The top position
with MHA, earmarked for senior IPS officers, has reportedly been earmarked
for IAS officers only. The coveted position of Special Secretary Internal
Security at MHA has now been offered to Additional Secretary rank IAS
officer only. Now one can examine the reasons the crucially important
position of SS IS had been kept vacant since October last year despite
the fact that A C Varma's name (Spl DG, CISF) had twice been shortlisted
& duly recommended for the slot but it was put on hold twice for
reasons unknown. One can read between the lines.
1979 batch IPS yet to get Apex scale

Navratna status to NBCC reflects govt.'s positive
attitude towards PSUs (UPDATED)
The positive attitude of the Narendra Modi government towards PSUs seems
to have started paying dividends with the NBCC being granted Navratna
status after 55 years of its existence. The same was pending since long.
This will provide the company with "enhanced operational and financial
autonomy to work in domestic and overseas markets". NBCC, it may
be pointed out here, provides civil engineering construction services
in wide gamut of projects of varied nature, complexities & at socio-political
geographical locations, both at home & overseas. The Company has
been operating in infrastructure segment as well, wherein it has been
executing projects such as chimneys, cooling towers, and various types

'Ïnteract with the Hon'ble PM'
Recently, a special section 'Ïnteract with the Hon'ble PM' was
added in PM's website to receive various ideas and suggestions. It is
a great innovative idea. There is only one apprehension that in case
the serving officers/ staff in central government want to give ideas
for systemic improvements or public policy inputs, their identity may
be disclosed to respective secretaries or ministers who are likely to
pull up the officers why these ideas are not floated in regular meetings.
Here the importance is idea not identity. If PMO would assure that the
identity will not be disclosed, thousands of ideas flow from section
officers to secretaries or retired bureaucrats.

Controversy over deployment of officers
Regarding controversy of deployment of officers as PS or SA to Ministers.
I feel this should be left to the Secretary in charge of the Ministry
whom to deploy with the Minister as PS/SA are a conduit or link between
the Minister and organization as a whole. This encourages healthy functioning
too.

Ad-hoc appointments made on promotions
As the Prime Minister himself is in charge of Ministry of Personnel,
Pensions & P.G., it is high time to draw his attention about the
ad-hoc appointments made on promotions on seniority basis in the CSSS/CSS
in the higher grade and that continued/are continued for years together
without any break. As the officers are not able to claim seniority in
the higher grade because of the nature of appointments, the officers
are bound to suffer for want of regular promotions. The senior employees
retire on super annuation without having been promoted on regular basis.
It is a clear cut denial of the regular promotion in disguised manner.
Hon'ble PM may kindly visit the entire issue and take remedial measures
to end such type of ad-hoc measures stalling the promotional avenues
of the senior sincere employees in CSSS. It would be pertinent to mention
that RRs may be suitably amended to give effect so that the officers
who put in more than 3 years continued ad-hoc service may be given one
time measure for relief to count ad-hoc service from the date of initial
ad-hoc appointments. This would pave ways for the regular promotions
to the retiring employees.

Rationalise all posts
It is true that the number of bureaucrats in the Government of India
and its institution to be minimized to reduced the expenditure. An independent
review conduct has already said that Planning Commission is a perking
place for All India Officer. It is not only Planning Commission, Government
of India has several organisation like IGNFA, ICFRE of MoEF and corporation
to accommodate these officers. MoEF alone has more than 200 All India
Officers in Ministry and its organisation. All these posts need to be
rationalized, keeping in view the budget constraint and burden on public
money. I feel honorable MoS MoEF should independently review the functioning
of MoEF, keeping a side the present officers of the MoEF.

Caste Menace continues in Indian Society
The biggest failure of our country is that despite of completion of
66 pears of our independence from the Britishers, still the caste menace
continues in every field (politics, bureaucracy etc.) of our society.
In Rigvedic times, there were four classes in society based on the functions
and specialization of the people. But later on it was converted into
caste, which we are still facing in the society. No doubt education
level of the people of our country has gone up, but the mental level
is still stagnant. Article 17 of our constitution abolishes untouchability
and forbids its practice in any form but it is still persisting in blood?

Settling personal vendetta using RTI
An application was filed seeking information in respect of Shri
Ramesh Chander Gupta, about details of movable and immovable assets
held by him, his mother, his wife and children, bank accounts,
details of source of investment, etc. any criminal or civil proceedings
are pending against him, details of properties devolved on him
by virtue of will, etc. details of medical expenses claimed by
him in the office, etc. Respondent Public Information Officer
(PIO) delivered copies of three annual returns. Appellant demanded
copy of gift deed mentioned in one of the returns. Respondent
denied the copy of the gift deed claiming that it belonged to
third party. When the CIC asked the purpose of seeking the information,
the appellant submitted that he wants to file Disproportionate
Properties case against his brother Mr. Ramesh Chander Gupta.
Holding that there is no public interest in this RTI application
which is being used to harass his brother for personal reasons,
the CIC rejected the appeal.
Comments
There are many cases which are guided by private interest and
personal vendetta and the appellant is looking for some grounds
to harass a government official, sometimes even without having
any reason or basis for suspicion. There are no such provisions
in the law against persons who misuse the RTI brazenly to settle
scores with someone they have a dispute with.
