Is selection method fair ?
New companies act has made it compulsory for all companies including
govt companies to have two independent directors and one woman director
on board. From where are the govt companies finding out these people?
Is their a fair method of selection for these nominations? The old government
has gone and Modi govt has come but the proposals and notesheets initiated
in old government are still calling shots! If you dont believe it take
the example of Atul Garg (Retd IAS-Raj 1976). He has been nominated
as Director by the concerned GOI Ministry, in NHDC, a joint venture
company of GOI and GOMP. No one knows how he has been selected and how
his name was sent to the NHDC board by the holding company NHPC. Stories
are doing rounds about several such political nominations on board of
several GOI companies. Will PM or the Ministry of Company Affairs look
into it?

India Marrow Donor Programme-Need of the hour
The Union Health Minister, Dr Harsh Vardhan has asked the officials
of the department to work out plan and procedure of setting up an Indian
Marrow Donor Programme (IMDP) in India. He initiated this effort on
the request and note of Aseeratham Achary whose 7-year-old daughter
is suffering from blood cancer: Acute Myeloid Leukemia. At least 50,000
people need to undergo bone marrow transplant in India from related
or unrelated donor to cure blood cancer, Thalassemia, bone morrow failure,
primary immune deficiency, storage disorders like gauchers, etc. There
is no bone marrow registry in India. It needs to make the people and
government aware of this lack of facility and treatment in India.

Review appointment proposal
The appointment proposal of Director General, ICFRE, MoEF post should
also be reviewed, by ACC similar to the PS and OSD. Honorable PM should
look in to the matter and appoint a person of National and International
repute to advice the PM in the matter of Forest, Environment and Climate
Change for a minimum period of three year.

Good decision of PMO
Good decision of PMO, not appointing IAS and IFS as PS to MoS, MoEF.
This well balance the functioning of MoEF. Otherwise, all the time PS
was from IFS cadre and all the IFS on central deputation were misusing
the office of MoS and interpreting the rule as per their convenience.

Negating revolutionary changes
No one has any right to insult Malayalam or Tamil Literature. In the
name of Aptitude, if some body try to give advantage to candidates studied
in English Medium through backdoor, it should not be allowed. Last year,
the stupid elite consisting of some senior civil servants tried to negate
the revolutionary changes which were brought by the Janata Govt. in
1977-78 by trying to give importance to English again in the Civil Service
Examination. The so called elite English media and academic fools tried
to support it. I am thankful to the political class supported who protested
against it and made the UPSC to withdraw it! The country belongs to
all and not to a few privileged people who got educated in English Medium.
Nobody know where is the fellow who questioned a "chaiwallah"s
right to become the Prime Minister of India. Incidentally that stupid
person was also a member of the pre-1978 Civil Service, who was thinking
that only persons who studied in St. Stephens, Delhi on such other institutions
are fit to become Civil Servants. Regarding the Engineers and Doctors
who write the Civils, I don't know why somebody should object it. They
are hundred times better than the persons who get educated at Public
money and then migrate to US or UK to settle there.

DATE WITH RTI

Citizen has no right to repeatedly ask for similar information
Through an application filed under the RTI Act, information regarding
the service details and assets of the then CMD, DTC, and also
information on certain retired employees who were granted pension
was sought. During the hearing before the CIC, the respondent
submitted that the appellant has filed around 130 RTI applications,
mostly on the subject of nonpayment of pension to him. The CIC
observed that it is a case of repetitive use of RTI Act, assuming
the proportion of harassment to the Public Authority and abuse
of RTI Act. Holding that repetitive use of RTI amounts to abuse,
the CIC ordered that the same should be a ground for refusal of
application and appeal. The CIC directed the deputy registrar
to send the copy of the order to the Ministry of Personnel and
Training with a recommendation to send it to all the Public Authorities,
First Appellate Authorities and State Information Commissions.
A copy was also sent to the Ministry of Personnel and Training
to commission the framing of guidelines, for the benefit of and
ready reference by Public Information Officers to refuse the repeated
RTI applications, provide a ground for First Appellate Authorities
to refuse second appeals if arise out of such refusals and similarly
to reject the Second Appeals by Information Commissions either
central or state.
Comments
This order would come as a relief to the officials who feel an
atmosphere of fear and worry in the offices and are hesitating
to take action against erring staff members for fear of facing
flood of questions under RTI. However, the RTI Act does not specifically
provide repeated filing of application as a ground of refusing
the information, and the implied interpretation by the CIC is
likely to be challenged in the higher judicial forum.
