Was anointment of a Sikh PM, a lip service
?
Sikh groups protesting in Delhi have accused the Congress of merely
doing lip service to their community since 1984 anti-Sikh riots that
occurred after the Late PM Indira Gandhi's assassination. On this a
question being raised during a high profile gathering was - "Can
the anointment of a Sikh Prime Minister, for two consecutive terms i.e.
10 years, ever be considered as merely a lip service ? And this was
done when the Congress stalwarts - like Pranab Mukherjee and Arjun Singh
- were strong contenders for the post.

Saudan Singh:
A Joint General Secretary of BJP carries the confidence of Rajnath
and shares a convenient caste equation as well. Insiders of the BJP
believe that Saudan is seen as an appropriate alternative to Ram Lal
(national secretary General- Organisation) who commands the mandate
of the RSS and forms a bridge between the BJP & RSS.
Prabhat Jha:
A Rajya Sabha Member from Madhya Pradesh, Jha was born in Bihar and
brought up in Madhya Pradesh. He started his career as a journalist
before joining politics. Known as a grassroot RSS worker Jha is well
versed in the tricks and tantrums of politics. He is National Vice President
and prior to that he served as BJP State President for Madhya Pradesh
till December 2012. Still cayying the credentials as a former journalist
he serves as Editor of 'Kamal Sandesh'-- BJP's mouthpiece. Jha commands
a solid backing of RSS stalwart Suresh Soni.
Dr Anil Jain:
A native of Firozabad, he is a qualified MBBS and renders part-time
services to Indraprastha Apollo Hospital, New Delhi as a Senior Consultant
Surgeon. He holds key positions in the BJP as National Secretary and
Co-In-charge of Haryana BJP. Jain had once played crucial role in stepping
down of Ramesh Pokhariyal, the then CM of Uttarakhand.
Mukhtar Abbas Naqvi:
He is the Muslim face of the BJP. He is party's National Vice President,
sitting Rajya Sabha Member from Uttar Pradesh and a former Union Minister
of the Vajpayee Govt. Having foot firmly grounded, Naqvi has very good
terms with all the BJP stalwarts. Since he belongs to Allahabad, he
commands the confidence of Rajnath. His political credentials within
the party are impeccable.
Saroj Pandey:
A Lok Sabha Member from Durg whom Rajnath picked up to lead BJP's 'Mahila
Morcha' as its National President. She started her political career
at the local municipal level and rose to become the Mayor of Durg. She
is one of the most acceptable female faces of the BJP.
Ramapati Ram Tripathy:
Rajnath's confidence in Tripathy reflects by the fact that he was handed
over the command of Election Management Committee for UP ahead of 2014
Lok Sabha election. A qualified 'Aayurvedic' doctor and a former UP
state BJP President; he is a member of UP legislative Council. He belongs
to Gorakhpur and has a command over regional politics in Western UP
& Bundelkhand.
Vijay Goel
Goel shares the list with Sudhanshu Mittal as Rajnath Singh's confidente
in Delhi. Goel, Delhi BJP President, was promoted as BJP's CM candidate
but lost the race to Harshvardhan. In 1977 he was elected as DUSU President
as ABVP candidate. He has been the MP for the 11th, 12th and 13th Lok
Sabha from Chandni Chowk and Sadar constituencies of Delhi. He has proved
his mettle in governance as Union MoS for several ministries in the
NDA government.

