Will Tayal be Commissioner, BCAS ?
If some reliable sources are to be believed Ramesh Chand Tayal may soon
be given as Commissioner, Bureau of Civial Aviation Security. The 1980
batch IPS officer of Assam Meghalaya cadre officer is presently serving
as Additional Director General, Sashastra Seema Bal. He is empanelled
to be posted to the rank of as DG, GoI this year.
Who will succeed Chidambaram ?
Dr R Chidambaram has been the Principal Scientific Advisor (PSA) to
the GoI for over a decade and had a good equation with Manmohan Singh.
As the new BJP Government is going for major overhaul everywhere, a
major scientific person is to set as new PSA. Now the tie is said to
be between Dr Sivathanu Pillai (CEO Brahmos) and Dr V K Saraswat (former
DG DRDO) .

As the grapevine has it Jai Prakash Singh is expected to move to Islamabad

As the grapevine has it Manish Verma is all set to be appointed as DM,
Patna. The 2000 batch IAS officer of Odisha cadre is presently serving
with the Govt of Bihar on inter cadre deputation. The slot of Patna
DM has fallen vacant after Dr N Sarvana Kumar's appointment as PS to
Union Minister Ravi Shankar Prasad.

J P Singh has been appointed as Private Secretary to General V K Singh,
Minister of State for DoNER. He is a 2000 batch IPS officer.

Director, Rajasthan Drugs & Pharmaceuticals Limited (RDPL) at a
Public Enterprises Selection Board (PESB) meeting held on July 16, 2014.

Thales Chairman to visit India, talks of Larger
Cooperation with HAL
The CEO of Thales, Jean-Bernard Lavy called on HAL team at the ongoing
Farnborough International Show expressed his keen desire to take forward
the on-going business activities in India in cooperation with HAL. He
told HAL Chairman and Directors that Thales would have a strategic look
at India given the business potential in defence sector and he and his
team would be in India sometime in November this year. Thales, a major
global aerospace company with over 100 years of experience is involved
with HAL in Mirage 2000 up-gradation programme and extends technical
support to several major HAL platforms. Dr Tyagi briefed the delegation
on various activities and potential business expansion on various fronts.
Lavy emphasised on structuring all the activities over certain period
rather than handling each project on case by case basis. The Air Bus
Helicopter CEO and President, Guillaume Faury and his team also met
the HAL top executives. The Air Bus Helicopter is involved with HAL
Cheetah and Chetak projects but expressed the desire to play a greater
role in Indian helicopter market which has huge potential. They seemed
keen on Indian Multirole Helicopters (IMRH) and Navy Multirole Helicopters
(NMRH). HAL Chairman stressed on association that creates value and
jobs for the country.

Information Commission Pendency and Service Matters
The RTI cases reported in the WIC relate to service matters. At the
time of creation of this institution nobody knew how it was supposed
to proceed and really didn't have much work (data for the first two
years of its operation can be seen). So it started entertaining all
kinds of applications with regard to service matters and vague applications
from disgruntled/mischievous/work shirking employees for vendetta. No
such applicant has been fines/penalized by the commission so far. Aren't
there too many institutions doing the same work: vigilance commission,
Administrative Tribunal, Director General Grievances, Vigilance wing
of the DEpartment, parliament questions and of course, the VIP mreferences
(which are typed by the employee on the official letter head of the
VIP). The question is: how does the law justify this work abrogated
to itself by the Information Commission? It would be much better to
put the whole file on the departmental website rather than contesting
these cases (???) before quasi judicial agencies. Leave record of an
employee taking so much of the valuable time of the Central Information
Commission is reason for so many pending cases, continuously added with
more frivolous cases.

Details of the leave availed is not personal information
RTI application was filed seeking the leave record of a employee
for a specific period. The Public Information Officer (PIO) denied
the information claiming it to be a third party information. The
appellant argued that the employee receives his salary from public
funds and hence his leave record should be disclosed. He submitted
that the employee was found roaming around in the court and harassing
people during the said period for which the leave record was sought.
The Central Information Commission directed to provide the leave
records.
Comments
The days for which an employee remains on leave cannot be termed
as personal. The reason(s) for which the person avails leave can
be claimed as his personal information.
