I have been a regular visitor of your site. It only caters to minuscule section of society. Ours is a large country and there are many more institutions within the umbrella of power, it appears your site least care for them may be those institutions are not news makers. They also contribute substantially to the society and in the nation building as well. I can only appeal to you to allot space for happenings in those institutions as well.

New transfer policy of CSS officers in a day or two (UPDATED)
Whispers in the corridors of power have it that CSS officers may witness a new transfer policy soon. The prescribed period under transfer policy for CSS may be increased. For Assistant rank employees the present period of 07 years may be increased to 10 years. For Under Secretary rank the present period of 05 years may be increased to 07 years whereas for Dy Secretary and above rank it may remain unchanged i.e. 05 years.

What is the character of Narendra Modi ? (DEBATE 3)

Modi is none of these. He is not a clone of any of these personalities. He is unique in himself. He is Narender Modi, a true Indian leader with his mind full of ideas and a man of vision who wants to take India to places. Whether he succeeds or not only time will show. The trouble is that he has too many detractors in the country also. Why he is the most tweeted person after Obama and Pope is due to the fact that his style, his campaign and his massive win at the husting has created lot of interest in the world about him.

Modi is Mahatma Gandhi who said if he was to rule the country he would like to be benevolent dictator. Modi understands the plight of poor of country. He understands that Bharat has the potential to be World's superpower in all respects-be it economic superpower, political superpower, technologically advanced superpower and country with equitable development for all. He is dictator in the sense that once a decision is taken, he sees to it that the decision is ruthlessly implemented.

Restructuring of Railway Board

Restructuring of Railway Board is a refreshing news-a departure from the present stagnant/moribund arrangement suiting a miniscule few and keeping rightful claimants capable of better contribution at bay. The other organisation that needs a restructuring at the highest level is Border Roads Organisation which handles road infrastructure in border states. Too much reliance on Army for everything is counterproductive both for Army and for the Organisation. It should be re-moulded on the lines of DMRC-where qualification and domain expertise are the bottom line.

Why one more tier of govt ?


The Chairman of the Railway Board is ex-Officio Principal Secretary to the Government of India. That all cadre officials (including Traffic and Accounts) in the Railways at the time of induction are also trained on technical matters like the specification of rail tracks, bogies, couplers etc. How will a Central Staffing Scheme Officers manage these things ? When Modi is talking of less government and less of governance, then why do you want one more tier of government.

RTI Act does not provide the right to supervise the day to day working

The appellant sought certain information including the weekly certificate. After receiving these documents, the appellant again wrote to the FAA to inspect records of weekly certificates signed by the officials and the dates when each of them was sent to the next officer to check their authenticity. The FAA did not reply to this communication. The case came up before the CIC where the question before the Commission was whether the appellant's request for inspection should have been allowed after the documents asked for had been provided to him, since the request for inspection was made to check the authenticity of the documents provided. The CIC held that the appellant's request virtually amounted to supervising and monitoring the day to day functions of the public authority and refused to grant any relief to the appellant. The CIC ruled that the RTI Act cannot be used for establishing an unending dialogue with a public authority about general concerns or apprehensions that an appellant may have in his mind.

Comments


Once the public authority had provided an information or complied with an order passed under the RTI Act, the obligation under the Act is fulfilled. The Section 2(j) of the RTI Act does not provide the right to supervise and monitor day to day working of a public authority.