CMD M S Rana is coming to an end.
Will Alok Kumar be AS, DoPT ?
With the empanelment of 1984 batch IAS officers as Additional Secretary
on the cards, the question that is being asked in the corridors of power
is whether Alok Kumar will move from DoPT or he would be elevated as
AS with DoPT vice Jaipriye Prakash. Alok, a 1984 batch IAS officer of
Assam-Meghalaya cadre, is waiting in the wings for being empanelled
as Additional Secretary.
M Sathiyavathy is new AS and FA, Civil Aviation
M Sathiyavathy has been appointed new Additional Secretary & Financial
Advisor Civil Aviation Ministry. She is a 1982 batch IAS officer of

75 posts created in Flight Standards Directorate
As many as 75 posts in Flight Standards Directorate (FSD) in the Directorate
General of Civil Aviation (DGCA) have been created. They include one
post of Chief Flight Operation Inspector (CFOI), six posts of Deputy
Chief Flight Operation Inspectors (Dy.CFOIs), 17 posts of Senior Flight
Operation Inspectors (Senior FOIs) and 40 posts of Flight Operation
Inspectors (FOIs).
Cadre Restructuring Committee disappoints CSS, no increase of JS (In-situ)
posts
Making adverse observation on JS (In-situ) the CSS Cadre Restructuring
Committee has not recommended any increase in the number of JS (In-situ)
post. Presently CSS only 40 posts of JS (In-situ) are allocated for
CSS officers.
No encadred post of JS for CSS
The CSS Cadre Restructuring Committee has rejected the demands of CSS
to endacre some posts at the Jt Secretary and Additional Secretary level
though it has opened avenues for encadrement of JS equivalent post in
autonomous/Independent departments attached to the ministry but not
in the central government at all.
Mishra is also in the race of Director (HR) ONGC
D D Mishra is also waiting for PESB selection interview for the post
of Director (HR) in ONGC which may take place in the second week of
February. He is Group General Manager of ONGC. The incumbent K S Jamstin
is retiring on July 31, 2014.

There has been a lot of hue and cry over the (mis)rule of the UPA under
Prime Minister Dr Manmohan Singh. The alarming defeat of the Congress
party in the recently held state Assembly polls has only added fuel
to the fire. We invite the decision makers to make their own assessment
regarding the above notion about Dr Singh's tenure and feel free to
post us that How do they rate performance of the economist Prime Minister
as a head of the government?

Finance Minister to watch
Recent case of cash loot in Delhi has shown that crores are flowing
on the street of Delhi without source and destination. How this type
of money is generated in cash? It clearly shows that there are loop
holes in tax system which government is not recognizing. Income tax
is wasting more than 40% time in chasing small tax payers & are
not finding time to look such loop holes. Money is flowing like water
in some sectors. FM to take steps to arrest such tax evasion. This cannot
happen unless small tax payers are made free from scrutiny and notices
where most of time is consumed. At least start with salaried people
having taxable income up to 10 lakhs need not be scrutinized and notices
send. No if and but required like otherwise. This directive has to go
from CBDT to field units. Utilize manpower in tracking the evasion of
large amount tax. At least data base can be prepared people having cars
more than 10 lakhs, stayed in five star hotels, undertaken foreign travels,
possessing houses/assets more than crore, expenses in marriages, parties,
organising rallies, high value purchase (not 2 lakhs MF, 1 lakh credit
card expenses)like jewellery, diamonds, property and son on. Then requires
thorough data mining to find out the categories of people having taxable
income more than crore. Make the tax procedure simple like property
tax where the people pay yearly on self declaration.

HR function is important in any company
HR functions are an important function in any company. Hence short listing
of Dir HR post should not be a simple mathematical exercise but HR experience
need to be evaluated by search committee and candidates called.8inside
and 7 outside candidates without any relevance to HR experience in totality
may be a superficial one. Thus those having wide range of HR experience
be given priority as against seniority.
Outside organization may have faster promotion channel.

Procuring information from different divisions of MHA
Information about the casualties during the 1947 Partition, the
number of displaced persons who crossed over the border was sought
by the appellant. The Public Information Officer (PIO) provided
part information while the rest was denied stating that it was
not maintained. The appellant submitted that the Ministry of Home
affairs have told him to write to separate divisions. The CIC
directed the PIO to procure the information as available from
the relevant divisions and provide it to the appellant.
Comments
Section 5(4) of the RTI Act puts an obligation on the PIO to procure
the information from the different sections of the office and
provide it to the applicant.
