Ganai prematurely repatriates to J&K, poised for Prl Secy Home in
J&K
Khursheed Ahmed Ganai, a 1982 batch IAS officer of J&K cadre, has
prematurely repatriated to J&K. He had been serving GoI as Additional
Secretary (Foreigners). Ganai had joined GoI in May 2011 as JS, I&B
and had later moved to MHA as JS where he was elevated as Additional

OM Prakash selected as CMD, SECL
OM Prakash, Director (Technical), WCL/CIL, has been selected for the
post of Chairman and Managing Director, South Eastern Coalfields Limited
(SECL) at a Public Enterprises Selection Board (PESB) meeting held onJanuary

The panel of a selected candidate for the post of Director in a Coal
PSU is on the verge of scrap in February, due to delay of one year of
his appointment on the post. It is expected that the Ministry can extend
the panel.

Delhi police headquarters swings into action
Following the Delhi government's demand of seven ACPs, 19 inspectors
and at least 15 sub-inspectors for understaffed Anti Corruption Branch
(ACB), files have begun to move at the police headquarters. The Headquarters
branch of the Delhi Police is currently in the process of identifying
personnel to be posted to the ACB.

No one had any doubt about the successor of BP Rao - Chairman and Managing

over 10 candidates in June. But destiny had something else in store.
Rao was given two years extension by the committee headed by Pulok Chatterji,

of 4 years. Cheque of dividend of Rs.1,19,32,164/- for the financial
year 2012-13 was presented to Minister of Civil Aviation Ajit Singh
by Anil Srivastava, Chairman & Managing Director,Pawan Hans in the
presence of Ashok Lavasa, Secretary, Civil Aviation Alok Sinha JS, G.Asok
Kumat , JS , MoCA , Sanjiv Bahl, ED, PHL and other senior officials
of Ministry of Civil Aviation and Pawan Hans. Pawan Hans is an organization
of the Ministry of Civil Aviation, for the financial year 2012-13 Pawan
Hans earned operating revenue of Rs.465.25 crores (Rs.428.86 crores
in the previous year). The net operating profit for 2012-13 is Rs.39.64
crores and the company has managed to turn around with profits net of
everything at Rs.11.70 crores against the net loss of Rs.10.35 crores
during previous year and has declared dividend @ 20% of the net profit
after tax (i.e. Rs.11.70 crores) to Govt. of India and ONGC. In the
paid up share capital of the Company of Rs.245.62 crores, Government
through Ministry of Civil Aviation holds Rs.125.266 crores( 51%) and
ONGC holds. Rs.120.35 crores (49%).

Despite goodies, poor governance took toll on UPA II
It is unfortunate that the Manmohan Singh Government got mired in
many alleged scams most of which were not generated by members of the
Congress. Despite having a brilliant PM and a galaxy of talented Ministers
like Antony, P Chidambaram, Sushil Shinde, Veerappa Moily, Kapil Sibal
etc guided by the indefatigable Mrs Sonia Gandhi and the young Rahul
Gandhi both of whom genuinely care for the poor people of the country,
and all the good work on RTE, RTI, MNREGA, Bharat Nirman etc; poor day
to day governance (law and order and safety of women issues), inflation
(especially food inflation) and alleged scams/corruption (Commonwealth,
Adarsh, 2G, Coal, Railway postings, Helicopter etc) have taken a toll
on the record of the UPA-II. The lack of tall regional leaders and over
dependence on the strategies thought out by Digvijay Singh (though well
meaning) added to the loss of sheen. However, the fact is that the Congress
is the default template for India's governance and will undoubtedly
bounce back. The country needs the Congress. The Congress should ditch
their corrupt allies like the NCP and DMK and go to the polls with fresh
faces under the dynamic leadership of Sh Rahul Gandhi.

Complete mess put paid to all positives
The scams of the last decade, inflation, price rise, no jobs, have put
paid to all positives, if any, of this government. PM is accountable
for all working of his team. IN COAL SCAM he is personally at fault.
Time to go was when VP of his party threw out his ordinance on tainted
polity. That was nadir and he should have resigned.

