CWC signs MoA with CMSS (UPDATED)
Central Warehousing Corporation (CWC) signed a Memorandum of Agreement (MOA) with the Central Medical Services Society (CMSS), an institution under the Ministry of Health and Family Welfare, Government of India, New Delhi for providing warehousing facilities including for walk in chambers and walk in freezers for storage of drugs, pharmaceuticals, vaccines and other health sector goods. To begin with, CWC will provide 2.30 lakh sq. ft. of warehousing facilities at 21 locations in 20 States and 1 Union Territory. Depending upon additional requirement, the facilities will be augmented. The MOA, valid initially for five years, effective from July 1, 2014 was signed by B B Pattanaik, Managing Director, CWC with Navneet Verma, Director General & CEO, CMSS on 30th June, 2014 in the presence of Functional Directors and senior officers of both the organizations.

No action against corrupt bureaucrats

Most of the people have chosen Modi with the hope to remove corruption in Government departments. But till date nothing has been done against the corrupt bureaucrats appointed by UPA. Janta is waiting for this reshuffle eagerly.

"Hospitality expenses" and not "Tea Allowance"

The actual word should be "Hospitality expenses" and not "Tea Allowance". It is given hospitality which the officials extend to their visitors who visit them. It is not necessary that they are going to utilize all the amount. There is a limit and expenses has to be on actual basis.

Matter of great appreciation


It is matter of great appreciation that Arun Jaitley has asked Income Tax Officers not to approach politicians and bring influence for transfer posting and that he will take strict disciplinary action. The Ministers in Modi government are on right track, without making too much of hungama, like Kejriwal was doing, they are quietly establishing supremacy of rule of law. This change will transform the lethargic bureaucracy. Sorry to say Manmohan govt was doing just the opposite, transferring officers/officials based on political patronage and contacts. In fact one Mantri was criticized for sending parchis to the Delhi Police Commissioner for transfer/posting of Thanedars and constables. Level could not have fallen lower than this. I pray and hope other Ministers in Modi govt. also follow the foot steps of Arun Jaitley. Today the most important thing is to restore the lost trust & faith in administration.

Appoint a Scientist/Engineer as Secretary


Dr V Rajagopalan, Secretary to GoI, MoEF is retiring in the month of July/August 2014. Who will be the next Secretary ? In my opinion, this time GoI should appoint a Scientist/Engineer as Secretary to GoI, as per the vision of Modi to bring specialized officials in main stream. The MoEF is scientific ministry deal with the pertinent issue like Environment and Climate Change.

DATE WITH RTI

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
