The 1977 batch IFS officer is serving as Ambassador of India to the United States since December 2013. Prior to the present assignment he served in China Indian Ambassador.

Over 400 trainees inducted in HAL at a convocation programme

Over 400 management and design trainees - selected through stringent procedures amid lakhs of applicants - have formally been inducted in HAL as officers at a convocation program held here yesterday. Some of them have graduated from NITs, IITs and other premier engineering and management institutes. Addressing the young officers Dr R K Tyagi, Chairman, HAL, urged them to start contributing their mite in the company's progress. "This is defining moment for the country and you have all the opportunity to make your presence felt in India's defence preparedness", he said. He called upon them to translate their individual talent into meaningful achievements by being a part of a large HAL family. The trainees belong to 41st batch of HAL and are posted to Korwa (UP), Lucknow, Kanpur, Koraput (Odisha), Nasik, Hyderabad and Bangalore. A comprehensive 52 week training program included industry orientation and management programs. Eminent speakers from institutions and industries interacted with them. The training also included experimental learning through various activities such as group projects, theatre work, visits to charitable institutions and art classes. Speaking on the occasion, V M Chamola, Director, HR, pointed out that organization was as good as its people and trainees besides bringing new ideas should incorporate values of the older generation which has left a rich legacy. The Directors and MDs of HAL were present on the occasion.

Proud of Modi !

Last month when I visited USA on my personal visit, I came across an American lady who was very enthusiastic about Indian politics. She believed that our Prime Minster Narendra Modi had the caliber of becoming next John F Kennedy or Nixon. I felt so proud.

Post officers according to merits

While it is not clear what is being looked into before posting an officer with a Minister or otherwise, it shall be in public interest that officers are posted on the basis of their professional merit and integrity(read honesty), clearing signaling that there was no place( read premium) for inefficiency and dishonesty (read corruption)in any Ministry or organisation of the Union or the States as seen in the past. This shall help to restore the basic character of governance in the country.

Budget will establish quality of leadership


The budget, nay Demands for Grants, will unveil the leadership quality this time.The high class political leadership stands established. The Finance Minister struck the right note about 100% hike in prices due to APM Society and its middlemen, otherwise there is no reason for vegetable/fruit prices witnessing daily growth of the UPA-I & II variety and the government simply assuring that they "are likely to come down in the next three months". Similarly, our Demands for Grants are hardly ever realistic. It is so because there are regular surrender of funds in March; there is mis-spend in March; there are huge inventories with high budget agencies; there is unauthorized diversion of funds and other practical problems. Year after year, the exercise has been limited to simply increasing the budget by 10% or so. Is it how budget should be drawn up? There is an urgent need to think fresh and devise new strategy, like project wise demands. False promises by FMs/Govt end up frustrating the people. What we understand as corruption is a direct result of casual preparation of the demands. How else can Augusta spare so much when the budget does not make any provisions for it? Each item/task/programme/project has to be worked out by committed and knowledgeable people, rather than fixers and operators.

Reduce number of babus to reduce expenses

Late Shri Gandi had created the Ministry of Programme mainly with the purpose of reviewing performance. Instead of strengthening it, the last Government went and made the Performance Management division. Earlier one Secretary was looking after the work of Department of Public Enterprises and Department of Heavy Industry. Similar thing happened in the Ministry of Personnel. If Government expenditure is to be reduced we need to reduce the number of Secretaries, Additional Secretaries and Joint Secretaries in the Government of India. As a result, the states and the cadre controlling authorities will also not crib.

Clear the Augean stables at home

It should not be forgotten that 'Modi wave' that brought NDA to power took inspiration from Anna Hazare's anti-corruption and accountability drive. Several allegations have been made prior to the election against the present CBI Director, ED and several other officers that they were functioning as stooges of the Congress 'High Command'. It is surprising that even after so many days, Modi has not taken any action against such officers nor replaced them. A moot case is that of the disparaging affidavit given by defence ministry officials in the SC against their own minister VK Singh. It gave such a bad name to NDA and no head rolled in the Ministry. Why no enquiry has been ordered about Gandhi family's assets in Swiss Banks about which Subramanian Swamy has been vociferous about for so many years? The victory should not go into the head of Modi as a personal victory for him, for people can easily be disheartened. Instead of going abroad to become a second Nehru, he should clear the Augean stables at home first.

Settling personal vendetta using RTI

An application was filed seeking information in respect of Shri Ramesh Chander Gupta, about details of movable and immovable assets held by him, his mother, his wife and children, bank accounts, details of source of investment, etc. any criminal or civil proceedings are pending against him, details of properties devolved on him by virtue of will, etc. details of medical expenses claimed by him in the office, etc. Respondent Public Information Officer (PIO) delivered copies of three annual returns. Appellant demanded copy of gift deed mentioned in one of the returns. Respondent denied the copy of the gift deed claiming that it belonged to third party. When the CIC asked the purpose of seeking the information, the appellant submitted that he wants to file Disproportionate Properties case against his brother Mr. Ramesh Chander Gupta. Holding that there is no public interest in this RTI application which is being used to harass his brother for personal reasons, the CIC rejected the appeal.

There are many cases which are guided by private interest and personal vendetta and the appellant is looking for some grounds to harass a government official, sometimes even without having any reason or basis for suspicion. There are no such provisions in the law against persons who misuse the RTI brazenly to settle scores with someone they have a dispute with.
