NEC reviews industries sector projects (UPDATED)
Two meetings were held in the NEC Secretariat, Shillong on July 1, 2014. The first meeting was held to review all on-going projects supported by NEC and the second meeting was held to discuss the preparation of regional plan for Industries Sector under the chairmanship of Ameising Luikham, Secretary, NEC. The meeting was attended by State Government Officials and representatives from CII, ICC and FICCI. Industries Sector has 34 ongoing projects. These includes 3 from Arunachal Pradesh, 3 from Assam, 3 from Manipur, 2 from Meghalaya, 4 from Mizoram, 3 from Nagaland, 2 from Sikkim, 3 from Tripura & 11 regional projects. Secretary, NEC Sh. Ameising Luikham mentioned that NEC will focus on industries which have a competitive advantage and also based on the locally available resources. The region has strengths in agro processing industry and handloom and handicrafts. He said that there is scope for NEC and NSIC to work together for the unemployed youths. Gautam Chintey, Adviser (Banking, Industries and Tourism) requested the states to focus on timely completion of the on-going projects under the sector to achieve the overall development objectives of government. He mentioned that Industries Sector is committed for the overall socio-economic development of NE Region with the objective of dovetailing NEC Schemes with the schemes of Central Government. Luikham said that it is the time to think for a regional planning strategy for the NE Region to support the North Eastern Region as a whole. CII, ICC and FICCI gave their views for the development of a regional plan for industries sector. The participants elucidated the need for providing an enabling environment for doing business in the region. They also cited that much needs to be done in improving the industrial infrastructure especially reliability of power supply. Another major issue which was flagged was the land laws in the hill states for facilitating industrialization. Connectivity to South East Asian Countries, access to ports in Bangladesh especially for Tripura, use of waterways for economic activity and connectivity within the region and to main land India were highlighted. As regards the Look East Policy, the ICC, CII and FICCI mentioned that a holistic plan needs to be developed for the region as a whole to benefit from this policy.

Implementers should be fair

It is good to know that appointments at senior level will now not be influenced by Ministers. But PMO can play havoc in such circumstances. PMO can make Ministers non-entities through such appointments. Therefore, administration will improve if mind and heart of the PMO is in right place. In fact no system can achieve excellence just by tightening rules if the implementers are not fair.

As per media reports, five employees of union Finance ministry ( 3 retired,1 dead and 1 serving) were sentenced by a CBI court for four years in jail in LTC scam . With Modi's Zero tolerance to corruption , will the CBI ensure that the trial against 6 Rajya Sabha MPs ( incl: 3 ex-MPs , and 2 BJP MPs) for submitting fake travel bills and claiming fraudulent reimbursements of lakhs of rupees , gets fast-tracked, convicted and Jailed to give company to these five .

Plight of Central Govt pensioners


Lot need to be done by the minister Dr Harshvardhan. It is really a nightmare to get the facility in most of the CGHS dispensaries, be it Nanakpua, Moti Bagh. Chankyapuri every doctor has his own rule and if you argue they ask for the circular. They are not updated with the new rules , as announce by DGHS or the ministries. For investigation or any surgery there is no clarity on the validity of the permission , some dispensaries follow 3 months and some follow one month. a pensioner to just getting the medicines from the dispensary has to visit minimum of 4 times foe one months of medicines , like there are full of Pandora box of issues. I am not sure , if the DG SGHS or the Health Minister are aware of this issues. I request the Health Minister to have a website inviting issues from the patients and then find solution. Think of a physically challenged person needing treatment in the CGHS approved hospital and getting medicine from a dispensary on regular bases. He has to visit at least 6 to 7 times between hospital, CGHS specialist (visit once in a week in the dispensary) and there is no guarantee the day you visit, he has come. It is a nightmare to get the treatment at CGHS. Let the Minister take a call on this immediately.

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
