care for them may be those institutions are not news makers. They also

HAL to create skill development council for
aerospace & aviation sector
The Hindustan Aeronautics Limited along with Bangalore Chambers of Industry
and Commerce (BCIC) and Society of Indian Aerospace Technologies &
Industries (SIATI) have come together to form non- profit organization
for developing skills in the Aerospace and Aviation sector in India.
Dr R K Tyagi, Chairman HAL would be heading the Governing Council of
this organization to be registered soon. The council will comprise members
from aviation majors, airport operators and academia. Invites have been
sent to Air India, Jet Airways, Spice Jet, Indigo, GVK Group, Tata,
ISRO, NAL to join in this endeavour. The Council is mandated to
train approximately four lakh persons over next ten years in 90 different
trades identified for better employment opportunities, improving employability
and bridging gaps in skills required in this sector, says Dr Tyagi.
The broader objective of this collaboration is to aggregate skill requirements
of the industry including sub sector requirements, regional requirements
and international trends and best practices that can be introduced in
the domestic skill development space. This Sector Skill Council would
also build capacity for training delivery and regulate the skill development
activities in the industry sectors including development of National
Occupational Standards, qualifications, training curriculum and assessment
criteria. According to a Census report, in India 54% population is under
the age group of 30 years and the ratio of population in the working
age group (15-59 years) is likely to be 64% by the year 2021.

The Science of Language and The Science of Translation
The dark clouds gathering around an unnecessary controversy will prove
terribly costly for any incumbent government. The English press in print
and electronic format is doing what it is best at- first disinforming
and thereafter giving it a spin to create political ISIS of a deadly
kind. It is because everybody suffers from the all knowing syndrome.
The bitter fact is that people are generally deficient in their own
language. It is further strengthened when they attack "translation"
of a comic variety. Perhaps they have some idea of the translator, not
a well paid job in any case in India excepting a few vocations which
are unduly rewarding because of scarcity of good translators, and blaming
human translators for the machine that translates for Google. The scholar
politicians (especially the MPs)ought to acknowledge this fact. What
is called mother tongue needs to be upgraded by gurukul or school education,
to be further improved by special schools where training and advanced
studies almost replace the vocabulary of the mother tongue. As far as
translation is concerned, it is a Postgraduate degree course in Translation
Technology, where admission is tough. The UPSC translation, the butt
of ridicule of the English Press in India, is neither the fault of the
human translator nor of the Indian languages nor the Advisors of the
UPSC. The day the country acknowledges the status of language as a science
(it is higher pure mathematics at that level) and the expertise involved
in good quality translation, such fallacious debates would be rendered
irrelevant. Meanwhile the incumbent government would be well advised
not the walk the trap and beware of the sharks in the Delhi language
waters.

Promotions in Income Tax Department
For last decade the Income Tax guys are getting promoted in the name
of Restructuring Phase 1 and Phase 2. If anyone walks in the corridors
of Income Tax office he is likely to crash with commissioner at every
corner. So to so the organisation has become top heavy beyond any management
reasoning. Earlier there used to be 75 commissioner once in two/three
years. Now 100s of commissioners are elevated . There are no complementary
staff.

RTI Act does not provide the right to
supervise the day to day working
The appellant sought certain information including the weekly
certificate. After receiving these documents, the appellant again
wrote to the FAA to inspect records of weekly certificates signed
by the officials and the dates when each of them was sent to the
next officer to check their authenticity. The FAA did not reply
to this communication. The case came up before the CIC where the
question before the Commission was whether the appellant's request
for inspection should have been allowed after the documents asked
for had been provided to him, since the request for inspection
was made to check the authenticity of the documents provided.
The CIC held that the appellant's request virtually amounted to
supervising and monitoring the day to day functions of the public
authority and refused to grant any relief to the appellant. The
CIC ruled that the RTI Act cannot be used for establishing an
unending dialogue with a public authority about general concerns
or apprehensions that an appellant may have in his mind.
Comments
Once the public authority had provided an information or complied
with an order passed under the RTI Act, the obligation under the
Act is fulfilled. The Section 2(j) of the RTI Act does not provide
the right to supervise and monitor day to day working of a public
authority.