Dynamic officer
S R Rao is such a dynamic officer that he has transformed Surat City
during nineties when he was the Surat Municipal Commissioner. He was
borrowed by AP Govt headed by then CM Chandrababu Naidu. If he is given
extension it will benefit the nation. Even if UPA didn't give him extension,
Na Mo as soon as taking over as PM will accommodate him in suitable
position.

Central Government Health Scheme
I think finally Govt. has woken up and looking the problems being
faced by CGHS beneficiaries and also revising the rates for diagnostic
tests. But still not taking enough measures for pensioners and making
the direct access to empanelled hospital without reference from CGHS
dispensary or Govt. hospitals even for the cases related to cancer.
It is being submitted to Minister of Health & FW to consider direct
access of empanelled hospitals and cashless treatment for pensioners.
Pensioners are worst sufferer in getting the consultation and treatment
in Govt. hospitals. They are treated as burden to them.

Is this all not tokenism ?
All agree that CM should have a spacious house/Bungalow. But the present
incumbent did repeatedly blow a trumpet during election that they will
not accept bungalow, if elected. Now he chose to select a house which
has a bigger constructed area (10 Bed rooms) than his predecessor. That
is what raised everyone's eyebrows. Secondly, they promised not to use
cars fitted with red beacons. This they compensated with the size of
cars like Tata Innova. Being Aam Aadmi should they not use Maruti or
Ambassador car ? By not accepting overt security they have increased
expenditure on covert security. Is this all not tokenism?

Follow what you preach
Do you know that the fiscal deficit of the country at present is around
Rs.2,50,000/-. Boond Boond se samudra banta hai. What you preach, you
should follow also. Everybody knows that official vehicles are also
lined up in the markets on holidays. Government functionaries pay visit
to their relatives and friends on holidays on Government vehicles. The
fuel consumption amount is kept secret. When you have created some impression,
then you should stick to it. Why did Kejriwal allowed his parents to
visit the site in Maruti Alto? I am retired Special Secretary level
officer of the Government of India. On a number of occasions late in
the night, I took 610 DTC Bus from Central Secretariat for going to
my residence in Satya Marg. I never made the Staff Car Drivers to sit
late. Throughout my life I had never got my office refurbished in my
new place of posting. I was holding a very important post of the Government
of India in my last posting, wherein (like Kejriwal) I can also say
that I could have made crores. Because of honesty and integrity, there
was never an occasion that one could call me negative, an impediment
or sadist. Throughout I got Outstanding ACRs be it be from an honest
boss or dis-honest boss. Austerity and honesty has to flow from the
top. When you are in a sensitive situation, then you should be all the
more careful. Never allow any family member to come near your area of
work. Kejriwal should have occupied the bungalow on as is where is basis
and then should have brought in his family members.

Should the bank account details of the deceased be provided
to his son?
Copy of the application form of the SB account of appellant's
late father was denied by the PIO under section 8(1)(d) of the
RTI Act. The appellant stated that he was seeking information
with reference to an HUF account in which his father was the 'karta'.
The appellant claimed that after the death of his father, the
account has been transferred irregularly. The appellant stated
that he wanted to know the circular / rules / guidelines under
which the bank had transferred the account following his father's
death without taking him into consideration. The respondent bank
stated that the appellant's father had passed away subsequent
to which the bank allowed the account to be operated by the senior
most 'karta' who happened to be the elder brother of the appellant.
The respondent added that the situation changed after the appellant's
mother later passed away. When the matter was reviewed by the
bank, a decision was taken after due legal consultation that the
account in question was an account in which only the 'karta' was
allowed to operate. The CIC directed the PIO to provide a copy
of the rules followed by the bank in the matter.
Comments
The commercial interests of the bank are paramount and a bank
is not expected to disclose the details of its bank account holders
to anyone. A bank account holder alone is entitled to know about
the account.
