Sudhanshu Mittal:
Sudhanshu Mittal, a shadowy figure in the BJP, used to command the confidence
of Pramod Mahajan as his closest associates. His influence grew in direct
proportion to Mahajan's meteoric rise in the BJP. After the demise of
Pramod Mahajan, Mittal remained loyal to Mahajan's family. He made a
new political footing and found succor in Rajnath Singh and rapidly
rose in significance again.
Rajiv Pratap Rudi:
Rudi is Rajnath's confidante for several reasons. He is young and youthful,
makes a comfortable caste equations with Rajnath. Rudy and Rajnath share
a common cultural ethos as they belong to Eastern UP & Bhojpur area
respectively. The intensity of intimacy can be gauged by the fact that
Rajnath has entrusted Rudy with the responsibility of most resourceful
and mighty state of Maharashtra as In-charge.
Saudan Singh:
A Joint General Secretary of BJP carries the confidence of Rajnath
and shares a convenient caste equation as well. Insiders of the BJP
believe that Saudan is seen as an appropriate alternative to Ram Lal
(national secretary General- Organisation) who commands the mandate
of the RSS and forms a bridge between the BJP & RSS.
Prabhat Jha:
A Rajya Sabha Member from Madhya Pradesh, Jha was born in Bihar and
brought up in Madhya Pradesh. He started his career as a journalist
before joining politics. Known as a grassroot RSS worker Jha is well
versed in the tricks and tantrums of politics. He is National Vice President
and prior to that he served as BJP State President for Madhya Pradesh
till December 2012. Still cayying the credentials as a former journalist
he serves as Editor of 'Kamal Sandesh'-- BJP's mouthpiece. Jha commands
a solid backing of RSS stalwart Suresh Soni.
Dr Anil Jain:
A native of Firozabad, he is a qualified MBBS and renders part-time
services to Indraprastha Apollo Hospital, New Delhi as a Senior Consultant
Surgeon. He holds key positions in the BJP as National Secretary and
Co-In-charge of Haryana BJP. Jain had once played crucial role in stepping
down of Ramesh Pokhariyal, the then CM of Uttarakhand.
Mukhtar Abbas Naqvi:
He is the Muslim face of the BJP. He is party's National Vice President,
sitting Rajya Sabha Member from Uttar Pradesh and a former Union Minister
of the Vajpayee Govt. Having foot firmly grounded, Naqvi has very good
terms with all the BJP stalwarts. Since he belongs to Allahabad, he
commands the confidence of Rajnath. His political credentials within
the party are impeccable.
Saroj Pandey:
A Lok Sabha Member from Durg whom Rajnath picked up to lead BJP's 'Mahila
Morcha' as its National President. She started her political career
at the local municipal level and rose to become the Mayor of Durg. She
is one of the most acceptable female faces of the BJP.
Ramapati Ram Tripathy:
Rajnath's confidence in Tripathy reflects by the fact that he was handed
over the command of Election Management Committee for UP ahead of 2014
Lok Sabha election. A qualified 'Aayurvedic' doctor and a former UP
state BJP President; he is a member of UP legislative Council. He belongs
to Gorakhpur and has a command over regional politics in Western UP
& Bundelkhand.
Vijay Goel
Goel shares the list with Sudhanshu Mittal as Rajnath Singh's confidente
in Delhi. Goel, Delhi BJP President, was promoted as BJP's CM candidate
but lost the race to Harshvardhan. In 1977 he was elected as DUSU President
as ABVP candidate. He has been the MP for the 11th, 12th and 13th Lok
Sabha from Chandni Chowk and Sadar constituencies of Delhi. He has proved
his mettle in governance as Union MoS for several ministries in the
NDA government.

Brig B D Pandey, who is in the Ministry of Defence, is expected to take
over the charge as Managing Director, Braithwaite Burn & Jessop

Panwar to add one more feather to his hat today as first Chairman of
NAWADCO
With the inauguration of NAWADCO (National Waqf Development Corporation
Limited) today Lalit K Panwar will be given to lead the newly formed
Central Public Sector Enterprise as its first Chairman. This PSU would
come under the Ministry of Minority Affairs.
ACC only has rights to scrap panel for Board level
The Department of Personnel and Training (DoPT) has cleared that a PESB
recommended panel can be scrapped only with the approval of the ACC.
Orders for J M Shantisundaram for CBEC Chairperson soon
As the grapevine has it, orders for J M Shantisundaram may be issued
at any point of time from now declaring her to be the successor of Praveen
Mahajan, the incumbent Chairman of CBEC. If everything goes well Shantisundaram
will be handed over the baton on January 31.

