If some reliable sources are to be believed the name recommended for the post of Chairman, National Biodiversity Authority is yet to be sent to ACC for ratification. The selection committee had recommended the name of V Rajagopalan, Secretary MoEF, for the slot on April 29. The file still lies with the Union Minister for Environment & Forest. The 1978 batch IAS of UP cadre is scheduled to retire onAugust 30 this year.

NTPC to set 4000 MW power plant in Tengana (UPDATED)
NTPC Limited has agreed to set up 4000 MW Power Generation Plant at Ramagundam adjacent to their existing units as an expansion unit. The Chief Minister, K Chandra Sekhar Rao assured the NTPC Chairman and Managaing Director Dr. Arup Roy Choudhury, who called on him today at Secretariat, Hyderabad that, the required coal linkage for NTPC plant will be taken up by the Telangana government with Government of India. He has agreed to provide the required land in Toto either from out of the available land or from acquiring from Singareni. The Chief Minister also said that the government will undertake filling the mines with ash. The Chairman NTPC said that the work at the unit will commence immediately and first unit will be completed within 39 months. Necessary environmental clearances will be obtained by Telangana government for establishing the unit. Along with Chairman & Managing Director NTPC, N N Misra, Director Operations, A K Jha, Director Technical, R Venkateswaran, Regional Executive Director (South) have called on the Chief Minister. Suresh Chanda, Principal Secretary Energy & CMD Transco, D.Prabhakar Rao, CMD Genco and S Narsing Rao Principal Secretary to CM were present in the meeting.


Ashok Lavasa inaugurates AOCC at Chennai Airport (UPDATED)
Ashok Lavasa, Secretary, Ministry of Civil Aviation, Government of India today inaugurated the Airport Operations Control Centre (AOCC) at Chennai Airport. G K Chaukiyal, Member (Operations), AAI, Commissioner of Customs, Chennai, Regional Dy. Commissioner, Bureau of Civil Aviation Security, FRRO, Chairman-AOC and other stakeholders of Chennai Airport were also present at the inauguration ceremony. The Chennai site has gone live on June 6, 2014. AOCC has been setup by AAI by bringing together other stakeholders including airlines, ground handlers, security agencies etc. under one platform to get optimum utilisation of the airport resources resulting in providing hassle free/seamless experience to the passengers. This envisaged solution involves the implementation of a Common Airport Operations Database (AODB) which provides all the information related to airport operations to all the stakeholders at ten major airports under AAI. Chennai airport has pioneered the AOCC implementation at AAI airports. On this occasion while addressing the gathering Secretary Civil Aviation highlighted the importance of quality in service and desired that "Benchmarking Quality Survey" to be included as standard component in Airports Service Quality (ASQ) criteria established in cargo terminals across the country by AAI.

Wrong move

The move requiring all Joint Secretaries to route the file through the Additional Secretary is totally wrong. Special Secretary, Additional Secretary and Joint Secretary are the heads Wing and as per CSMOP are treated at the same pedestal. Earlier there was no post of Additional Secretary in the Government. It was created only placate the Senior level Joint Secretaries.

Fairplay in empanelment for JS posts

Pointless to even suggest that there should be fair play in empanelment for joint secretary posts because DoPT is "of the IAS, by the IAS & for the IAS". Every effort will be made to empanel IAS batches as fast as possible and delay all other services. forget about JS empanelment, even promotion to SAG grade within an allied service cadre is tough to go through DoPT till all IAS officers of that batch are empanelled and slotted as JSs. An average performing IAS officer will be preferred for selection as JS over a high performing allied services officer. Kya achhe din ayenge allied services ke liye ? Wait and hope.

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
