Selection of Lok Pal
A five member high level Committee headed by the Prime Minister has
been proposed for selection of Lokpal. The Committee will comprise the
Lok Sabha Speaker, Leader of Opposition in Lok Sabha, Chief Justice
of India and an eminent jurist.The Speaker would take a decision on
who would represent the Leader of Opposition as there is no LoP in current
Lok Sabha.

Procedure to select CBI Director changed
If the amendment tabled in the Lok Sabha is taken into account there
would not be same procedure of the selection of CBI Chief adopted by
the previous UPA Government. Now the CBI Chief would be appointed by
the high-level panel consisting of the Prime Minister, Leader of the
Opposition in the Lok Sabha and Chief Justice of Supreme Court or his
nominee. In this panel also, Speaker Lok Sabha would decide as to who
would represent the LoP.
Gujarat cadre IAS officer to succeed Dubey
in Dept of Coal
If some highly placed sources are to be believed, a Gujarat cadre IAS
officer may soon be given to succeed Dr Amrendra Kumar Dubey as Additional
Secretary, Dept of Coal. Dubey, a 1982 batch IAS officer of Kerala cadre
is likely to move to PMO.
Will Tyagi move from MoEF?
Whispers in the corridors of power have it that Ajay Tyagi may soon
move from MOEF in the next round of posting which is expected soon.

UK trade & investment shows interest in
India's RTA program
Most of the industries in the United Kingdom would be interested to
partner in the Regional Civil Aircraft program with HAL was the message
given by Ms Carole Sweeney, Director of UK Trade & Investment (UKTI).
She assured the HAL delegation at a business meeting at on-going Farnborough
International Air Show (July 14 to 20) that UK industries would do their
best in their known areas of expertise and skills if given an opportunity
and they will play a critical role in the success of the program. Dr
R K Tyagi, Chairman, HAL, Chairman, said soon RFP would be issued for
the engine of the aircraft as 11 bidders have already responded to the
recent RFI issued for the 70-90 seater civil aircraft engine. The aircraft
would be manufactured in India with an expected roll-out by 2022. The
UK industries will have their opportunities, he added. Dr T Suvarna
Raju, Director, D&D of HAL gave the outline of the project. "In
the initial period we expect around 400 aircraft to be produced. This
is conservative estimate and the potential is much more considering
that India has 450 airstrips and more cities would be linked with air
travel in future", he added. HAL and National Aerospace Laboratories
(NAL) have taken the lead to build this aircraft on PPP model. A Special
Purpose Vehicle (SPV) is being formed by HAL and NAL to steer this project.
Some of the key representatives from UK industries such as ADS Group,
Aircraft Research Association, Cobham, Cranfield University, Meggitt,
Rolls Royce, Stirling Dynamics, Ultra Controls, UTAS, UKIBC were present
in the meeting. "Many more who are not present in this meeting
would be interested to be part of this project", said Ms Sweeny.
She welcomed HAL's idea of holding a technical workshop on the subject
in near future to understand the subject in detail.

NBCC sets up centre of innovation and R&D
(UPDATED)
National Buildings Construction Corporation Ltd. (NBCC), a CPSE under
the Ministry of Urban Development, Govt. of India, has recently set
up a Centre for Innovation and R&D in its Corporate Office, New
Delhi. The initiative is a well thought out plan of the management of
the company at the back of its getting NAVRATNA status in June 2014.
When asked about the new Centre and its activities, Dr Anoop Kumar Mittal,
CMD, said 'being a Construction Major and now a Navratna CPSE under
the Ministry of Urban Development, the company had been seriously considering
setting up of such a Centre in order to effectively address some demanding
issues related to construction such as adoption of new technology, eco-friendly
green building materials for sustainable, safe, faster, cost effective
and quality construction'. Referring to the recent collapse of buildings
in Delhi and Chennai, Dr Mittal added that the new Centre consisting
of a dedicated R&D Team of the company would exclusively work in
mitigation of these problems emphasizing upon innovation, sustainable
development, safety and productivity. He also informed that to begin
with, the company had made an initial allocation of Rs.2.00 crore for
the purpose and had also tied up with some reputed institutions in order
to meaningfully carry forward this R&D initiative of the company.
The company also plans to consistently explore the global market, looking
for new technology, tie ups, products etc. and their application in
construction so that the objective does not miss out any available opportunity,
he finally added.

Accordingly, S K Kujur has been given an additional charge of Principal

Stop this malpractice
The Union Ministry of Statistics has advertised for engaging 5 Consultants
in the National Accounts Division on a consolidated salary of Rs.40000.
The maximum age limit is 30 years. No experience of working in national
accounts has been prescribed. Prima facie it looks that the posts have
been advertised and essential qualifications prescribed to suit certain
specific people. They already have some people in mind. May be the New
Minister should look into it and put a stop to this malpractice.

Will Jaitley take initiative ?
Hindi was adopted as the Official Language from the beginning and
a separate department was established in June 1975 (39 years back) under
Ministry of Home Affairs.
This Department has so far proved only to be an expense account with
absolutely no results to show for their huge personnel numbers. It is
certain that no useful purpose would be served by continuing with this
special department.
If even the Prime Minister finds it difficult to find interpreters
from Hindi to another language and if the Russians can do a better job,
the department must be wound up as a high priority.

Details of the leave availed is not personal information
RTI application was filed seeking the leave record of a employee
for a specific period. The Public Information Officer (PIO) denied
the information claiming it to be a third party information. The
appellant argued that the employee receives his salary from public
funds and hence his leave record should be disclosed. He submitted
that the employee was found roaming around in the court and harassing
people during the said period for which the leave record was sought.
The Central Information Commission directed to provide the leave
records.
Comments
The days for which an employee remains on leave cannot be termed
as personal. The reason(s) for which the person avails leave can
be claimed as his personal information.
