All of a sudden name of Anil Sinha Special Director in the CBI has been
cropped up in Helicopter deal reason-he was IG in the SPG. Now there
is a move to interrogate him also. Timing is significant since everybody
knows that he is the front-runner for the post of CBI Chief in December.
In the entire cadre and batch 1979 batch IPS officer Sinha is considered
to be honest, well meaning and sincere officer. Now one can only wait
and watch the intentions of the NDA Government led by Narendra Modi.

Railway employees not happy with Rail budget
Resentment has started brewing up among the Railway employees with the
Government of India indicating privatization, bringing in FDI and PPP
in the Railways, which would be detrimental for the interest of all
the stakeholders, including the rail users. Shiva Gopal Mishra, General
Secretary, All India Railwaymen's Federation(AIRF), has described Rail
Budget 2014-15 as 'disappointing'. In this budget, announcement has
also been made about the introduction of new trains, but without developing
infrastructure and adding manpower, which would endanger Railway Safety.
The budget talks less about the Common Rail User, but much about the
Affluent Class, who can afford AC Class travelling. Mishra has made
it amply clear that AIRF would not tolerate any form of privatization
in the Railways.

Ms Bhardwaj posted as Accountant General (E&RSA), Tamil Nadu
Ms Alka Rehani Bhardwaj, Director of External Audit, World Food Programme,
Rome, has been posted as Accountant General (E&RSA), Tamil Nadu,
Chennai.
Patashwary likely to join central deputation
Ashok Kumar Pateshwary is expected to join central deputation at Deputy
Secretary/Director level in Government of India. He is a 1999 batch
Indian Telecom Service officer.
DoPT seeks applications for Project Director, RGNAU
The Department of Personnel and Training (DoPT) has invited applications
for the post of Project Director, Rajiv Gandhi National Aviation University
(RGNAU) under the Ministry of Civil Aviation. Those willing to apply
for this Joint Secretary level post can send their applications to the
DoPT within one month of issuing circular.
Bahrain seeks HAL support
Kamal bin Ahmed Mohamed Bahrain's Minister for Transport who also looks
after his country's defence matters, visited HAL Chalet at the on-going
Farnborough International Air Show (July 14 to 20) and evinced keen
interest in HAL's activities. At a meeting with HAL Chairman Dr R K
Tyagi and Company Directors, he sought HAL's technical support in maintaining
the Hawk fleet of Bahrain Air Force. He also urged HAL to increase its
participation level at the biennial Bahrain Air Show. "Without
HAL, our shows are incomplete", he told HAL top executives. He
felt that Indian Defence companies have a lot to offer to the Gulf Cooperation
Council (GCC) countries and Bahrain could play a key role in all this.
Earlier this year, HAL had sent a small delegation to the Bahrain Air
Show to explore the possible areas of cooperation. A team from Bahrain
followed it up immediately with their visit to HAL during Defexpo in
Delhi.

SAIL reaffirms its efforts to achieve excellence
(UPDATED)
Adding strength to Chairman SAIL's vision of achieving excellence in
all spheres, a Workshop on Kaizen was organized at Scope on July 13,
2014. Sensei Masaaki Imai, regarded as the father of continuous improvement
lectured on the various aspects of Kaizen. Chairman, SAIL, C S Verma
along with Secretary Steel, G Mohan Kumar, Directors of SAIL and business
excellence teams from across SAIL plants attended the conclave. Sensei,
exhorted the delegates to try and squeeze the maximum out of existing
resources before investing in more resources. He talked about the philosophy
of minimum resources and maximum output. Kaizen is a concept that makes
simple common sense improvements to critical end to end businesses for
continuous improvement.

Submissions to Minister of Health & Family Welfare
Number of appeals regarding CGHS beneficiaries pensioners plight and
sufferings have been made to Dr. Harsh Vardhan, Minister of H&FW
but all remain unattended and un-noticed. Pensioners are worst sufferers
to get right treatment in Government hospitals. There is no point of
repeating the problems being faced by CGHS beneficiaries.
Two submissions to Minister for H&FW:
1. Direct consultation in private empanelled hospitals above age of
65 years as a trial before permitting all.
2. CGHS tariff from CGHS beneficiaries with or without permission. No
discrimination as long as there is valid CGHS card.
As in medical profession, before launching a medical product, clinical
trial goes for some period. depending on the result,the decision is
taken about the launch of medicine. Similarly direct consultation in
private empanelled hospitals for the age group above 65 years may be
permitted. Medicines will continue to be issued by respective dispensaries.
Please consider the request favorably.

Details of the leave availed is not personal information
RTI application was filed seeking the leave record of a employee
for a specific period. The Public Information Officer (PIO) denied
the information claiming it to be a third party information. The
appellant argued that the employee receives his salary from public
funds and hence his leave record should be disclosed. He submitted
that the employee was found roaming around in the court and harassing
people during the said period for which the leave record was sought.
The Central Information Commission directed to provide the leave
records.
Comments
The days for which an employee remains on leave cannot be termed
as personal. The reason(s) for which the person avails leave can
be claimed as his personal information.
