"C-SAT Conundrum "

One trusts the problem created by UPA govt,is not compounded by the ruling dispensation. The following questions need answers :--

(a) Why were interests of aspirants belonging to humanities streams ignored in favour of those from Engg and Mgt streams ;

(b) C-SAT was applicable in 2011,12 and 13 exams. No one protested then.

(c) Is the present agitation, politically motivated?

(d) Is the 'Google' translation of English texts of QPs (objective) creating problems ,being highly 'Sanskritised'?

(e) The tenure of three-Member review committee set up by UPSC expired in March 2014.Why did the Commission not take advance action to increase it instead of waiting for new govt?

(f) Assuming , the committee recommends changes in C-SAT (part-2)syllabus, how could the exam be held on August 24,2014,as scheduled?

(g) In other words, why were 'Admit Cards' uploaded on July 24? This could have waited for final decision of DOP&T.

(h) To add fuel to fire,in the midst of uncertainty, the UPSC has declared the date of Prelims in 2015 as August 23.

The UPSC has much to explain. The aspirants' angst is not without a basis. But, violence mast be avoided.

Changing Police Commissioners no substitute for policing !

Policing in the states is dead. The role of IPS officers in the states is only ceremonial (a la Governors). Sickening details of barbarity with children as young as 2 years, brutality on girls before they are even adolescents, human trafficking on the increase, manipulated medico-legal reports, tampered forensic investigations,closure reports to courts and never ending litigation not ending even with mercy petitions have proved beyond all reasonable doubt that in the states (who are powered with police/law/order etc)there exists neither law nor order. Police officers can't do a damn about it (as the helpless UP Governor boldly stated), for the criminals have come to occupy the positions of power to control/ superintendent/ supervise the police force. If the criminal used to fear the policeman earlier, it is the reverse now: the policeman fears the criminal masquerading as the MLA/minister or party functionary, for not only his career prospects but life of himself and his whole family. Improvement is possible only if India can "think" (without a think festival pl) completely anew, beyond what the Britishers had thought for us as rulers. Policing becomes more difficult when it is our own people whom we are committed to serve. The Executive can't blame the policeman!

DATE WITH RTI

Citizen has no right to repeatedly ask for similar information

Through an application filed under the RTI Act, information regarding the service details and assets of the then CMD, DTC, and also information on certain retired employees who were granted pension was sought. During the hearing before the CIC, the respondent submitted that the appellant has filed around 130 RTI applications, mostly on the subject of nonpayment of pension to him. The CIC observed that it is a case of repetitive use of RTI Act, assuming the proportion of harassment to the Public Authority and abuse of RTI Act. Holding that repetitive use of RTI amounts to abuse, the CIC ordered that the same should be a ground for refusal of application and appeal. The CIC directed the deputy registrar to send the copy of the order to the Ministry of Personnel and Training with a recommendation to send it to all the Public Authorities, First Appellate Authorities and State Information Commissions. A copy was also sent to the Ministry of Personnel and Training to commission the framing of guidelines, for the benefit of and ready reference by Public Information Officers to refuse the repeated RTI applications, provide a ground for First Appellate Authorities to refuse second appeals if arise out of such refusals and similarly to reject the Second Appeals by Information Commissions either central or state.

This order would come as a relief to the officials who feel an atmosphere of fear and worry in the offices and are hesitating to take action against erring staff members for fear of facing flood of questions under RTI. However, the RTI Act does not specifically provide repeated filing of application as a ground of refusing the information, and the implied interpretation by the CIC is likely to be challenged in the higher judicial forum.
