Modi govt must have control over bureaucracy
I agree with the view that Modi Government must have control over
bureaucracy to be able to deliver. They must develop procedures to monitor
the progress made at the ground level. students during holidays can
be involved to verify the claims of the local officials about the work
done.

Good decision of PMO
Yes, it is a good decision of PMO. All the appointment held during UPA
should also be reviewed and re-advertised. Modi should have his own
team for development of the Country.

Where is Action ?
A vibrant PMO is not a substitute for a Vibrant Government. There
is no improvement in punctuality, and corruption continues unabated.
A government which cannot protect his own minister from false affidavit
(Refer V. K. Singh vs Suhag) is not inspiring. I fear MOdi going Kejriwal
way, losing our votes very soon.

Overhaul existing system of Central Staffing
To improve the quality of examination of issues and suggestions for
a decision, by middle level officers ,the existing system of Central
Staffing needs overhauling .Large number of officers of central services
apply for central deputation expecting to work in a ministry of their
choice. Unfortunately no weightage is given to this aspect and they
get posted to ministries/departments which has no relevance to their
service to which they belong. This not only demoralise them but also
affects their work eg IFS OR ITS etc officers posted in CVC,UPSC etc
.DOP&T should keep this in view before posting officers .In case
some one is not interested in a particular dept,/ministry he/she should
be given an alternative or refused .This action should not debar them
for central deputation later on.

Details of money available in suspense accounts of banks
Complete information together with documents/ correspondence/
file notings on specified aspects relating to RBI initiative for
funds in inoperative bank accounts was sought. The Public Information
Officer (PIO) denied the information on the ground that they had
no information to furnish. The appellant claimed that a large
amount of money is lying in the suspense account of various banks,
particularly the private banks, and information regarding the
same must be available in the public domain. The PIO informed
that information sought regarding the amounts lying in suspense
account is now available on each bank's respective website. Further,
as per the Banking Regulations Act, if the amount is not claimed
for 10 years, the same is credited to Depositors Education Awareness
Fund. The CIC directed the RBI to consider the suggestion regarding
making the details of money available in suspense account in various
banks on the RBI's website also.
Comments
Several RTI activists had taken up the issue regarding the money
lying in suspense accounts and the Reserve Bank of India had instructed
the banks to put this information on their websites. This step
would help many account holders to claim the amount which has
been lying in accounts without any utility.
