The State Bank of India (SBI), India's largest bank, on the occasion of its 60th foundation day unveiled a digital banking initiative sbiINTOUCH. SBI launched six state-of-the-art digital stores in five cities across India. Located in malls or high street shopping destinations in Delhi, Mumbai, Bangalore Chennai and Ahmedabad, these digital stores aim to deliver best-in-class services to the Bank's growing tech-savvy customer base. The digital stores will be bringing several unique and differentiated offerings to the new-age Indian customers. These will include, for the first time in India, instant issuance of personalized debit cards created through an instant account opening kiosk, instant in-principle loan approval and an interactive dream wall to aid customers in conceptualizing their journey towards realizing their financial dreams. The digital store proposition, technology and devices used as well as training of employees were achieved in just 14 weeks in partnership with Accenture. Finance and Defence Minister, Arun Jaitley launched the sbiINTOUCH digital stores from Delhi. Speaking on the occasion, Jaitley said, "I want to congratulate SBI for bridging the online and offline worlds. Is Health Minister listening?

CGHS beneficiaries especially pensioners are suffering due to inadequate facilities available in Government hospitals. There are no CGHS OPD in Dental, Eye, Orthopedic, Cardio, Neuro etc even in RML hospital. Keeping this in mind, private hospitals were empanelled. But biggest problem is to get the case referred to empanelled hospitals by Governemt hospitals or dispensary. CGHS dispensary show their helplessness in referring the case directly to these private hospitals in one or other reason. They say we do not have powers to refer the case directly. Another bigger problem, these empanelled hospitals charge general tariff from CGHS in absence of permission from dispensary/hospitals. It is submitted that Minister for H&FW may take decision permitting Sr. Citizens say above 65 years can go directly in empanelled hospitals for OPD consultation for treatment/tests. Medicines will continue to be issued by respective dispensaries. Secondly if any CGHS beneficiary is visiting empanelled centres they should be charged CGHS tariff whether case is referred by CGHS or not. CGHS Beneficiary will make cash payment for consultation and diagnostic tests accordingly. This will remove the discrimination created by empanelled centers. For example, Centre for Sight charges Rs. 1200/ to Rs. 600/ for consultation depending on Sr. consultant or consultant from CGHS beneficiaries in absence of permission from CGHS. Similarly C for S charges general tariff for tests also from CGHS beneficiaries. This arbitrary charges from CGHS beneficiaries are not justified as long as CGHS beneficiaries provide valid CGHS card to the center for consultation or tests. This should be immediately be removed and these centres should be directed to charge CGHS rates from beneficiaries ir-respective of permission. Pensioners are suffering due to their age and illness. They further suffer if no support from family is available. Minister for H&FW, please look into the plight of pensioners specially above 65 years of age.

Raising Rail fare


This is not the right step augmented by Modi sarkar . The railways need complete overall from inside . The following could be the best way.
1 Reorganize the Railway Zones to five zones as earlier it was better managed in past .
2. Drastic cut in rail staff working in office , recruit better efficient young drivers , guards, TTE , and running and maintenance staff instead of clerks who just roam about outside Rail Bhavan and other zonal head quarters yielding up productivity to the organization .
3. Reduce the perks to staff like free bees like passes PTO no rail world over provides such free bees to staff as Indian Railways.
4. Introduce safety audit procedures to reduce accidents.
5. Curtail travel of rail staff on duty no need to travel as in today's world. One can do free business by internet video conferencing NO travel at all .
6. Reduce the Board members to three with additional member safety .
7. The ultimate control lies in reducing man power , cut the size of head counts , hire people from private agencies they will work better than the rail staff .
8. railways sit on huge assets of land exploit this opportunity it is gold mine . Lease rail stations to private agencies for maintaining and see the turn around.

Some appointments made by previous govt need to be reconsidered


It is good that the present government is appointing honest officers to key posts in the Public Sectors ! But some appointments made by the previous regime need to be reconsidered. It appears a that one of the Directors of a prestigious Railway PSU was selected by PESB in May 2013 despite being relatively junior and not having any exposure to Railways as he was related to the then Chairman Railway Board who was also privy to the selection process !

Install vending machines to sell platform tickets


Recently, I had to go to Nizamuddin Railway Station to drop somebody. As the train is of early morning, we reached the time of almost train leaving the station, but as a responsible citizen, I thought to buy platform ticket. I was surprised to find that I have to stand in queue with the travelers to buy just a platform ticket. My suggestion to Railway authorities is that they can easily install vending machines at platforms to sell platform tickets, instead causing people to either skip buying platform ticket or to curse railways or themselves.

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
