If some highly placed sources are to be believed Dr A K Dubey may soon
be appointed as Additional Secretary with PMO as the successor of Shatrughan

ACC may soon ratify the selection of T K Nag
as CMD, NCL
As the grapevine has it ACC may soon approve the selection of Dr T K
Nag as CMD, Northern Coalfields Limited. PESB had selected T K Nag from
among 12 candidates on February 19, 2014 which is yet awaiting ACC's
approval. Nag is presently serving CCL as Director (Technical). Till
last week the file was under submission with the new Union Minister
for Coal.

Union budget: a roadmap for resurgence, says
Verma, SAIL Chairman
Reacting to the union budget, SAIL Chairman, C S Verma says that against
a challenging and often conflicting set of objectives for the current
fiscal, the FM has done an excellent balancing act. The renewed focus
on infrastructure viz. development of smart cities, ports, Pradhan Mantri
Gram Sadak Yojna, power plants, plan for doubling pipeline grid, metro
for tier 2 cities, industrial corridor, incentives for housing, and
revival of SEZ etc. will go a long way to further consolidate growth
and giving fillip to steel sector which has faced stagnant demand of
late. The increase in customs duty for stainless steel will provide
the requisite protection at a time when the demand has slackened. Other
measures such as reduction in customs duty for steel grade limestone
and dolomite, as well as ships for breaking should also help the industry.
However, the industry particularly the integrated steel sector will
be impacted by customs duty increase on coking coal to 2.5%.
AP CM urges NTPC CMD to expedite Pudimadaka
project (UPDATED)
Andhra Pradesh Chief Minister Chandrababu Naidu has requested CMD, NTPC
to expedite work on setting up of 4000 MW at Pudimadaka. Principal Sec.
Industries was directed to finalize a suitable site within 15 days,
so that NTPC can go ahead with setting up power project. CMD/NTPC informed
that about 200 MW from NTPC Jhajjar & 100 MW from NTPC Barh can
be provided to AP immediately. CM directed Energy Dept to avail power
from the above projects by entering PPAs with the above projects. It
was also decided to avail power from NTPC Farakka on long term basis.
NTPC also agreed to set up a 300 MW solar park in Guntur Dist., through
competitive bidding, so that AP can get solar energy at lowest tariff.
This will add green energy to AP's power portfolio. Arup Roy Choudhury,
Chairman & Managing Director/NTPC along with N N Mishra, Dir. (Operations)
and A K Jha, Dir. (Technical) met N Chandrababu Naidu, Chief Minister
of AP. Sri JSV Prasad (Principal Sec. Industries, GoAP), G Sai Prasad
(Sec. to CM, GoAP), Ajay Jain (Sec. Energy, GoAP), Vijayanand (MD, APGENCO
& CMD APTRANSCO) were also present at the meeting held recently.

Need for Solid Civil service
I feel to create a solid Civil Service which should act as "steel
frame" for the Government. India must create a structure of Civil
Service where pay parity is 1:7. The pay structure should be uniform
throughout India. This should also be followed by States too in similar
lines i.e. pay parity 1:7 and similar pay scales. Accountability, performance,
delivery and merit should be the motto for continuance in the job. The
civil service should be officer oriented, responsibility and performance
oriented, & finally creativity must find special place in the civil
service. If this is really followed in letter and spirits, India can
create a best "steel frame" which can fly India's civil service
flight at a supersonic speed.

Difficult to identify hoarders?
They do their business openly. They are audacious. They are called
by several names such as hoarders, middlemen, black-marketer etc. They
are the czars of black money. They hoard tons of cash in the country
and abroad. They finance elections of most parties. They contest on
tickets of most parties. They do business benami as they invest in real
estate benami. The government, irrespective of composition, blames them
but fails to identify them. The TV crews film them and discuss in studios
with guest from the elite community. Whistleblowers smell an opportunity
for revenge on their tormentors and give all required information for
the law and/or order agencies to implement the law and restore a semblance
of some kind of order. We are assured of action. We are promised tougher
laws. We must promise in return to return them to power again. Doing
business in India was never easy. Now even working in public service
is not easy. So, when the middlemen etc hoard essential commodities
teasing the brains out of civil supplies & consumer affairs agencies,
the only conclusion is that they might be everywhere but they can't
be identified. When asked how it was so, a wiseman cracked: can you
identify God? Or for that matter the Devil? Why the hell you are after
that Paul?

Trap to fall in crony capitalism in the disguise of reforms for
business / industry policies
Businessman / Industry forum is asking new NDA Govt for more benefits
/ reforms and act soft on them and tough on General Public in the July
budget. They want FM to tell the general public (Aam Admi) that Acche
din for them can come with a lag of one or two years. Business / Industry
need Acche din immediately they are not ready / willing at all to share
the tough decisions with the public. Will the new Govt also come under
the trap of crony capitalism?

Opening-up Bureaucracy for Outside Experts
Modi Government's move to open up Bureaucracy to outside experts is
fraught with dangers of favoritism and arbitrariness. Previous Government
also started this trend but with favorites being picked-up by Selection
/ Search Committees without involvement of UPSC, the agency responsible
for selection to higher civil services of the country. The mess-up in
MOSPI and other Departments where experiment was made is for all to
see, where due to lack of experience and caliber of the so called experts,
the Ministry is being run by junior level bureaucrats having vested
interests.

What is substantial financing under the RTI Act?
The Delhi High Court had remitted the case to the CIC for consideration
whether the Population Services International (NGO) received any
indirect substantial funding from the appropriate Government or
not. The NGO contended that they are not a public authority for
the purpose of section 2(h)(d)(ii) of the RTI Act as they are
not being "substantially financed" by the appropriate
government and hence are not covered under the Act. The appellant
argued that the NGO should be considered as public authority for
the purpose of RTI Act as it has received some amount of funding
from the government. The two member bench of CIC held that an
amount of 18% to 20% cannot be construed as substantial financing.
Further, only 8% was contributed from Central and State Government
in the year 2013 and hence, the amount contributed by the Central
and State Government cannot qualify as "substantial financing".
Comments
The term "substantial finance" has not been defined
under the RTI Act. Unless it can be shown that the funding was
so substantial to the body which practically runs by such funding
and but for such funding, it would struggle to exist, the same
cannot be termed as "substantial".
