39.6% total illicit outflows in Asia
Asia accounts for 39.6 percent of total illicit outflows from developing
countries compared to 61.2 percent of such outflows in the 2012 IFF
Update. Asia's much larger share of total illicit outflows in the 2012
IFF Update resulted from an overestimation of China's trade misinvoicing
due to the "Hong Kong effect." Correcting for the Hong Kong
effect sharply reduces the share of outflows from Asia.

Garbyal all set to be new DG of Forest
As the grapevine has it, S S Garbyal is poised to be appointed as new
Director General of Forest. If everything goes well Garbyal would soon
take over as the successor of Kantharaj Jude Sekar who superannuated
on December 31.Reportedly 17 candidates had applied for the slot but
only two of them had brighter prospects. Garbyal is a 1977 batch IFS
officer of AGMUT cadre. Presently he is serving as ADG, Forest, Ministry
of Environment & Forest with additional charge of DG, Forest.
Orders of S K Srivastava for Delhi CS in a day or two
As the grapevine has it, Sanjay Kumar Srivastava is all set to be appointed
as the new Chief Secretary of Government of Delhi. The 1980 batch IAS
officer of AGMUT cadre had previously shouldered the crucially important
responsibilities including CS, Govt of Goa and Vice President of DDA.
Presently he is serving as Special Secretary, Dept of Health & Family
Welfare, Government of India. Reportedly, orders may be in a couple
of days.

for a period of three years. He is a retired 1980 batch IAS officer

HAL contributes to ISRO's GSLV D5 mission (UPDATED)
HAL congratulates ISRO for the successful launch of Geo-stationary Satellite
Launch Vehicle (GSLV) D5 from Sriharikota on January 5, 2013. "HAL's
Aerospace Division contributed in a significant way for the launch by
supplying 13 types of riveted structural assemblies, seven types of
welded propellant tankages which include the cryogenic liquid oxygen
and liquid hydrogen tanks and cryogenic stage structures of GSLV-D5",
said Dr R K Tyagi, Chairman, HAL. HAL integrated and delivered all the
four L40 booster rockets and provided the bare structure of the communication
satellite (GSAT-14), an assembly of composite and metallic honeycomb
sandwich panels with a composite cylinder. The HAL-ISRO partnership
has been growing over the years and is poised for more. HAL has been
associated with India's prestigious space programmes since the establishment
of ISRO. This includes the recent successful launch of the Mars Orbiter
Mission spacecraft for which HAL delivered seven types of riveted structural
assemblies and four types of welded propellant tankages.
Palash Goswami selected as Director (Fin),
HPCL (UPDATED)
Palash Goswami, GM, HCL, has been selected for the post of Director
(Finance), Hindustan Paper Corporation Limited (HPCL) at a Public Enterprises
Selection Board (PESB). Four persons were interviewed for this post,

Honest bureaucrats ?
The perception that honest bureaucrats are those rotting in insignificant
positions is wrong. There are large number of honest bureaucrats who
are performing well in the government and such honest but good performers
are in great demand. Good number of those so called honest rotting in
insignificant posts are doing that as their own choice, they are those
who have resolved not to take responsibility and be called honest. They
pass their life without doing anything though. They don't hesitate to
regularly draw their salary. Is this not a dishonesty? We should stop
branding all not doing anything as honest officers. In a way we are
saying all those who are sincerely and honestly doing their duty are
dishonest. The way we are condemning the bureaucrats in general, we
are really doomed.

The debate about AIS is useless
The debate about AIS is useless. In fact the Central Services are the
real AIS as they serve through out the country and have broad approach.
The IAS, IPS and IFS are state services as they serve only particular
state working under certain environment and some of them deputed to
Centre for gaining knowledge. The approach of defining the AIS character
should be modified.

Should the bank account details of the deceased be provided
to his son?
Copy of the application form of the SB account of appellant's
late father was denied by the PIO under section 8(1)(d) of the
RTI Act. The appellant stated that he was seeking information
with reference to an HUF account in which his father was the 'karta'.
The appellant claimed that after the death of his father, the
account has been transferred irregularly. The appellant stated
that he wanted to know the circular / rules / guidelines under
which the bank had transferred the account following his father's
death without taking him into consideration. The respondent bank
stated that the appellant's father had passed away subsequent
to which the bank allowed the account to be operated by the senior
most 'karta' who happened to be the elder brother of the appellant.
The respondent added that the situation changed after the appellant's
mother later passed away. When the matter was reviewed by the
bank, a decision was taken after due legal consultation that the
account in question was an account in which only the 'karta' was
allowed to operate. The CIC directed the PIO to provide a copy
of the rules followed by the bank in the matter.
Comments
The commercial interests of the bank are paramount and a bank
is not expected to disclose the details of its bank account holders
to anyone. A bank account holder alone is entitled to know about
the account.
