Reduce retirement days to four

For enhancing efficiency and improving working hours in central government, it is suggested to reduce retirement days to four from the present 12 i.e.on March 31, June 30, Sept 30 and December 31 so as avoid the wastage of working hours on the last working days of every month.

If you work sincerely on all 5 days, it is more than sufficient to complete the work. If you don't, even seven days will be insufficient.

Encourage employees

Instead of forcing punctuality on the individuals, the Government should encourage its employees to work harder and improve performance by rewarding the honest and hard workers time bound promotion/out of turn promotion. Their performance should be evaluated on pending files/receipts and not the working hours. In other words, some officers are quick in taking decisions and disposing of their files in a comparatively shorter time without making hue and cry for the work whereas the other are in the habit of keeping the files with them just to show how much work he/she has. This can be avoided. In this connection, DP&T can also play a vital role in motivating the officers particularly CSS/CSSS by introducing the time bound regular promotions in all categories of employees and there should not be ad-hoc promotions. Employees would be more encouraged if all the employees who had either been promoted on ad-hoc basis and became regular after putting more than 10 years continued and uninterrupted ad-hoc service or are still working on ad-hoc basis for a long for want of regular promotion and thereby loosing their interests in their jobs but bound to continue due to domestic circumstances are promoted from the date of their ad-hoc appointments. No where in the world, the ad-hoc promotions are given provided the officers fulfills the service conditions otherwise.

Extend CGHS facility

Even though Bangalore is developed, new Bruhat Bangalore Mahanagar Palike (city corporation limits) areas are not covered with CGHS. Whenever central government employees want to take treatment, they have to go to Ama"s and then should take treatment only in govt hospitals including CGHS recognised hospitals. CGHS recognised hospitals are 20 kms away from new BBMP areas. Hence, Ministry of Health should take initiative in extending CGHS facility to the entire BBMP areas immediately which would help all central govt employees residing in new BBMP areas .

Bharart Broadband Network Limited (BBNL)-a leap towards connecting India

Bharat Broadband Network Limited (BBNL), a Public Sector Undertaking /Company under the Companies Act (1956) was incorporated by the Government of India on February 25, 2012 for the Establishment, Management and Operation of National Optical Fibre Network. The NOFN was set up by Government of India on October 25, 2011 to provide connectivity to all the 2,50,000 Gram Panchayats (GPs) in the country. This would ensure broadband connectivity with adequate bandwidth by utilizing the existing optical fibre and extending it to the Gram Panchayats. Broadband is a tool for improving the life of people by providing affordable and equitable access to information and knowledge. It has direct impact on their day to day life style and behaviour. For states, it enormously contributes towards trade and generation of employment. NOFN has the potential to transform many aspects of our lives including video, data, internet, telephone services in areas such as education, business, entertainment, environment, health households and e-governance services. These services will be offered by TSPs/ISPs. The BSNL, RailTel, PGCIL, C-DOT, TCIL and NIC are working with BBNL on the NOFN Project. The funding of the project is from USOF. The officers of Indian Telecom Service and Indian P&T Accounts and Finance Service (IAS allied) are playing a major role in connecting India.

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
