24 airports identified as domestic air cargo terminals (UPDATED)
Ministry of Civil Aviation believes that improving efficiency in the existing infrastructure is a continuous process, addition of infrastructure shall also be planned and put in place where ever feasible. Continuing with this, Ashok Lavasa, Secretary (Civil Aviation), in a review, directed that Airports Authority of India shall draw plans to develop domestic cargo terminals throughout the country. On lines with the recent development of cargo terminal buildings at Coimbatore and Trichy, facility shall be established at other airports also. Airports Authority of India informed that they had recently established similar facility at Mangalore airport with the infrastructure facilities with an area of 1400 sqm for international cargo and 1100 sqm for domestic cargo thereby providing an annual holding capacity of 5000 tonnes for international import cargo, 13000 tonnes for export cargo, 18000 tonnes for domestic in-bound cargo and 21000 tonnes for domestic out-bound cargo. AAI informed that in all at 24 airports such domestic cargo terminals will be developed. Highlighting the importance of air cargo infrastructure in the country which is a barometer of global economic health, Secretary (CA) mandated that the works shall sync with the Government's plan for development of Air cargo facilities throughout the country and development of national logistics network for faster movement / transport of cargo goods.

1. Ministry of Defence (MOD) is ministry responsible for job rehabilitation to ex-servicemen.
2. There is 10% job reservation for ex-servicemen in class 'C' positions in ministries.
3. There is NOT a single ex-servicemen in MoD in place of these 10% reserved positions.
4. There is 70% shortage of staff at these positions.
5. This acute shortage is hampering Ministry's work.

Structural changes


Today, there is problem in every area. We do not find any area where there is no problem - whether it is the functioning of the Executive, the Legislature or the Judiciary, corruption, crime, spiraling prices of essential commodities etc. We have a strong stable BJP Government at the Centre now under the charismatic leadership of Narender Modi. This strong Government can bring robust structural changes in our system of governance. Unless and until these changes are brought into place, the strong Government has no meaning. It is the appropriate time that the Government should bring legislative, electoral, judicial and administrative reforms, major ones are - bench mark of eligibility in the educational qualification of Ministers and Members of Parliament, absolute ban on persons entering legislatures having criminal background, and appointment of clean and honest persons in the Executive and Judiciary. If we make these institutions strong enough, the problems will automatically subside, like if we maintain our body healthy, our internal organs will function well. Cosmetics changes will not last any longer.

Six day week will be loss to Govt

One more day of use of electricity and water in office. The officials who come to office in their Cars will spend one more day of hugely subsidized petrol. When there was six day week earlier in the Government, the office timings were from 10.30 A.M. to 5.15 P.M. By making timings of 9.00 A.M. to 5.30 P.M. for 5 days restored the total number of hours. People are already working above the office hours. It will be foolish to go in for 5 days week and cause damage to Government.

Let's not get tense

Yes, there are reports afloat of increasing working hours. Some say office hours will be from 8a.m to 6p.m.others hint at the Saturday off system being scrapped. I do not think our pragmatic prime minister will be ignorant of the fact that Delhi is not Gujarat weather wise specially in winter. It will not be feasible for employees to reach office by 8 a.m considering the distance many have to travel to reach office. For women employees it becomes still difficult as they have to send off their children to school and do other chores before leaving for office. The present timings are perfect. The change is that people can no longer afford to be their usual sloppy and lethargic. They are expected to give their best and work for the hours they are in office rather than wasting time in tea and gossip and sitting on files .Prime minister is leading by example and others should be motivated to do so .If they give their best and do not delay decision making they will enjoy their long weekend. It will not be a good idea to scrap a thirty-year old system of Saturday off. But if the call of duty demands to come to office on Saturday or any other holiday, officers especially at senior level do come even at present. So let us not get tense on this speculation .Rejoice the return of democracy in the country and feel lucky that you have a Government which works led by a real leader.

Others also need to be shifted


Not only personal staff with Ministers but PS/PPS/Sr. PPS who have been continuing with ministries for over 25 years in a single ministry even with secretaries for over 15-20 years needs to be shifted immediately as per dopt guidelines as they have become a big mafia in ministries. All JS (Admn) are responsible for not reporting and shifting these staff. DOPT should immediately ask for lists and this staff should be rotated immediately with change of environment.

DATE WITH RTI

Is the Information which cannot be denied to Parliament to be provided to the RTI applicant?

The appellant sought copies of file in which the loan of M/s Kingfisher Airlines was processed by the Bank, the copy of remittance made to Air bus Industries or any other entity by bank being the advance / booking amount for purchase of Aircraft by M/s King Fisher Airlines India, the initiatives taken by bank to recover this loan etc. The PIO informed that the Kingfisher Airlines is a customer of the bank and any information provided by the company for availing loan and copies of remittances made to Airbus Industries as advance/booking amount, is of commercial confidence and held by the bank in fiduciary capacity which is exempt under section 8(1)(d). With regard to the contention of the Appellant that information which cannot be denied to Parliament has to be provided to the RTI applicant, the FAA stated that the above proviso is sub section specific and not a general proviso under Section 8 of the RTI Act. The appellant argued that information regarding loans going 'bad/bust/NPA' has to be disclosed as 'public interest' is involved. The CIC held that the proviso below Section 8(1)(j) of the RTI Act which reads "Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person" is applicable only to section 8(1)(j) and not the whole of section 8(1).

The Bombay High Court in Surup Singh Hryanaik versus State of Maharashtra AIR 2007 Bom. 121 had held that it is proviso to the said subsection and not to the entire Section 8(1). This interpretation has been based on the use of punctuation marks. The exemptions contained in the clauses (a) to (i) of section 8(1) end with a semi colon ";" after each such clause which indicate that they are independent clauses. However, sub section Clause (j) however, ends with a colon ":" followed by the proviso. Immediately following the colon mark is the proviso in question which ends with a full stop ".".
