Parliament?
Will Prime Minister Narendra Modi take up the appointment of Nripendra
Mishra as Principal Secretary to the PM? Infact, any ordinance has to
have the approval of the Parliament within 6 weeks or when House resumes....whichever
earlier. If Modi doesn't take it for House's approval, Nripendra Mishra's
appointment will automatically be cancelled. Informed sources, however,
said that Ordinance to this effect will be produced in the Parliament
next week.

Does make sense and there is merit in it
A few days back, at a wedding function, I met a fairly senior Member
of BJP, who is in the periphery of its Inner Circle. I asked him why
Defence does not have its own Minister; is the Ministry not a Priority
Ministry ? His reply was an eye opener. We talked for about 15 minutes.
The gist of what he said was: "You Defence people have no subtlety;
you are just straight forward. You are trained to see Black and White
(friend and foe and not various shades of grey) and, in your entire
career, are not trained to put yourselves in the shoes of the other
person, before arriving at conclusions. Defence had the rawest deal
under the 2 "no action" Prime Minister and Defence Minister.
The security of the country is in serious jeopardy. Modi's hands are
tied, in his External Affairs Policy, because he does not have a strong
arm to back him up, so that, if the Chinese try any tricks, they will
be not only stopped right at the border, but will be pushed back a little.
He does not want another 1962. First, he wants to strengthen our borders
with massive infrastructure development.
Modi thinks and plans deeply
If the Defence and Finance Ministers are different, the two will bicker,
as the Finance Minister has claims for large slices by every Minister
and he will ration funds to Defence. A single Defence/Finance Minister
will be more generous to Defence needs; that is human nature. Believe
me, Modi thinks and plans in greater depth than anyone else. Every action
and word of his, have already considered many steps ahead. Don't look
at his actions at a superficial level."

Till 1994 or thereabouts all railway officers were on retirement entitled
to 3 complimentary passes per year in the class they were entitled to
travel for personal non duty reasons. But subsequently the board decided
that members will be entitled to travel in first class air-conditioned
class after retirement but limiting the eligibility to two berths. After
all when you retire children would have settled and you don't require
more berths.

Restore parity among IAS and other Group A services
It is high time that some parity is restored among IAS and other Group
A services in matters of empanelment as Joint Secretaries. Way back
in 1985 the matter was debated at length and placed before a Group Of
Ministers after the receipt of Fourth Pay Commission report. It was
conceded that in no case the disparity should be more than two years.
Three decades and two more Pay Commissions down the line the disparity
has become so wide-8 to 10 years in many cases. While 1995 IAS-wallahs
have already become Joint Secretaries for other Group A services they
have not considered even 1990 batch. IA&AS is lucky as their controlling
authority is CAG and they are independent of DoPT. The new dispensation
must correct this aberration .They must also look at other service conditions
like training, allotment of houses, health facilities (like treatment
abroad)which have been exclusively given to the IAS. The other services
like play an equally, in some cases more, important role in the governance
of the country and deserve the same treatment. After all they have all
joined through the same competitive examination.

Subordinate staff alone shouldn't be blamed
It is observed that most of comments about the punctuality in office
attendance, as if the onus lies on the subordinate staff, who are late
comers and leave early. But in reality it is not true, in most of the
offices it can be observed that Group A officers are late comers and
leave office with some plea, i.e. having meeting with higher ups, or
left for Hqr. etc. etc. etc. As they are well aware that in the office
nobody is there to verify the truth about his movement. It is almost
99% Group A Officers are late comers and early leavers. It is injustice
to blame the subordinate staff about poor punctuality in attendance.
So before commenting on the punctuality of subordinate staff the Group
A officers should sincerely think about their movement in office coming.

What is substantial financing under the RTI Act?
The Delhi High Court had remitted the case to the CIC for consideration
whether the Population Services International (NGO) received any
indirect substantial funding from the appropriate Government or
not. The NGO contended that they are not a public authority for
the purpose of section 2(h)(d)(ii) of the RTI Act as they are
not being "substantially financed" by the appropriate
government and hence are not covered under the Act. The appellant
argued that the NGO should be considered as public authority for
the purpose of RTI Act as it has received some amount of funding
from the government. The two member bench of CIC held that an
amount of 18% to 20% cannot be construed as substantial financing.
Further, only 8% was contributed from Central and State Government
in the year 2013 and hence, the amount contributed by the Central
and State Government cannot qualify as "substantial financing".
Comments
The term "substantial finance" has not been defined
under the RTI Act. Unless it can be shown that the funding was
so substantial to the body which practically runs by such funding
and but for such funding, it would struggle to exist, the same
cannot be termed as "substantial".
