It is reliably learnt that the file of IRS (IT) officers belonging to
1982-87 batch has reached to the Appointment Committee of Cabinet on
July 16. DPC had taken place on April 30 this year. Meaning hereby;
as many as 300 IRS (IT) officers would soon get the rank of Principal
Commissioner of Income Tax.

of Environment & Forest. His deputation tenure was scheduled to
be over on July 31. Meaning hereby Shashi Shekhar would now make it
as Secretary, GoI in the months to come.

Formidable task
Shankar Agarwal new Secretary, Urban Development, has the formidable
task of cleaning up the Urban Development Ministry which is in a complete
mess. Now Shri Agarwal will have to work doubly hard. Firstly he will
have to build trust because there is trust deficit due to erosion of
ethics of Institutions. As a result people ask who is the individual
occupying the highest chair, what is his nature, prevailing image, habits
etc. They then decide future course of action accordingly. Rules, precedents
and institutional integrity have taken a back seat. Institutions have
lost trust due to continuous erosion of ethics by each officer holding
the highest chair and its image changes with the change in incumbent
heading the organization whose reputation is sole deciding factor. If
an honest officer heads the organization reputation of the Institution
will rise and vice versa.

I know an MLA from Chaukhutia near Ranikhet, Jaswant Singh Bisht, whose
wife worked as labour in PWD road construction project and he always
travelled in Kumaoun Transport Union buses. There may be many who are
hand to mouth even while in politics, though they are diminishing fast.

Transfer of Arun Goyal, Principal Secretary (Power), GNCTD
It is surprising to hear the news that Arun Goyal, Principal Secretary
(Power), GNCTD was transferred from Delhi government to join Mizoram
government.
Goyal joined as Principal Secretary (Power), GNCTD in February 2014.
He is also CMD DTL and Chairman of IPGCL and PPCL. When he took the
charge of the power sector, the power sector was precarious. On one
side the financial position of the Government run transmission and generating
companies is in ruined states due to non-payment of dues by BRPL and
BYPL and on other side the stalled progress of infrastructure development
of transmission system. When he joined, the transmission capacity of
the system was only 5200MW against the anticipated demand of about 6000MW
during summer. On May 30, 2014.
The nature also created trouble for the system, grounding halt to three
vital system namely 220 kV Mondola- Gopalpur D/C link, 220kV Bamnauli-
Papankalan double circuit link and 220 W Bawana- Rohini double citcuit
link. Due to his personal initiates and leadership quality, the crucial
system could be restored within 24-48 hs through ERS. He also brought
back the stalled transmission project like 220kV Maharanibagh- Gazipur
double circuit line, restoration of 220kV Maharanibagh Trauma centre
double circuit line and 220kV Shalimarbagh - Wazipur double circuit
line. With this system improvement, the transmission system capacity
has now increased to more than 6000MW and Delhi could meet the peak
load of 5925MW on 15/7/14, which is the all time high demand.
The main reason of non progress of power system is the frequent changes
of leadership. Since year 2010, there are frequent transfers of principal
secretary namely

(2) Sipolia
(3) Roy
(4) Shakti Sinha
(5) R.K Verma
(6) Puneet Goel
It is learnt that Arun Goyal has been transferred to Mizoram.
For the sake of power system of Delhi, the Government may kindly re-look
and allow Goyal to continue to lead the power department at least for
3yrs.

Citizen has no right to repeatedly ask for similar information
Through an application filed under the RTI Act, information regarding
the service details and assets of the then CMD, DTC, and also
information on certain retired employees who were granted pension
was sought. During the hearing before the CIC, the respondent
submitted that the appellant has filed around 130 RTI applications,
mostly on the subject of nonpayment of pension to him. The CIC
observed that it is a case of repetitive use of RTI Act, assuming
the proportion of harassment to the Public Authority and abuse
of RTI Act. Holding that repetitive use of RTI amounts to abuse,
the CIC ordered that the same should be a ground for refusal of
application and appeal. The CIC directed the deputy registrar
to send the copy of the order to the Ministry of Personnel and
Training with a recommendation to send it to all the Public Authorities,
First Appellate Authorities and State Information Commissions.
A copy was also sent to the Ministry of Personnel and Training
to commission the framing of guidelines, for the benefit of and
ready reference by Public Information Officers to refuse the repeated
RTI applications, provide a ground for First Appellate Authorities
to refuse second appeals if arise out of such refusals and similarly
to reject the Second Appeals by Information Commissions either
central or state.
Comments
This order would come as a relief to the officials who feel an
atmosphere of fear and worry in the offices and are hesitating
to take action against erring staff members for fear of facing
flood of questions under RTI. However, the RTI Act does not specifically
provide repeated filing of application as a ground of refusing
the information, and the implied interpretation by the CIC is
likely to be challenged in the higher judicial forum.
