What is the character of Narendra Modi ?
As per my view, he is different from all the mentioned characters but
closest would be Roosevelt. He can be a great revolutionist and can
turn India growth story. I have read few books to understand his character
and governing style . You can advice your followers to read this book
to understand his character well "Centrestage - Inside The Narendra
Modi Model Of Governance". Here author had done lot of ground work,
other books are just in air.

Modi is a man of determination, having an urge to deliver his concept
of Development. Man of actions to the core, a strict disciplinary. India
is considered as one of the largest customer provider, hence people
want to invest in India for mutual benefit. That is why he is third
most tweeted personality.

Why senior bureaucrats failing to maintain discipline ?
It was reported in TV channels that Minister Venkaiah Naidu made a surprise
visit to the ministry and found many staff absent. The main issue is
why the senior bureaucrats are failing in their duty which includes
maintaining discipline within the staff under them. It is clear that
they are themselves partly responsible for tolerating such indiscipline.
They should be dealt with accordingly and action be taken against them
for their failure to do their job. Country has suffered too much due
to the lackadaisical attitude.

" Need for Crystal-clear transparency by DoP&T "
DoP&T's orders No-- 12/3/2008-EO(SM-III) (Part-II) dated 24/07/2014,
details empanelment guidelines for posts of Joint Secretaries and above
at the Centre. Para I(e) is considered particularly dangerous as it
gives sweeping powers to the Secretaries Committee/ GoI to reject any
one's candidature without speaking orders. While, inter alia, considering
the experience profile of eligible officers, the Screening Committee,
is asked to evaluate qualities like: "General reputation"
and " Flair for participating in policy making process ".
Are these ethereal attributes quantifiable without having personal interactions
with candidates? Why does DOP&T ,headed by PM himself , fight shy
of interviewing candidates for top level appointments in GOI, in presence
of their Annual performance appraisal reports ?
The guidelines are out of sync with Modi's stated policy on Good governance
and transparency. These are required to be amended, suitably so as to
locate competent officers ,who are neither pliable nor politically committed.

RTI Act does not provide the right to
supervise the day to day working
The appellant sought certain information including the weekly
certificate. After receiving these documents, the appellant again
wrote to the FAA to inspect records of weekly certificates signed
by the officials and the dates when each of them was sent to the
next officer to check their authenticity. The FAA did not reply
to this communication. The case came up before the CIC where the
question before the Commission was whether the appellant's request
for inspection should have been allowed after the documents asked
for had been provided to him, since the request for inspection
was made to check the authenticity of the documents provided.
The CIC held that the appellant's request virtually amounted to
supervising and monitoring the day to day functions of the public
authority and refused to grant any relief to the appellant. The
CIC ruled that the RTI Act cannot be used for establishing an
unending dialogue with a public authority about general concerns
or apprehensions that an appellant may have in his mind.
Comments
Once the public authority had provided an information or complied
with an order passed under the RTI Act, the obligation under the
Act is fulfilled. The Section 2(j) of the RTI Act does not provide
the right to supervise and monitor day to day working of a public
authority.
