Arvind Kejriwal is the second Chief Minister to be an IITian after his
Goa counterpart Manohar Parrikar. A product of Indian Institute of Technology
(IIT) Khargapur, 45-year-old Kejriwal studied Mechanical Engineering
and passed out in 1989 while Parrikar passed out as a metallurgical
engineer from IIT, Mumbai.

LIC's new endowment plan launched (UPDATED)
LIC launches another plan "LIC's New Endowment Plan". This
is a with profit non-linked plan which combines the features of savings
and protection plans. It provides financial support for the family of
the deceased policyholder in case of death any time before maturity.
On survival of the term of policy a good lump sum amount is payable
to the policyholder, as maturity benefit. The policyholder is entitled
to full risk coverage for the term of the policy. At the end of the
policy term Sum Assured along with Vested Simple Reversionary Bonus
and Final Additional Bonus (if any) is payable. Death Sum Assured is
Basic Sum Assured or 10 times of annualised premium (excluding service
tax, extra premium and rider premiums, if any), and in any case this
death benefit shall not be less than 105% of all the premiums paid as
on date of death. The policy can be taken from age 8 years to 55 years
and has the convenience of choosing policy term from 12 years to maximum
of 35 years. Minimum Sum Assured is Rs 100,000/- and in multiples of
RS. 5000/- thereafter. It also takes care of liquidity through its loan
facility. This is the second plan launched by the corporation this year.
Earlier Single Premium Endowment plan was launched on 1.1.2014.

As many as 144 officers of Indian Revenue Service of Customs & Central
Excise have been transferred after promotion to the grade of Joint Commissioner.
Sales growth of 14% by SAIL in Dec 2013 (UPDATED)
SAIL registered a growth of 14% in sales of saleable steel at 1.13 million
tonnes (MT) in the month of December'2013, as against the same month
last year (SMLY). Crude steel production at 1.16 MT in Dec.'13 was up
by 7% over SMLY. On techno-economic front, Coke rate and energy consumption
improved by 1% each in the month of December'2013 over SMLY. The upward
trend in performance in the last couple of months is an outcome of concerted
efforts directed at sales improvement in both domestic and international
market. Strategic focus on enhanced production especially of value-added
products has resulted in sustained growth on production and sales front.
In Oct-Dec'2013 period, total sales of steel by SAIL at 2.98 MT were
up 6% on Y-O-Y basis. This included exports of 1.77 lakh, which recorded
a growth of 122% over the same period last year. Production of crude
steel in Q3FY14 also went up by 4%, as compared to CPLY. Chairman, SAIL
C S Verma, in his new year address to employees, exhorted the employees
to work and conduct themselves in a way that SAIL becomes synonymous
with business excellence. He highlighted the imperative need for excellence
in areas like improving the quality of inputs, enlarging share of value
added products and intensive customer engagement with thrust on higher
net sales realisations. He urged the employees to have ownership of
SAIL, passion for SAIL and pride in SAIL, which together are the driving
force that will lead our company to greater heights. Let "my SAIL,
my Pride" be the mantra for 2014.

AAP and Cong (I) are same !
We are all in favour of Kejriwal and AAP. But they are also behaving
in the same manner like the Congress (I). They are extending largesse
on the lines of Congress (I) a la MNREGA, NHRM and Food Security Bill.
Agreed that the Accounts of the discom companies should be audited and
the water mafia be brought to books in Delhi. But instead draining states
scarce exchequer in subsidy they should spend those money in laying
down water pipe lines for distribution of water. They also
discipline the callous government employees and also enforce punctuality
in government offices. Just go and see what is happening in the NDMC
and DMC officers, which make birth and death certificate. Like Narendra
Modi in Gujarat, they should also use the services of retired government
employees on voluntary basis (without any salary etc.) for sitting in
front of the counter in all offices of the government offices of Delhi
having inter face with the public. They can be very helpful in filling
up of forms, giving of proper guidance etc. to the poor public. But,
I know that for the present the AAP is not going to take any unpopular
actions. In this country if you try to discipline a lackadaisical or
corrupt officials, you face the flak and nobody comes to your rescue.
If and only if all the Government functionaries be it be the bureaucrats,
clerks, ministers, judges etc. started disciplining themselves, become
honest, become punctual and develop a heart wherein their intention
should be only to help the poor; then only the country will prosper.

Kejrival is not an AIS officer
Arvind Kejriwal's erstwhile Income Tax Service is not an All India Service
but is a central government service which is administered as a government
of India service and has no connections with states and the state politicians.
All India Services (IAS,IPS and Indian Forest Service) are services
jointly administered by the centre and the states and that is why they
are called All-India services. Though this difference may not be discernible
to the common man, it is important that this subtle but vital difference
is clearly brought out in a widely-acclaimed column like WIC. Kejriwal's
political success is not through his hobnobbing with state politicians
before resigning his government job as is the case with many babu-turned-politicians.

I should point out to you that Indian Revenue Service is not an All
India Service and not part of AIS. There are only three AIS - namely
the IAS (Indian Administrative Service), IFS (Indian Forest Service)
and IPS (Indian Police Service). IRS (Indian Revenue Service) is a member
and part of the Central Civil Services (CCS) only.

Should the 25% account holder be provided the bank account
details?
The appellant's request for the details of a bank account was
denied by the PIO referring to the appellant as the 'third party'.
The appellant claimed that the denial was not correct as he had
sought information regarding an entity in which he is a 25% share
holder and a director. The appellant sought information about
certain balance sheet, insurance charges, cash credit limits and
information about the alleged misappropriation. The respondent
bank stated that the bank had denied the information to the appellant
as it seems that there is a family dispute and that the appellant
is a brother of the person who is running the entity. The respondent
stated that they have no intention to withhold any information,
but are awaiting an authority letter from the company in favour
of the appellant to provide the information. The CIC directed
the respondent to provide the information to the appellant within
30 days on the condition of receipt of the requisite letter of
authority.
Comments
The details of bank account are personal information and are
held by the bank in fiduciary capacity. Even a 25 % account holder
is not eligible to get the information unless approved by the
account holder.
