by 20.41% over
previous corresponding. For the nine-month period of financial year
2013-14, the unaudited total income is Rs. 52,972.26 crore and the unaudited
PAT is Rs. 7,881.20 crore. The Board of Directors have recommended highest
ever interim dividend @ 40% of paid up equity share capital being Rs.
4.00 per equity share for the financial year 2013-14 in their meeting
held on January 28, 2014. The dividend will be paid on February 10,
2014.

Tribute to Late Pankaj Agarwal
I am shocked and sad to know the sudden demise of an amicable &
amiable IAS Officer, Pankaj Agarwala. My tribute to the departed soul
is to highlight his greatness, because I met him only once in July,
2007 when he was JS, IT and realized that he can be so nice & very
friendly to a person, he is meeting for the time. With that one meeting,
I realized that Pankaj Sir is a great person. May his soul rest in peace.
My heart-felt condolences to his family members and especially to his
aged-mother, for giving birth to such a lovely human-being.

Good Bye Pankaj (Aggie)
The first thing that hits you when you met Pankaj Agrawal or Aggie
as friends called him was his disarming smile, with a twinkle in the
eye. Instantly with a firm handshake, he made every stranger into a
friend. The vivacity, enthusiasm, spontaneity was so transparent in
him, that we all felt ''charged'' in his company. He was loquacious.
Talk to him on any subject ,he could go on for hours without boasting
of any intellectual superiority. To lighten the atmosphere in any meeting
he would offer dry fruits, rasins, dates, chocolates all carefully kept
on his office table in sweet little boxes. The most striking part of
his personality was the ease with which he interacted with people of
every social strata. I saw him asking his old retired peon to sit down
and have tea in his office chamber. He loved to talk to people in ''aam
admi'' language and rightly boasted of his district collector days in
rural Uttar Pradesh. Never did I see him bragging of his Havard qualifications
nor could i smell in him the typical Stephenian airs.
He loved good food and had himself great culinary skills. When it came
to preparing dishes for his parties at home, he loved perfection to
the fingertip. Even when dining out he would call for chef and give
a few complimentary tips on cuisine.
Golf was his ultimate addiction. He loved to play not to win the game
but to win the heart of players. In golf course, unlike other stiff-necked
bureaucrats he smashed any distinction of seniority just as he smashed
the golf ball straight into the right spot.
Lunch Club was his second passion. In office he would insist on colleagues
to share their lunch boxes. If you run into him during lunch hours,
you became an instant guest with automatic invitation to club. The variety
of from lunch boxes of officers coming from all parts of the country
spread a loving Pan-Indian feeling in your stomach and heart.
Pankaj had a large all encompassing royal heart, which included everyone
everywhere. He was a man of heart not head. Emotions ruled him. His
child like simplicity, boyish curiosity, tremendous vivacity and perennial
cheerfulness set him apart in crowd. Eager to help people he loved solve
their problems always and in all ways.
The man had a massive heart and he died of a massive heart attack on
his way to office last Friday. Good bye Aggie ,the Aag' ,the spark you
ignited in our hearts will never die.

Delhi's Bureaucracy cries "Trahimaam"
Kejriwal has created a fear psychosis in Government of Delhi by fixing
impossible targets as populist measures and then pressure the Delhi
bureaucracy to produce results. Take the case of Janlokpal Bill, which
he had promised to deliver first on December 27, 2013 later shifted
to January 15, 2014, now shifted to first week of February 2014. The
draft bill needs approval of GoI ( MHA , Law and union Cabinet ) before
being presented in Delhi Vidhan Sabha. With the face off between Delhi
CM and union HM , Kejriwal will have to defer the consideration of draft
Janlokpal bill ,sine die. There is no chance of seeing it through in
the foreseeable future. Be that as it may, his autocratic style of functioning
stands exposed.

How fair and impartial appointments are ?
Calling back the proposal of appointment of P C Vaish, as CMD National
Textile Corporation, by the Government after recommending it based on
selection by the duly constituted PESB shows how the present Government
respects the duly constituted institutions/Boards. It also shows at
Board level of CPSUs are made by the Central Government.

Information about the casualties during the 1947 Partition, the
number of displaced persons who crossed over the border was sought
by the appellant. The Public Information Officer (PIO) provided
part information while the rest was denied stating that it was
not maintained. The appellant submitted that the Ministry of Home
affairs have told him to write to separate divisions. The CIC
directed the PIO to procure the information as available from
the relevant divisions and provide it to the appellant.
Comments
Section 5(4) of the RTI Act puts an obligation on the PIO to procure
the information from the different sections of the office and
provide it to the applicant.
