Amid ongoing exercise of handing over the charge of allocations for state and central level ministries to the Finance Ministry and diminishing role of 'Yojana Bhawan' the latest buzz is that Narendra Modi may pick Suresh Prabhu as Deputy Chairman, Planning Commission. Earlier Bimal Jalan's name had also been doing rounds for the slot. One can wait and watch only.

Face of newly constituted ACC and making of PMO

The newly constituted Appointment Committee of Cabinet includes Prime Minister Narendra Modi & Home Minister Rajnath Singh. Whispers have been doing rounds over the implications of fact that it does not include the administrative minister, in charge of a department/ministry, as member of the ACC. All it means that the proposal to fill positions of JS & above rank in the ministries and PSUs would not need the approval of the concerned minister. Usually the EO or Cabinet Secretary use to propose the names which were further selected by the PMO. If one analyse the present composition of ACC one would find that in a way the PMO will post them directly. Home Minister's role seems to be of mere a signing authority. Will CSB have any role now? There are many issues in schedule 1 of TB rules where ACC approval is required. But the Minister of the concerned department is unlikely to have any role. It seems that truly, like CMs take call on All India Services officers' posting in state or other important posting, now PM will exercise the same powers. Is this the beginning of making of a super PMO?

ETV launches Gujarati Channel

ETV, (a part of TV18 Group), now owned by Reliance Industries, opens one more new 24 hours Regional Channel ETV News, Gujarati at Ahmedabad. The channel was formerly launched by the lady Chief Minister of Gujarat, Ms Anandiben, on June 21 , 2014 in a colorful function at Marriot Hotel, Ahmedabad. The ceremony was attended by a large number of Cabinet Ministers, Senior Bureaucrats, Police Officers, Politicians and media persons.
The Channel Head, Jagdish Chandra told that like all other ETV Channels, ETV News Gujarati will also be number one news channel. The channel has appointed its News Informer or Stringers in every M.L.A. constituency, which is a new experiment in Gujarat. As the Gujarat Chief Minister, Narendra Modi's first Regional choice was ETV, where he gave three interviews to the Channel in a row, during the Lok Sabha election period.
In this context, the Channel had announced that ETV Gujarati will work as a natural ally to the Chief Minister and the State Government, in carrying out the Government's public welfare programmes for the common man but at the same time, it will also critically evaluate the performance of the State Government in implementation of its major public welfare programmes. Mr. Chandra said that the Channel will emerge as a "voice of the common man" in Gujarat.

Will Srivastava be Urban Development Secretary?

Grapevine has it that Delhi Chief Secretary Sanjay Kumar Srivastava may move to GoI as Secretary Urban Development. He is 1980 batch IAS officer of UT cadre.

Sushma's biggest challenge
MEA has nearly 50 Joint Secretaries posted at Delhi. This is the largest number at this level in any GoI Ministry. Many Joint Secretaries' s are heading such small Divisions which are equivalent to the job of Under or Deputy Secretary in other important Ministries. Ramdasi's appointment may run into rough weather

It is reliably learnt that Ganesh Ramdasi's appointment as APS to Prakash Javdekar, Union Minster for I&B, is now in troubles in the wake of latest orders on certain appointments. He served as APS to Tarik Anwar, former Union Minister for Food Processing Industries. He is an officer of Maharashtra Information Service.

Will Chandra get extension beyond superannuation?

R Chandra, Director (Projects & Planning) Eastern Coalfields Limited is set to retire on June 30. It is reliably learnt that he may be given extension beyond June 30 under the DPE's provision which entitles the board, chairman and members, of the company for extension upto five years which successfully emerges out of BIFR. Recently as many as two big coal giants have emerged out of BIFR; ECL & BCCL. One can wait and watch.

GIDB yet awaiting an officer as successor to Sharma as CEO

A crucially important slot of CEO, Gujarat Industrial Development Board has been lying vacant after Arvind Kumar Sharma moved to the PMO. Even the additional charge of CEO, GIDB has not been given to any officer. Speculations go on as who would grab the opportunity to earn the reputation as GIDB has a crucial to play in organizing the 7th edition of Vibrant Gujarat Global Investors' Summit which is slated in January 2015. In the aftermath of Modi govt at centre 7th edition of VGGIS is expected to grab eyeballs across the globe.

Appointment of Vagh into rough weather zone

In the wake of newly issued circular regarding the appointment guidelines the appointment of Unmesh Sharad Vagh seems to have entered into a rough weather zone. The 2000 batch IRS officer had started serving informally as PS to Krishan Pal Gurjar, Union Minister of State for Road Transport & Highways. Previously he had served as PS to Union Minister for Coal in UPA-II.

CBI DIG Pune to return to Tamil Nadu

Vidya Kulkarni who is presently DIG CBI in Pune is returning to the parent Tamil Nadu cadre after completion of central deputation tenure. She is a 1998 batch IPS officer.

Orders of Purwar for MTNL CMD delayed

Economic Mess, Price Rise , New thoughts

The new Government appears to be lacking in new thoughts on the revival of Economy .
Price rise need not be only way of funding Budget. Improving efficiency of expenditure and removing wasteful programmes from the Budget should be the top of the agenda. In fact each Ministry should have a mechanism to ensure the spending efficiency. Price rise will only make Rich India and poor Indians.
Install a robust , reliable, fast Accounts information system to substantiate any theory propounded by Minister to support price hike.

Good suggestion

The suggestion is very good. This will save lot of paper work and manpower. all the allowances be fixed and paid along with the salary. All allowances except Basic and DA should be made tax free which will result is simplification of tax structure also. Raise the wage ceiling limit for Tax and remove all rebates.

No subsidy at the cost of general public

Some of the State Power Corporations e.g UPPCL charges nominal monthly amount towards household consumption of electricity from it's staff. This has led to misuse, wastage and huge loss to the Corporation. This must be stopped. If the Corporation wants to extend the subsidy/benefit, it should be out of profit/net surplus and not at the cost of general public.

What was Railways supposed to do ?


When the Railway Ministry has implemented this proposal there is hue and cry. What are Railways supposed to do when operating costs have gone up multifold and the fare and freight have not been allowed to be increased for so many years. The passenger traffic is being subsidized at the cost of freight. This populism has already ruined the Railway finances. It is high time the Railways are run on commercial lines rather than being used by successive railway ministers to build up their constituencies as was done in the past.

Settling personal vendetta using RTI

An application was filed seeking information in respect of Shri Ramesh Chander Gupta, about details of movable and immovable assets held by him, his mother, his wife and children, bank accounts, details of source of investment, etc. any criminal or civil proceedings are pending against him, details of properties devolved on him by virtue of will, etc. details of medical expenses claimed by him in the office, etc. Respondent Public Information Officer (PIO) delivered copies of three annual returns. Appellant demanded copy of gift deed mentioned in one of the returns. Respondent denied the copy of the gift deed claiming that it belonged to third party. When the CIC asked the purpose of seeking the information, the appellant submitted that he wants to file Disproportionate Properties case against his brother Mr. Ramesh Chander Gupta. Holding that there is no public interest in this RTI application which is being used to harass his brother for personal reasons, the CIC rejected the appeal.

Comments


There are many cases which are guided by private interest and personal vendetta and the appellant is looking for some grounds to harass a government official, sometimes even without having any reason or basis for suspicion. There are no such provisions in the law against persons who misuse the RTI brazenly to settle scores with someone they have a dispute with.
