GSL to build fast interceptor boats for Govt of Mauritius (UPDATED)
In a new chapter for GSL in export promotion, the Keel for the 11 Fast Interceptor Boats (FIB), being built by GSL for the Government of Mauritius was laid on June 2, 2014. at GSL Unit II, Sancoale. Mrs. K O Fong Weng-Poorun, Senior Chief Executive of the Prime Minister's Office, Mauritius did the honour in presence of A Nayeck, Dy. High Commissioner of Mauritius, RAdm (Retd) Shekhar Mital, NM, CMD GSL . Directors and other Senior Officials of GSL were also present on the occasion. The contract for construction and delivery of 10 FIBs for Mauritius Coast Guard and One FIB for Revenue Authority of Mauritius was signed between GSL and Government of Mauritius on 4th April 2014 and May 7, 2014 respectively. The FIBs will be of 14.5 metre long with a maximum speed of 35knots. They can perform day/night patrolling, search and rescue and special forces operations. During the visit, Mrs. K.O Fong Weng-Poorun was conducted around the shipyard by RAdm (Retd) Shekhar Mital, NM, CMD GSL, who apprised her of the various ongoing projects, the massive modernization programme underway and the progress thereof. Mrs KO Fong Weng-Poorun appreciated GSL's capabilities in building high end sophisticated vessels with in house design efforts. She was particularly appreciative of ERP based production & planning system, virtual design capabilities & ongoing modernisation.

Opportunity to All
When the source is the same, all services must get fair and just treatment. Difference in ranking/marks in civil services examination for IAS and non-IAS is minimal. Therefore, the superiority of IAS in every department should be avoided. It is really painful that empanelment and further posting as JS and above posts has become very tough for non-IAS. The non-IAS must get due participation in Government machinery. This would be in the interest of the country. It would be for IAS to concentrate on the development of their respective state.

If graduation not necessary; why there is graduation eligibility for departmental exams?
Graduation is not necessary for ruling this country, right and working efficiency is only matter. But when the persons entering with same qualifications into the service are denied when they appear for the departmental examinations, is it justified?

No safety mechanism is available to Gr A officers

Referring to comments of a visitor in whispers of May 29, I would like to point out a serious defect in CCS CCA rules whereby no safety mechanism is available to Gr A officers against arbitrary and malicious abuse of powers by the Secretary of the Ministry to teach a lesson to him for not falling in line with him .UPSC comes into picture in such cases very late and is often ineffective. By that time the officer if he happens to be at asr. Level like joint secretary or addl. secy. has already retired after losing his promotion. The new govt. is aiming at rooting out corruption and has appointed an officer of impeccable integrity and sincerity as Principal Secretary to the PM. It is hoped that he would look into this aspect and amend the CCS CCA Rules suitably so that a secretary to the Govt of India is unable to charge sheet his Jt secretaries and Addl secretaries for not being a part of his unholy gang. It is to be noted that certain procedural safeguards are available to the personal staff of ministers against un warranted disciplinary action. Some such provisions are required for senior Gr. A officers as discussed above. This is imperative to safeguard the interests of honest officers.

Present policy demoralise railway staff

Frequent railway accidents and near misses show how far the present reservation policy has demoralised the railway staff. A graduate and bright station master is superceded by a matric, years junior to him, just because he belongs to the priveleged' class. And the railways were the first to implement such a policy. One can understand social compulsions in giving reservation to certain communities, but to carry it forward on promotions also is most ludicrous. By implementing such a policy in railways and other professions like medicine and engineering .government is playing with the life of the people.

Contradictory stand by the PIO

An application was filed under the Right to Information (RTI) Act with the Public Information Officer (PIO) of the Stressed Assets Stabilization Fund (SASF) seeking information regarding Deed of Assignment being Debt Assignment entered with IDBI, the original secured creditor under SARFACEI Act etc. The PIO denied the information u/s 8(1)(d) & (e) of the RTI Act. The appellant submitted that he is the Managing Director and largest shareholder of the Terrygold (India) Limited and the information sought by him is required to settle his account with the public authority in the light of demand made by many shareholders of the company. The PIO argued that RTI applicant is seeking information on behalf of his company which is not allowed as per the provisions of the RTI Act. Further, the information sought by the appellant is already available with him as he is the Managing Director and largest shareholder of the Terrygold (India) Limited. The Central Information Commission (CIC) observed that the PIO is taking contradictory stands as in his reply he is claiming that the information sought may not be disclosed as it attracts section 8(1)(d) and 8(1)(e) of the RTI Act, on the other hand, at the hearing he is claiming the fact that information sought by the appellant is already available with him. The CIC remanded the matter back to the PIO with the directions to provide speaking and reasoned order.

Comments

The case indicates lack of awareness of the provisions of the RTI Act at the level of PIO. The PIO was lucky to have escaped without any action against him.
