CVC and Govt at loggerheads over an appointment in CBI ?

The CVC and the Government of India seems to be at loggerheads over the appointment of an IPS officer in the CBI. The 1983 batch officer is of West Bengal cadre R K Pachnanda. Kejriwal needs to work fast


One nail has already pierced into the coffin of Arvind Kejriwal. If at all he was going to take a legitimate house on the Bhagwan Dass Road, then why so much money was being spent on the renovation?. Why did his parents go to have a glimpse on site of the jobs being carried out? Why are his Ministers using official vehicles on Sundays. They should instead sit in office and prepare policy notes for early approval. What is required from Kejriwal is some immediate actions not of the sort of reducing the tariff of power and water. Action required are as follows:-

(a) Day to day clearance of files by one and all.
(b) Maintenance of punctuality and discipline in offices.
(c) Cleansing the system both in terms of removing corruption and inculcating sense of 'helping attitude' amongst the employees of the Delhi Government.
(c) In order to remove the element of corruption prevalent in various offices, implementation of e-Governance process. The Sales Tax Office of the Delhi Government should be modeled exactly on the lines of the State Government of Karnataka where the revenues have increased, corruption removed and businesses are not required to unnecessarily wait and get themselves harassed.
(d) Computerization of all the land records of Delhi.
(e) Ensure availability of Birth Certificate, Death Certificate and Ration Cards from the municipal offices of the within one to two days as is happening in the State of Gujarat.
(e) Last but not the least every body should now start slogging. Making of frequent tours is not going to solve the problem.

RTI Act has thrown open set of opportunities


RTI Act has thrown open a few set of opportunities and challenges for the government servants. It is becoming more challenging for the public servants to work in the absence of new guidelines. While the expectation level is increasing, the resources and support is not upto the mark. The RTI Act is demanding and such fine legal distinction is required that a public servant is finding it difficult to keep himself updated for the new role. Thanks to the whispers for providing a continuous source of RTI information. You are doing a yeoman service, which the government is supposed to do.

Confusion or treachery?

Remember the thrashing Prashant Bhushan got in his chambers in Delhi following his infamous statement a year or so ago that Kashmir should be given to Pakistan if after a referendum it comes out that the people there so desire? Ironically the thrashing is remembered more than the statement itself. Though I oppose the thrashing in principle I do certainly believe that the spirit behind the thrashing was less ignoble than the statement that triggered it. Well the man is at it again. This time round his sermon is that the deployment of the security forces in Kashmir should be done only if after a referendum people demand their deployment. Likewise decision on whether or not to grant special powers of AFSPA to the forces thus deployed should also depend upon peoples' wishes to be ascertained through referendum. This according to Bhushan is a requirement of participatory government which is the quintessence of democracy.If Bhushan continues to evolve in this thoughtful (or is it thoughtless) interpretation of democracy we may soon see him suggesting that the requirement of locating a police station must be decided in consultation with thieves operating in the locality and the nature and extent of powers available to a police officer under the Cr.PC must be determined as per the wishes of the suspects or may be even the accused in a case. As Bhushan is a lawyer of considerable repute it is difficult to believe that his views are due to confused thinking on what constitutes democracy and how participative governance is to be practised. His views are prima facie treacherous and it is time he is dealt with suitably as per law. I insist on legal action because like Bhushan If I insist on a referendum to decide the course of action to be taken against him the majority in all probability might suggest something that may be similar to what followed his earlier statement which would obviously be against the provisions of law that Bhushan claims to be practising.

Should the bank account details of the deceased be provided to his son?

Copy of the application form of the SB account of appellant's late father was denied by the PIO under section 8(1)(d) of the RTI Act. The appellant stated that he was seeking information with reference to an HUF account in which his father was the 'karta'. The appellant claimed that after the death of his father, the account has been transferred irregularly. The appellant stated that he wanted to know the circular / rules / guidelines under which the bank had transferred the account following his father's death without taking him into consideration. The respondent bank stated that the appellant's father had passed away subsequent to which the bank allowed the account to be operated by the senior most 'karta' who happened to be the elder brother of the appellant. The respondent added that the situation changed after the appellant's mother later passed away. When the matter was reviewed by the bank, a decision was taken after due legal consultation that the account in question was an account in which only the 'karta' was allowed to operate. The CIC directed the PIO to provide a copy of the rules followed by the bank in the matter.

Comments

The commercial interests of the bank are paramount and a bank is not expected to disclose the details of its bank account holders to anyone. A bank account holder alone is entitled to know about the account.
