PMO relents for personal staff of Ministers
The PMO is reported to have succumbed to the pressure of the Ministers
by allowing them to appoint personal staff including the APS and OSD
minus the Private Secretaries (PSs).One condition is however, there
that appointed persons should not have been in personal staff of UPA
Government Ministers during the past ten years.

to PMO for approval
It is reliably learnt that the file of 1994 batch IPS officers regarding
IG empanelment has reached the PMO last week. After PM's approval as
many as 84 IPS officers would get empanelled to be posted as Inspector
General or equivalent with Government of India. The probable names who

Former Secretary Steel in the Government of India D R S Chaudhary has
been appointed Member of the Madhya Pradesh Finance Commission. He is

Bhargava to look after as Secretary, Tribal
Affairs till July 15
Sudhir Bhargava has been assigned an additional charge of Secretary,
Ministry of Tribal Affairs upto July 15, 2014 during the absence on
leave of Hrusikesh Panda. Bhargava is a 1979 batch IAS officer of Rajasthan
cadre.
P K Dash to head AFRC in Madhya Pradesh
P K Dash has been appointed Chairman of the Appellate Authority Admission
and Fees Regulatory Committee in Madhya Pradesh. He is former 1981 batch
IAS officer of MP cadre.
Ghanashyam is also Ambassador to Benin
Ajjampur Rangaiah Ghanashyam, presently High Commissioner to Nigeria,
has been concurrently accredited as the next Ambassador of India to
the Republic of Benin, with residence in Abuja (Nigeria). He is a 1982
batch IFS officer.
Ms Shakuntala soon to move to Hyderabad as Chief Commissioner, C&CE
Ms R Shakuntala is all set to move to Hyderabad as Chief Commissioner,
Customs & Central Excise for Hyderabad Zone. In her new stint she
will succeed B B Prasad. The 1981 batch IRS (C&CE) officer is presently
serving as Chief Commissioner, Customs & Excise, Chennai.
ACC rejects extension file of Mirchandani
The Appointment Committee of Cabinet (ACC) is reported to have rejected
the file of A K Mirchandani moved for the approval of 8th extension
on the post of Chairman, PEC Limited.
Tenure of Mrs Bandopadhyay as CVO, IRCON extended
The central deputation tenure of Mrs Saswati Bandopadhyay as Chief Vigilance
Officer (CVO), Indian Construction Company (IRCON) has been extended
upto June 6, 2015. She is a 1983 batch IDAS officer.

Rajani Ranjan Rashmi, Additional Secretary, Commerce, has been assigned

to union budget (UPDATED)
Reacting to the union budget presented by Finance Minister Arun Jaitley
today, BSE, CEO & MD, Ashish Kumar Chauhan said the Finance Ministry
has done an excellent job despite having only 6 weeks to prepare its
first budget. The biggest positives have been containing fiscal deficit
to below 4.5% and 3.6% in the next and GST implementation time frame.
There have been many details but the deft touches relate to SLR/CRR
not being applicable to infrastructure loans, extension for power plants
starting to produce before 2017 to have 10 year tax holiday, Rs 10,000
crore SME fund, deepening of currency and bond futures market, uniform
KYC for financial markets, single demat account. Overall, big picture
looks good and he has managed to make his mark in the history of Indian
budget presenting in his own subdued and mature way.

IDSE the most victimised cadre
IDSE is the most victimised service under GoI with no one to listen
to the plight of IDSE officers. Officers with 25 years service are at
Jt Dir level and officers with 30 years service are at Dir level. DPC
of 1988 batch is lying with UPSC since April 2014 with no progress.
The highest post of DG Pers is grabbed by Army officers since Jan 2013.
There is no one to whom these officers can go and request for respite
except courts which take their own time for giving decisions in favour
of IDSE, which are not implemented by army officers sitting at the helm
of affairs. Request PM and RM to please look into the state of affairs
at their level and do something.

Install attendance machines
Late coming in offices should be tackled with technology like in many
private companies. Install attendance machines at gates and generate
data of late comers through an independent agency.

Facilities in Mumbai ?
The CGHS facilities in Mumbai are such that it denies the central
govt. employees their due. Earlier there were recognized hospitals like
Bombay Hospital with a CGHS counter. One reference was needed from the
dispensary and one could be admitted for treatment. The expenses were
billed to the CGHS. However, there were problems with clearing the bills
so the hospital have refused to treat in that manner.Now CGHS has prescribed
an unrealistic upper limit for tests and procedures beyond which there
will be no reimbursement. The amount is petty looking to the charges
in hospitals. It is also discriminatory because in Delhi its the old
system that is being followed. Many employees are now going from Mumbai
to Delhi for big operations because it is cashless and fully paid. One
can imagine the plight of pensioners. Dr. Harshvardhan please help in
the matter.

Elaborate security checks at the airports
India has one of the most elaborate security checks at the airports.
Today we have to cross atleast 6 barriers from the gate to the boarding
an aircraft. CISF the specialised agency and machinery worth crores
are checking us.Then why does the Air India retain their archive security
staff to open the bags just before stepping into the aircraft? Are they
more expert in security aspects or there is doubt on the conduct of
the CISF? Air India should do away with this cadre. Similarly, even
after the last check, there is another set of air India employees checking
your ticket? is it essential? Abroad, not more than 3 checks are held
. One for issue of boarding pass, second security clearance and the
third at the aircraft entry point. With doing away with the security
cadre and the staff engaged at the entry/exit point, Air India can reduce
its loss in crores and bring in more efficiency and less irritation
to the passengers.

What is substantial financing under the RTI Act?
The Delhi High Court had remitted the case to the CIC for consideration
whether the Population Services International (NGO) received any
indirect substantial funding from the appropriate Government or
not. The NGO contended that they are not a public authority for
the purpose of section 2(h)(d)(ii) of the RTI Act as they are
not being "substantially financed" by the appropriate
government and hence are not covered under the Act. The appellant
argued that the NGO should be considered as public authority for
the purpose of RTI Act as it has received some amount of funding
from the government. The two member bench of CIC held that an
amount of 18% to 20% cannot be construed as substantial financing.
Further, only 8% was contributed from Central and State Government
in the year 2013 and hence, the amount contributed by the Central
and State Government cannot qualify as "substantial financing".
Comments
The term "substantial finance" has not been defined
under the RTI Act. Unless it can be shown that the funding was
so substantial to the body which practically runs by such funding
and but for such funding, it would struggle to exist, the same
cannot be termed as "substantial".
