Will Balakrishnan get new assignment in Tamil
Nadu?
Whispers in the corridors of power have it that R Balakrishnan may soon
grab an assignment for him in Tamil Nadu. The 1984 batch IAS officer
of Odisha cadre has successfully completed his assignment who had been
brought to ECI especially for Lok Sabha general elections 2014. Reportedly
he has been planning his exit after a successful inning with ECI. Presently
he is running on leave.
Formal orders for Sinha (DEC, ECI) awaited
It is reliably learnt that the formal orders for Umesh Sinha as Dy Election
Commissioner (ECI) may be issued in a week or two. The 1986 batch IAS
officer of U P cadre is presently serving as DEC with ECI and simultaneously
holding the additional charge of CEO of U P. DoPT has been waiting for
his relieving from the the state to issue formal orders for Sinha as
DEC, ECI. Sinha has succeeded Alok Shukla who repatriated to Chhattisgarh
on June 30.

What has played havoc with Civil Services Exam ?
Older Civil servants almost always rue the good old days when the
graduates in medicine and engineering did not take the exam. They do
so because their children do not find it so easy to get into the Services
(though, nowadays, the number of seats in the Services has increased
again) as they had. However, what has played havoc with the Civil Services
Exam actually is the system of 50% quota which is generally availed
of by the well off.

Streamline CGHS procedures
There is an urgent need for streamlining the existing procedures of
CGHS .Unnecessary permission from CMO of the dispensary for diagnostic
tests etc. should be done away with . No individual would like to undergo
tests unnecessarily. Dr Harshvardan should look into this and take appropriate
action.

Pensioners be allowed treatment without referral
All pensioners should be allowed to take treatment in empanelled hospital
without referral and should be charged as per CGHS approved rates. Specially
in case , pensioner wants to pay consultation charges from his/her pocket
and obtain medicines from CGHS. By this pvt. hospital will get immediate
cash, will save time and manpower to claim money, GOI will also save
money and manpower in settling the bills. At times when CGHS beneficiary
has high fever, minor sprain/fracture , tooth ache etc. which does not
require hospitalization or falls under emergency case and Wellness centre
is closed( after its office hours or holiday) , he/she should be allowed
to take treatment without referral. If patients would like to bear the
cost(optional) it will again save time and manpower of both GOI and
private hospital.

Is it Downsizing?
The last pay commission recommended down sizing bureaucracy. The government
seems to have sawed away the lower ends of the pyramid, i.e. Pay Band
1 & 2. What else does explain numerous advertisements in English
national newspapers for suitable manpower in these categories? The posts
of peon, clerk, driver, typist, stenographer, personal assistant, assistant,
section officer, assistant director, deputy director, director... the
list is quite varied. These categories were considered redundant, perhaps,
who comprehended the pay commission recommendations. Is skin not necessary
for the body? If these categories examine the papers and adivises the
government correctly, do they deserve a pat or downsizing? Unless government
examines issues in the context of the laws of the land and acts whimsical,
it ends up with scams of 2G and coalgate proportions. Depends on English
comprehension !

DATE WITH RTI

Citizen has no right to repeatedly ask for similar information
Through an application filed under the RTI Act, information regarding
the service details and assets of the then CMD, DTC, and also
information on certain retired employees who were granted pension
was sought. During the hearing before the CIC, the respondent
submitted that the appellant has filed around 130 RTI applications,
mostly on the subject of nonpayment of pension to him. The CIC
observed that it is a case of repetitive use of RTI Act, assuming
the proportion of harassment to the Public Authority and abuse
of RTI Act. Holding that repetitive use of RTI amounts to abuse,
the CIC ordered that the same should be a ground for refusal of
application and appeal. The CIC directed the deputy registrar
to send the copy of the order to the Ministry of Personnel and
Training with a recommendation to send it to all the Public Authorities,
First Appellate Authorities and State Information Commissions.
A copy was also sent to the Ministry of Personnel and Training
to commission the framing of guidelines, for the benefit of and
ready reference by Public Information Officers to refuse the repeated
RTI applications, provide a ground for First Appellate Authorities
to refuse second appeals if arise out of such refusals and similarly
to reject the Second Appeals by Information Commissions either
central or state.
Comments
This order would come as a relief to the officials who feel an
atmosphere of fear and worry in the offices and are hesitating
to take action against erring staff members for fear of facing
flood of questions under RTI. However, the RTI Act does not specifically
provide repeated filing of application as a ground of refusing
the information, and the implied interpretation by the CIC is
likely to be challenged in the higher judicial forum.
