technocrat politicians.
Arvind Kejriwal joins a selected group of ministers like Ajit Singh
and Jairam Ramesh who are among the handful of highly-qualified technocrat
politicians. While Kejriwal studied Mechanical Engineering and passed
out in 1989 from Indian Institute of Technology(IIT) Khargapur, Ajit
Singh, a computer engineer by profession, is a B Tech from IIT, Kharagpur
and Ramesh has graduated from IIT Bombay with a B.Tech. in Mechanical
Engineering.
Air Deccan founder G R Gopinath joins AAP
Air Deccan founder G R Gopinath has joined Aam Aadmi Party (AAP). Besides
an entrepreneur, this retired Captain of the Indian Army is an author
and a politician.
Two ministerial colleagues of Kejriwal also
have engineering background
Saurabh Bharadwaj and Manish Sisodia, Kejriwal's ministerial colleagues,
have an engineering background though not form IIT. Bhardwaj is a B.Tech
in computer science from Bharatiya Vidyapeeth College of Engineering
under IP University while Sisodia did his Mechanical Engineering from
Jammu.

Commerce Secretary, S R Rao, is scheduled
to retire on January 31. He is a 1978 batch IAS officer of Gujarat cadre.
Garbyal gets additional charge of DG, Forests
S S Garbyal has taken over Additional charge of the DG, Forests in the
Government of India. He is a 1977 batch IFS officer
Orders of V K Sinha for Director (Tech), CMPDIL
issued
The orders of V K Sinha, CGM, BCCL, for the appointment as Director
(Technical), CMPDIL have been issued by the Government of India. However,
he already joined CMPDIL at CGM level.

Dr D B Singh is currently the only officer from the CSS cadre (1981

On return from his assignment as IMF Advisor in Nepal, Udaya Shankar

in the Government of India. Pant is a 1982 batch officer of ICAS.
Eight posts of Judges vacant in Gauhati HC
As many as eight posts of Judges have been lying vacant against approved
strength of 24 in Gauhati High Court. Five posts of permanent Judges
while three posts of Additional Judges are vacant.

Justice Sudip Ranjan Sen has been appointed as an additional judge of
Meghalaya High Court.

How does it matter ?
There have been many comments on service of Kejriwal being from Central
services as against All India Services. How does it matter, central
services render as much service to the nation as AIS, though AIS tend
to grab all the credit

Fact overlooked
It is surprising that a channel of WIC repute has overlooked the fact
that IRS is not an All India Service (AIS). Secondly, the syndrome that
you are corrupt if you are not in my side, followed by AAP is self defeating.

Glaring mistake !
A portal like Whispersinthecorridors should not make glaring mistakes
when it comes to classification of services. To mention one Arvind Kejriwal
does not belong to AIS (All India Services) he is from the Indian Revenue
Service (IRS) which is a central service and not All India Service.
There are only Three All India Services in the country and they are
Indian Forest Service (IFS), Indian Police Service (IPS) and Indian
Administrative Service (IAS), rest are all Central Services including
Foreign, Revenue, Postal, Information etc. All India Services come under
Central State Relations i.e. why Justice Sarkaria Commission on Central
State Relations wrote a separate chapter on All India Services.

has taken over as CM, Delhi government. 2014 is going to be a great
year political entrepreneurs--numerologically-2014 is number--7-greatest

Is it proper?
While Rao is fit for getting an extension for his dynamism, down to
earth approach and customer friendly attitude, understand selection
of his successor was already done by PESB and approved by the government.
The question arises was the incumbent not suitable to replace him? Is
it proper to make the incumbent wait for two years for taking over the
charge for which he was selected. In fact business environment may throw
new challenges to BHEL in coming years and the incoming CEO may have
to be reevaluated under the circumstances for capabilities to meet the
challenges.

Policy of placating people
The policy of placating people, who are lazy and non-performers is one
day going to lead to Civil War in the country. In order to meet to the
wishes of the current UPA government (who are bent about to come into
power by hook or crook), the Ministry of Finance is playing into their
hands. On one side the Ministry of Finance is trying to reduce the budgetary
allocation for medical expenses etc. of Government employees and on
the other side they are throwing away money for schemes like MNREGA,
NHRM and Food Security. All the schemes in the long run will lead us
nowhere. The people will become lazy and not work. These schemes are
also a breeding ground for corruption. A number of Central Government
offices have huge pending medical bills. The CGHS empanelled hospitals
are going to go on strike w.e.f. 15.01.2014. Advice is for all the Government
servant to not to drain their accumulated Provident Fund amount as you
don't know that one day you may need it for your hospital expenses.
The Government is bent upon making you die on the streets. If you don't
have money to marry your daughter then please postpone it. Other option
is to commit suicide so that your wards get some money and survive in
this world of criminals and sinners for some more time.

Should the 25% account holder be provided the bank account
details?
The appellant's request for the details of a bank account was
denied by the PIO referring to the appellant as the 'third party'.
The appellant claimed that the denial was not correct as he had
sought information regarding an entity in which he is a 25% share
holder and a director. The appellant sought information about
certain balance sheet, insurance charges, cash credit limits and
information about the alleged misappropriation. The respondent
bank stated that the bank had denied the information to the appellant
as it seems that there is a family dispute and that the appellant
is a brother of the person who is running the entity. The respondent
stated that they have no intention to withhold any information,
but are awaiting an authority letter from the company in favour
of the appellant to provide the information. The CIC directed
the respondent to provide the information to the appellant within
30 days on the condition of receipt of the requisite letter of
authority.
Comments
The details of bank account are personal information and are
held by the bank in fiduciary capacity. Even a 25 % account holder
is not eligible to get the information unless approved by the
account holder.
