Union Minister for S&T presents innovation award to HAL (UPDATED)

Dr. Jitendra Singh, the Union Minister of State for Science & Technology, has presented the ‘Best PSU Excellence Award’ to HAL under innovation category at a program in Delhi recently. The awards were given by The Bureaucracy Today in various categories. The event attracted MPs, senior bureaucrats and top executives of the Public Sector Undertakings. Mrugendra Kumar, Regional Manager, HAL (Delhi) received the award on behalf of the company. R&D is one of HAL’s focus areas. In last two years alone, HAL filed over 280 patents and being a strategic defence organization, the Company intends to file more patents to protect its intellectual property developed with large investments. HAL Board also has decided to create an R&D corpus by earmarking 1/10th of the annual profits of the Company for taking up advanced and applied research in aerospace domain. Besides encouraging cutting-edge research work in the area of aerospace engineering, both within HAL and at various other levels, HAL has established chairs at four IITs, Mumbai, Roorkee, Kanpur and Kharagpur. The company has signed MoUs with IIT (Chennai), DRDO laboratories and private industries to initiate new programs; identify research areas and provide technical consultancy to the Company. Recently, HAL constituted Committee of Institutions Network (COIN) under the chairmanship of Director (D&D), T Suvarna Raju consisting of Head of all R&D Centres to bring in synergy among the all R&D Centres of HAL and boost the Company’s indigenization drive. The Government of India has set up Design & Development Management Board (DDMB) under the chairmanship of Chairman, HAL, Dr R K Tyagi, which includes representation from DRDO labs, officials of Department of Defence Production and customers. The DDMB is mandated suggest ways and means to strengthen design and development in aerospace and promote self-reliance in critical areas of India’s defence preparedness.

Suggestions to prevent corruption and misuse

All allowances should be fixed at various levels and should be added to salary only. No reimbursements like for Newspapers, telephones, LTC etc.

PM should clear the Augean stables at home first.
It should not be forgotten that 'Modi wave' that brought NDA to power took inspiration from Anna Hazare's anti-corruption and accountability drive. Several allegations have been made prior to the election against the present CBI Director, ED and several other officers that they were functioning as stooges of the Congress High Command. It is surprising that even after so many days, Modi has not taken any action against such officers nor replaced them. A moot case is that of the disparaging affidavit given by defence ministry officials in the SC against their own minister V K Singh. It gave such a bad name to NDA and no head rolled in the Ministry. Why no enquiry has been ordered about Gandhi family's assets in Swiss Banks about which Subramania Swamy has been vociferous about for so many years? The victory should not go into the head of Modi as a personal victory for him, for people can easily be disheartened. Instead of going abroad to become a second Nehru, he should clear the Augean stables at home first.

Canteens be checked for their food quality

The Canteens working in different Ministries/Buildings should be checked periodically for their food quality. They are using water, space, electricity, gas etc. free of cost still they charge high for the products which are carry-forward ones. Example : Bikano in Nirman Bhavan.

DATE WITH RTI

Details of money available in suspense accounts of banks

Complete information together with documents/ correspondence/ file notings on specified aspects relating to RBI initiative for funds in inoperative bank accounts was sought. The Public Information Officer (PIO) denied the information on the ground that they had no information to furnish. The appellant claimed that a large amount of money is lying in the suspense account of various banks, particularly the private banks, and information regarding the same must be available in the public domain. The PIO informed that information sought regarding the amounts lying in suspense account is now available on each bank's respective website. Further, as per the Banking Regulations Act, if the amount is not claimed for 10 years, the same is credited to Depositors Education Awareness Fund. The CIC directed the RBI to consider the suggestion regarding making the details of money available in suspense account in various banks on the RBI's website also.

Comments

Several RTI activists had taken up the issue regarding the money lying in suspense accounts and the Reserve Bank of India had instructed the banks to put this information on their websites. This step would help many account holders to claim the amount which has been lying in accounts without any utility.
