Reforms in Railways
With the new government displaying extremely keenness on carrying out
restructuring and reforms in the Indian Railways, change at the apex
level in the Board is expected shortly. With separation of policy making
and executive functions, the powers of the Board would now be severely
restricted. Most of the railway officers are eagerly waiting for the
changes to be initiated.
Balakrishnan poised to repatriate to Odisha
As the grapevine has it, R Balakrishnan, Dy Election Commissioner may
soon move back to the state from Election Commission of India. The 1984
batch IAS officer of Odisha cadre has successfully completed his assignment
with ECI who had been brought to ECI especially for Lok Sabha general
elections 2014. Presently he is running on leave.
ACC soon to appoint Rajagopalan as Chairman, NBA (Chennai)
It is reliably learnt that the Union Minister for Environment &
Forest has cleared the file pertaining to the appointment of V Rajagopalan
for Chairman, National Bio-diversity Authority (NBA) . The file has
reportedly been sent to ACC for its ratification. Rajagopalan, the incumbent
Secretary, Department of Environment & Forest, is scheduled to retire
on August 30. His name had been duly selected for the slot on April
29 this year.
Four Secretaries of GoI to retire in Sept
At least four Secretaries in Government of India are due to retire in
September.
Five Vacancies of Member in CBDT
This year there are going to be five vacancies of the Members in the
Central Board of Direct Taxes (CBDT).
Suresh Kumar is all set to move on central deputation
As the grapevine has it, Suresh Kumar is all set to move on central
deputation. The 1983 batch IAS officer of Punjab cadre is presently
serving as Financial Commissioner (Development). He is empanelled for
the slot of Additional Secretary in Government of India. His name had
been doing rounds for the coveted slot of Chief Secretary to the Government
of Punjab.

Tewari to mark July 31 as his concluding day in IRS
R K Tewari is all set to superannuate on July 31. The 1976 batch IRS
(IT) officer had taken charge as Chairman CBDT on March 01 this year.
Most of the IRS officers give him credit for streamlining the pending
dues of his officers with pace and for ensuring probably the maximum
number of awaited DPCs.
Justice Pant would have been Chairman of ITAT ?
Had Chief Justice of the Meghalaya High Court, P C Pant, not been elevated
as Judge of the Supreme Court of India, he would have been Chairman
of the ITAT after his superannuation on August 29.

Upon return from central deputation, Anil Kumar Singhal has been appointed
as Officer on Special Duty (OSD), Andhra Pradesh Bhawan in New Delhi.

Civil Aviation Minister reviewed Performance
of Pawan Hans (UPDATED)
Civil Aviation Minister P Ashok Gajapathi Raju had reviewed Pawan Hans
performance on Tuesday. CMD, Pawan Hans, Anil Srivastava, had given
a brief presentation to Minister in the presence of Ashok Lavasa, Secretary,
MOCA and other senior officials of MoCA and Pawan Hans. CMD PHL apprised
Ashok Gajapathi Raju about various activities, achievements and initiatives
taken by the company in the Financial Year 2013-14 and also discussed
the future business strategies of the company. During the review meeting
Minister of Civil Aviation and Secretary MOCA recognized the enhanced
Credit Rating and various safety measures taken by Pawan Hans &

Misuse of facility in PSUs
The sanctioned employee strength of the Ministry of Power is 210 employees
(approximately). Recently the office of Minister of Power had called
for the details of the PSU employees working in the Ministry. The figure
it is understood is 240. The result is that the Secretariat employees
most of the time mur mur and all Secretariat job is being performed
by the PSU chaps. Some of these PSU chaps are also working in the residence
of the Officials & Minister not to forget 'ragrofying' of vehicles
at PSUs cost for personal purposes. It is criminal that on the one hand
use take transportation allowance with the monthly salary and at the
same take vehicle facilities of PSUs.

Let me remind you that NHPC is without full time CMD since 1.1.2014.
All Directors have completed their terms. Even then no mention of that.
Why these double standards. That is also a PSU which makes profit. Its
decline has started and needs immediate action.

Retain talent and merit
While downsizing or rightsizing is an option but more important is to
retain talent and merit in government. Unfortunately secretariat work
both in Union and State Governments is bad affected because of lack
of talent and quality. Union Government may consider to retain or recruit
talented people even if it involves relaxation or raising of age, both
at recruitment and superannuation level.....

Citizen has no right to repeatedly ask for similar information
Through an application filed under the RTI Act, information regarding
the service details and assets of the then CMD, DTC, and also
information on certain retired employees who were granted pension
was sought. During the hearing before the CIC, the respondent
submitted that the appellant has filed around 130 RTI applications,
mostly on the subject of nonpayment of pension to him. The CIC
observed that it is a case of repetitive use of RTI Act, assuming
the proportion of harassment to the Public Authority and abuse
of RTI Act. Holding that repetitive use of RTI amounts to abuse,
the CIC ordered that the same should be a ground for refusal of
application and appeal. The CIC directed the deputy registrar
to send the copy of the order to the Ministry of Personnel and
Training with a recommendation to send it to all the Public Authorities,
First Appellate Authorities and State Information Commissions.
A copy was also sent to the Ministry of Personnel and Training
to commission the framing of guidelines, for the benefit of and
ready reference by Public Information Officers to refuse the repeated
RTI applications, provide a ground for First Appellate Authorities
to refuse second appeals if arise out of such refusals and similarly
to reject the Second Appeals by Information Commissions either
central or state.
Comments
This order would come as a relief to the officials who feel an
atmosphere of fear and worry in the offices and are hesitating
to take action against erring staff members for fear of facing
flood of questions under RTI. However, the RTI Act does not specifically
provide repeated filing of application as a ground of refusing
the information, and the implied interpretation by the CIC is
likely to be challenged in the higher judicial forum.
