Prevention of Corruption

The new Government has declared Zero Tolerance of Corruption as its policy and decided not to appoint relatives as PS but has failed to inspire anyone because in order to encourage bureaucracy it has given booster dose to one and all including the corrupt ones and failed to initiate any drive to clean the system. If it has not been able to protect its own Minister (V.K. Singh) from a false affidavit, how can it protect a common man! On ground zero nothing has changed.
Let us take the example of the Ministry of Coal which was synonymous to scam department. Although, the present set-up was found scuttling the probe by hiding the files, not a single officer has been transferred. Nexus between the businessman and the officers continue as usual. Misuse of CIL resources including the vehicles remains rampant.
Do we need any other sign to conclude that the new Government is just engaged in window dressing and nothing else? I am afraid, Modi Jee is going to be defeated by his own team which has no drive of its own. He is the lone crusader in BJP. One has to look once again to Kejriwal only for the prevention of corruption.

Lack in new thoughts


The new Government appears to be lacking in new thoughts on the revival of Economy. Price rise need not be only way of funding Budget. Improving efficiency of expenditure and removing wasteful programmes from the Budget should be the top of the agenda. In fact each Ministry should have a mechanism to ensure the spending efficiency. Price rise will only make Rich India and poor Indians. Install a robust , reliable, fast Accounts information system to substantiate any theory profounded by Minister to support price hike.

"Modi's Zero Tolerance to Corruption"

Misuse of Indian PSUs' by ministers, their personal staff and top bureaucrats is common by way of manpower, mobiles, guest houses, TV sets and other freebies . Supplying chauffeur-driven vehicles on regular basis for private errands, organizing private lunches and dinners is rampant. All this to keep the political class and top bureaucrats in cheerful and agreeable mood. Independence of ministries is thus compromised. The top mandarins controlling Maha-Ratna and Nav-Ratna PSUs top the list of offenders in flagrant violation of Conduct Rules.

Don't politicize hike in rail fare

It is the Railway Minister in UPA Govt. responsible for accumulated losses and pathetic condition of Railways. It needs to be repaired, maintained and improved which needs finances. The hike in rail fare should not be politicised. Bure din dekhne ke baad hi achhe din aate hai.

Settling personal vendetta using RTI

An application was filed seeking information in respect of Shri Ramesh Chander Gupta, about details of movable and immovable assets held by him, his mother, his wife and children, bank accounts, details of source of investment, etc. any criminal or civil proceedings are pending against him, details of properties devolved on him by virtue of will, etc. details of medical expenses claimed by him in the office, etc. Respondent Public Information Officer (PIO) delivered copies of three annual returns. Appellant demanded copy of gift deed mentioned in one of the returns. Respondent denied the copy of the gift deed claiming that it belonged to third party. When the CIC asked the purpose of seeking the information, the appellant submitted that he wants to file Disproportionate Properties case against his brother Mr. Ramesh Chander Gupta. Holding that there is no public interest in this RTI application which is being used to harass his brother for personal reasons, the CIC rejected the appeal.

Comments


There are many cases which are guided by private interest and personal vendetta and the appellant is looking for some grounds to harass a government official, sometimes even without having any reason or basis for suspicion. There are no such provisions in the law against persons who misuse the RTI brazenly to settle scores with someone they have a dispute with.
