Pati poised for Odisha CS ?
It is reliably learnt that Gokul Chandra Pati may soon repatriate to Odisha as its new Chief Secretary. The 1978 batch IAS officer is presently serving as Secretary, Defence Production. He has been on central deputation since July 2006. In his new stint he may succeed his junior J K Mohapatra.

Proposed six day week in central government offices:

The above at present is not required. The existing 5-day week is more than enough to meet the work requirements and succeed in completing the pending work that has remained as it is. For this, the Head of Department/Ministry should ensure that employees irrespective of their designation reach office by 9.00 AM sharp and start their jobs immediately and remain in office till 5.30 PM without roaming about here and there or doing their personal work.

Similarly, officers should ensure that SR.PPS/PPS/PS are fully utilised for dictation. At present, the above designated persons mostly avoid dictation and simply attend to telephone calls or appointments only. This is not a specialised job as even any DEO or an UDC can do this job. As a result, the Steno D or PA are exposed and after all they have their own limitations. If these persons are also exposed to dictation, typing of DO letters from senior most officers, then automatically, the work will get completed more early. Similarly, attending of meetings are to be centralised so that US/DS attend most of meetings and the Head of Department can concentrate more on taking decisions and disposing of the files without any delay.

So as it going on now, that is, if the employees continues coming to office at about 10.30 AM and leave office early for name sake only to take care of spouses if they are also employed and attend to their personal work, then even 7-day week will not work.

Why subsidy to passengers ?

I agree the number of Zonal Railways should decrease and their should be induction of technology. But you should realize that with the amount of investment done so far in the Indian Railways it is being run quite efficiently. Indian Railways are carrying 1.50 crore passenger daily but there is not much of an accident. The freight is also being moved quite efficiently. If the growth rate of the country declines, then you cannot expect them to carry more freight. If you travel from Delhi to Ghaziabad in a normal passenger train you pay only Rs.3.00/-. This is unrealistic as even a BUS will charge you Rs.20/-. Why should the passenger of the country be subsidized, when they look for one or the other opportunity for travelling like 'mundan', 'nakchedan' and 'kanchedan'. People are ready to pay Rs.75/- for liquor or dosa in restaurant but they cannot pay Rs.75/- extra for going to Kolkata from Delhi.

All state governments should purchase HMT Tractors

HMT Tractor Factory at Pinjore is a sick company like any other PSU. It is also overstaffed. Government can help it by providing helping hand of assistance of Rupees 150 Crore very well which will help the company to be at its own and can sustain . There are more than 1300 Staff who are directly depending on it but there are thousands of people indirectly depending on it. The whole city of Pinjore, near Punchkula Haryana, is looking at HMT Factory to be successful. Government should also help the company by asking all the state Governments to purchase HMT Tractors which is the only PSU of Govt of India

There is no Homeopathic and Ayurvedic CGHS dispensary in Dwarka area. CGHS beneficiaries have to go to Harinagar and Janakpuri to avail this facility. Minister of Health may please look into it and provide these facilities in Dwarka area.

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
