HAL will sponsor students at Master level in Technology and Development programmes at Centre for Technology Alternatives for Rural Areas (CTARA) at IITBombay, with an aim to boost supply of specialised technical professionals in the development sector as part of HAL Corporate Social Responsibility Initiatives ("HAL CSR"). "Much of the demands of our society require engineering services and solutions. We believe that some of these challenges could be overcome through technologists trained in both engineering and applied social science skills. Hence this new initiative", says Dr R K Tyagi, Chairman, HAL. HAL support will be in the form of five fellowships for M Tech students at CTARA. These students will undertake relevant research in their second year. The Fellow will bring about new innovations, practices and research to key programs and activities necessary to serve needs of vast majority of Indian population that finds itself at the lower strata of the society. The sponsorship program with CTARA starts from 2014-15. AL being a responsible corporate recognises the need to contribute to society and has taken several steps in this direction. All the divisions of HAL have taken up significant CSR activities in adjoining remote areas and have been conducting several medical camps, sanitation drives, infrastructure build up and supporting various educational institutions. Earlier in this year, HAL established a chair at IIT Bombay and the Company is also a founding member of NCAIR at IIT Bombay. These initiatives stand testimony to HAL's commitment towards a vibrant Industry Academia collaboration. HAL has also established chairs for technology development at IIT Kanpur, Roorkee & Kharagpur. Questions raised by A.K.Saxena deserves answers. He had been a very deserving official and served in UPSC at a senior position.

DoPT has been using and implementing the rules in a very selective manner and one such example that it has rules of rotation of staff and their is prescribed period for that. But in the CSSS there has been staff even at Gp A level where they have been continuing in a Ministry/Deptt. for over more than 25 years and has never been rotated especially the staff working with Secretaries of both the cadres. Either CS division is shirking its responsibility or the concerned Joint Secretary Administration in the Ministries are not aware that any can not work with secretary's office for more than 10 years. Somebody has to bell the cat as this staff has become a monster that even highest in hierarchy are afraid of them even to touch them. Now with the change of regime this can also be implemented or should be stopped for everybody. In most of the Ministries PSO/SrPPS who are of Dire/DS level are sitting at lower places and these monsters have been sitting for decades together even in important Ministries like Home, Finance, Defence etc. New MoS(PP) should look into it and a conducive atmosphere of working should be created.

Convert unmanned crossings into manned ones

If only the Railways had completed the work by putting up the gate at the unmanned Railway crossing at Mesiapet in Medak district so many innocent children would not have lost their lives. Those who were responsible for the red tape which kept the work pending so long need to be held accountable for this tragic loss of life. Railways must also hurry up with their decision to convert all unmanned crossings into manned ones to avoid frequent repeat of such tragedies.

Restructuring of Railway Board


This refers to the whisper on the restructuring of the Railway Board. The move, if true, has been long over due, specially in view of the monetarily muscled Engineering services dominating the Board postings which are of Secretary level. Officers recruited through the Civil Service Exams, who are definitely better equipped in management skills, have ceased to matter in the upper echelons of Railway Bureaucracy. The Pawan Bansal incident only exemplifies the rot that has entered into the very core of Railway system. Incomplete projects, sanctioned for political reasons are a heavy drain. Officers from the Traffic, Accounts & Personnel services have no future in the organisation, which only accentuates the trouble for the system. Career progression needs to be assured for these cadres on the lines of their counter parts in Audit & Accounts, Income Tax, Police, Foreign and other Central Civil Services. Otherwise, these services be removed from the Group A Category and relegated to Group B level!

If functions relating to policy are to be separated, the Railway Ministry should be manned by Officers of Organised Civil Services and Board should be restricted to handle Technical matters under the over all supervision of the Ministry.

Officers of Traffic, Accounts and Personnel wings can be assured career progression through the upgradation / in situ promotions.

It may not be out of place to suggest cadre management to be handled by the DOPT.

RTI Act does not provide the right to supervise the day to day working

The appellant sought certain information including the weekly certificate. After receiving these documents, the appellant again wrote to the FAA to inspect records of weekly certificates signed by the officials and the dates when each of them was sent to the next officer to check their authenticity. The FAA did not reply to this communication. The case came up before the CIC where the question before the Commission was whether the appellant's request for inspection should have been allowed after the documents asked for had been provided to him, since the request for inspection was made to check the authenticity of the documents provided. The CIC held that the appellant's request virtually amounted to supervising and monitoring the day to day functions of the public authority and refused to grant any relief to the appellant. The CIC ruled that the RTI Act cannot be used for establishing an unending dialogue with a public authority about general concerns or apprehensions that an appellant may have in his mind.

Comments


Once the public authority had provided an information or complied with an order passed under the RTI Act, the obligation under the Act is fulfilled. The Section 2(j) of the RTI Act does not provide the right to supervise and monitor day to day working of a public authority.