Appointment of two CMDs in doldrums
Despite clearance from all sides, the appointments of two persons at
CMD level in Public Sector Undertakings (PSUs) remains in the doldrums
as their Ministries are not interested in appointing them in spite of
DoPT guidelines that panels can be scraped by ACC not by Ministry.
Will P K Das succeed Alok Kumar as JS (Training)?
Whispers in the corridors of power have it that the slot of Alok Kumar,
JS (T) DOPT, may be given to Pramod Kumar Das after Alok would be posted
as Additional Secretary in a couple of weeks. The 1985 batch IAS officer
of MP cadre is presently serving as Joint Secretary (Vigilance) with
DOPT.
List of 14 Bank GMs for promotion to go to ACC next month
List of 14 General Managers to be promoted as EDs in Banks will be sent
to the ACC for approval next month.
150 DS/Dir posts may be increased under CSS Cadre Restructuring 2013
If the GoI adheres to the recommendations of CSS Cadre Restructuring
Committee-2013 as many as 150 posts of Deputy Secretaries & Directors
may been given to CSS cadre. Presently approx 1200 CSS officers are
working as DS/Dir. Interestingly no recommendation has been made so
far to add Astt level officers to CSS strength. Presently 6570 Asstt
level officers are there under CSS strength.

Sachin Sain applies for post of Director (HR) ONGC

(HR) ONGC. PESB is soon to conduct the selection interview searching
a suitable successor of K S Jamstin, the incumbent Dir (HR) ONGC. Jamestin

Reshuffle of IAS officers in Chhattisgarh
A number of officers belonging to Indian Administrative Service (IAS)
have been transferred and posted at different places in Chhattisgarh.
Accordingly, Thakur Ram Singh has been appointed as Collector, Raipur
while Siddharat Pardesi will now be Collector, Bilaspur and Ritu Sen
is Collector, Sarguja. Similarly, Himshikhar Gupta has been made Collector,
Jashpur; N K Shukla as Collector, Balod; R Prasanna as Joint Secretary,
GAD; L S Ken shifted to Mantralaya and Amrit Khalkho was made MD, Seed
Corporation.

2 IAS officers get jobs after return from
deputation in Rajasthan (UPDATED)
Two officers of Indian Administrative Service (IAS) have been given
postings upon their return to parent cadre in Rajasthan. Accordingly,
Alok has been appointed as Secretary, Energy and CMD, Rajasthan State
Power Distribution Corporation Limited while Rajiv Singh Thakur will
be Secretary, Rural Development and Commissioner, Employment Guarantee
Scheme.
Results of Indian Forest Service Exam declared
(UPDATED)
Union Public Service Commission has declared the results of Indian Forest
Service examination-2013 held by it in October, 2013 and the Personality
Test in December, 2013. The list contains names of 85 candidates, including
29 belonging to Other Backward Classes, 13 to the Scheduled Castes,
6 to the Scheduled Tribes.

What will be the future of NHPC after March/April 2014?
Detailed note on functioning of Ministry of Power on the issue of Extension
of functional Director of NHPC Limited.
NHPC Limited (60,000 crore Balance Sheet size company) a primer
leading Central Public Sector Undertaking of Govt of India under the
administrative control of Ministry of Power, engaged in development
and operation of Hydro Power projects is functioning without regular
full time Chairman & Managing Director since more than last three
years and due to this the performance of company is going down. The
profits of the company have been declined in the 1st time in its history
of NHPC in Financial Year 2012-13 from Rs.2771 crores in 2011-12 to
Rs. 2348 crores in 2012-13 i.e. by 15.26% and hopefully the same will
continue for 2013-14 Also. Even the company is not able to achieve the
targets assigned by Ministry for capacity addition only because due
to the fact company is not having a full time Chairman & Managing
Director who can take decisions on fast track.
The main reason is uncertainty amongst its functional Directors as MOP
is not taking any decision of the extension of terms of functional Directors
and watching the situation as silent spectator. As the officers of MOP
wants to control over the company for their vested interest.
MOP is not taking any decision on the extension of its functional Directors
as the tenure of Director (Finance) of NHPC Ltd has ended on 10.02.2013
and he is continuing his service with the intervention of High Court
of Delhi in uncertainty mode.
The status of tenure of other functional Directors is as follows:-
Director (Technical) till 25.03.2014,
Director (Projects) till 09.04.2014 and
Director (Personnel) till 27.04.2014.
In spite of this, MOP has not taken any decision regarding extension
of term of these Directors or appointment of New Directors in place
of these directors otherwise. In terms of Appointment Committee of the
Cabinet (ACC) circular No.28(30)EO/2010 (ACC) dated 31st March, 2011
if the concerned Ministry does not want to give extension must be referred
to ACC for consideration six months before the scheduled expiry of the
incumbent. No action has been taken by MOP inspite of clear cut instructions
of ACC.
Public Sector Enterprise Selection Board (PESB) selected Mr. Srivastava
& Mr J K Sharma as candidate number one and two respectively on
30.09.2011 for the post of Chairman & Managing Director but MOP
is not able to finalizing any name even after laps of more than 3 years
since the post is vacant.

Procuring information from different divisions of MHA
Information about the casualties during the 1947 Partition, the
number of displaced persons who crossed over the border was sought
by the appellant. The Public Information Officer (PIO) provided
part information while the rest was denied stating that it was
not maintained. The appellant submitted that the Ministry of Home
affairs have told him to write to separate divisions. The CIC
directed the PIO to procure the information as available from
the relevant divisions and provide it to the appellant.
Comments
Section 5(4) of the RTI Act puts an obligation on the PIO to procure
the information from the different sections of the office and
provide it to the applicant.
