DoPT pushing down Allied Services officers
In keeping with its principle of pushing down Allied Services officers
and pushing up IAS officers, the DoPT is now empanelling 1996 batch
IAS officers for Joint Secretary level posts even as proposal of 1991
batch of IDAS is pending in DOPT for more than one year now even though
vigilance clearance was accorded by CVC in October 2013. DOPT continues
its policy of "of the IAS, by the IAS & for the IAS".
Is anybody listening ? Probably not because it's a Deaf system.

Govt playing havoc with Civil Service Exam
Government is playing havoc with the Civil Services Examination through
which the recruitment to three All India Services and other elite Group
A Services is done by buckling to every protest by the so called 'aspirants'
to these services. What ,by the way the aspirant means. Anybody can
become an IAS aspirant. Does aspiring to be in the civil service gives
them the clout to even stall or postpone this most important examination.
Just before the elections they protested about increasing the number
of chances for the exam. They met Rahul Gandhi who promised to fulfill
their demand. In no time the orders were issued by the DoPT giving two
more chances from the earlier four for General Category and unlimited
for others without application of mind.(What was the locus standi of
Rahul Gandhi by the way whose promise DoPT was quick to follow without
discussing the merit). Competing for an exam again and again year after
year is so wasteful and when one succeeds one is almost past one's middle
age. Syllabus has also been fiddled with again keeping regional aspirations
in view. What has Malayalam or Tamil literature to do with civil services.
This fiddling with the time table, syllabus, number of chances, age
limit etc. have brought down the standards so much. Similarly why doctors
and engineers must get into Civil Services. First they make someone
lose a seat in the entrance exam to Medical or Engineering stream and
then after qualifying for these professions deprive someone of the chance
to get in civil services as they definitely have an advantage in the
subjects of their qualification. It is sad we have ,over the years,
brought down the quality of this most important Exam. The latest dictat
from MOS PMO to postpone the Preliminary exam as scheduled on 24th August
because of protestors' demand over the whole exercise is another nail
in the coffin of this highly competitive exam.

Facilitate 'achhe and swasth din'
NDA government if immediately not want to dismantle / disband CGHS organization
lock stock and barrel before fully getting satisfied that the organization
has lived its useful life and now living after its expiry date, it should
atleast facilitate bringing 'achhe and swasth din ' for atleast the
most prominent victims of CGHS poor pensioners. In this regard I fully
agree, the Health Minister should order a pilot scheme for all pensioners
and if he has even slightest doubt of pilot scheme also being misused,
in that case exercising abundant caution should start the pilot scheme
for pensioners and their spouses who any of the couple either husband
or wife pensioner has crossed the age of ' 65 '. They should be allowed
to go to any hospital of their choice for each and every ailment big
or small OPD/ Indoor surgeries / Diagnostic tests dental eye ear whatever
on cash less basis or even reimbursement basis. Dear Health Minister
these pensioners were in your ( Govt. ) service on an average 35 to
40 yr of their life please Sir trust them that they are honest and will
not misuse the facility under pilot scheme you may decide to provide.
Look Sir most of the pensioners and more so above the age of 65 yrs
live only husband and wife as children in most cases not living with
them and living abroad or in other far of locations. Sir only you can
make their life easier kyonki pensioners ko health medical jo ki number
one requirement hai aur bhee bahut gumm hain zidagi main.
Earnestly wish aap mere jaise pensioners jo 65 se uppar hain unhen khushiyon
ke achhe dinoun ki saugaat denge.

Details of the leave availed is not personal information
RTI application was filed seeking the leave record of a employee
for a specific period. The Public Information Officer (PIO) denied
the information claiming it to be a third party information. The
appellant argued that the employee receives his salary from public
funds and hence his leave record should be disclosed. He submitted
that the employee was found roaming around in the court and harassing
people during the said period for which the leave record was sought.
The Central Information Commission directed to provide the leave
records.
Comments
The days for which an employee remains on leave cannot be termed
as personal. The reason(s) for which the person avails leave can
be claimed as his personal information.
