Failure of Govt is harbinger of more rising inflation
The failure of stemming the flow of hiking prices is a harbinger of
more rising inflation in coming days. According to sources in the Government
of India, the officers are making all efforts to control the inflation,
but are of no avail. The prices of essential commodities are likely
to spiral out of control with the NDA-led Government is coming in for
severe criticism for the same, the sources added.

HAL to introduce pension scheme for its executives
(UPDATED)
Based on the guidelines issued by the Department of Public Enterprises
(DPE) and approved by the MoD, HAL is introducing a Defined Contribution
Pension Scheme for its executives who retired from January 1, 2007 onwards.
In line with this, V M Chamola, Director (HR), Dr A K Mishra, Director
(Finance) and Ashok Tandon, Executive Director (Company Secretary) jointly
signed the 'Trust Deed' to form the "HAL Executives Defined Contribution
Pension Trust" in presence of Dr R K Tyagi, Chairman, HAL and Trustees
of the Pension Fund, here in Bangalore today. "Implementing the
pension scheme will boost the financial security of the retired executives
and infuses confidence to the serving HAL officer fraternity, said Dr
Tyagi, Chairman HAL, during the "Trust Deed" signing event.
The scheme would benefit around 2000 executives already retired from
January 1, 2007 and 9,800 serving executives of the Company. HAL would
contribute 7% of the Basic Pay plus Dearness Allowance drawn by each
executive from January 1,2007 onwards to fund the Scheme. Executives
can also make voluntary contribution to the Scheme. M/s LIC of India
would manage the Corpus Fund. Pension payable on retirement would depend
on the Corpus accrued in the individual's account. For payment of Pension,
Annuity will be purchased from approved Annuity Service Providers. The
Scheme would facilitate improving the Social Security status of executives
on their retirement. G S Jamadagni, retired General Manager of HAL and
Hon. President of the Association of Former Executives of Hindustan
Aeronautics Ltd., has complimented the HAL Management for introducing
the noble Scheme, which would enhance the financial stability of the
executives in their retired life.

"Face of the Newly constituted ACC. .."
PM is the Minister in charge of Ministry of Personnel. Appointments
to the Joint Secretary and above levels are cleared by the ACC. These
appointments are made in accordance with norms and guidelines prescribed
for the same. Persons of All India Services are brought on central deputation
in accordance with the ground work done by the concerned Cadre Controlling
Authority. Panels prepared by the said authority are submitted to the
ACC for approval.
In the above process, earlier, concerned Ministers were able to use
their influence to get in officers of their choice appointed thereby
ensuring the cozy politician - bureaucrat nexus. The present arrangement,
if true, is a step in the right direction for bringing in objectivity
to appointments.
It would be worthwhile to also ensure that the conspicuous pre dominance
of IAS in such appointments is broken and rationalised.
It would also be worthwhile to initiate a common management pool of
officers for senior appointments. The officers so selected, can be trained
subsequently for specialised jobs in the GoI.

Focus on equitable distribution of wealth
The new Government should focus on one thing i.e. equitable distribution
of wealth generated in any sector the economy. This can only be achieved
by differential price, subsidy and tax policy. The price structure,
be it of Railway fare or freight, air travel, transport fuel consumption,
medical facility or anything else which is regulated by the Government.
It should be so designed that the rich person pays more and the poor
pay less for the same. For example diesel / petrol up to some limit
should be available at certain price and beyond that at a higher rate
as is the case with electric consumption. The diesel and gas for commercial
vehicles should be subsidized and for personal use it should be at viable
rates rather efforts should be made to cover the subsidy quantum also.
There could be two colors of the diesel as is prevalent in all developed
countries. Similarly the tax structure should be such that the rich
pay more and poor pay less. All such revenue could add up and increase
the earning of the government. No poor government can deliver. Only
rich government can bring development and the poor man can benefit from
the spending of government. It is not rocket science and simply require
will of the government and their commitment towards the poor rather
than the rich. A very strong and electronic based regulatory mechanism
will reduce abuse of this differential price, subsidy and tax policy.

Half correct argument
The argument that what else could have been done but increase the fare
and freight in railways is half correct. With increase in overall cost,
they have to go up but what about the inefficiencies in the railways.
The manpower employed is too much. Government must think in lines of
reducing the huge manpower, increase efficiency, service delivery, cleanliness
and what have you. Running railways commercially like a private enterprise
is also not desirableas it would create monopoly. What is required is
complete overhauling the British legacy to suit it to the present day
India.

Will PMO refine this practice ?
Right now Tea Allowance of Rs.400/600/1200 is given to SO/PS/PPS/Sr.PPS.
This is given in the form of coupons. Even otherwise, being posted with
Sr. officers, throughout the day this facility is there. Still, in some
Ministries, an order has been issued that they can exchange these coupons
for tea, sugar etc. from the canteen. Really it is surprising as to
what type of logic this is based on. I hope they are getting salary.
If allowed, they may ask for more increase in the coupons so that they
can exchange it for grocery items. And, not to say, these employees
are gazetted and they draw more salary than non-gazetted employees.
Apart from this, the facility of reimbursement of telephone bills, internet
bills for the personal work used at home is also given. Even if they
use it for official purpose, hardly it is only 5-10% of the amount they
incur and the rest it is an income. Hope PMO office interferes and refine
this as DOPT is not capable of doing this.

Rising Railway Fare
Rising Railway Fare cannot be accepted only remedy to augment revenues.
As you will agree, the Indian Railways is a classic example of mis governance.
For instance, ticketless travelers even today making their journeys
uninterrupted in certain States. Most of the People don't buy platform
tickets. Even at New Delhi Railway Station which is monitored by CCTVs,
only one or two Ticket Collectors randomly pick passengers at the exit
gate. When Technology is making its impact in every field, the same
could be effectively used to detect cheating. Second, some of the tracks
just remain utilised between two important stations. The Railways operate
only one train. These tracks can be leased to pvt. agencies. So, there
are other ways of augmenting revenue. I wish we had intelligent policy
planners.

"Delhi University's Mess"
The academic crisis looming in DU due to FYUP must be resolved without
delay. Enforcement of new programme with unprecedented speed and without
taking all stakeholders into confidence, smacks of confrontationist
approach by the Vice Chancellor and non-application of mind. Lakhs of
children face uncertainty about their future. The UGC and HRD mandarins
have a lot to explain. Why did they not take pro-active steps? Why was
a uniform Education policy and format for Under graduate courses, across
the country, not thought of ? How could the new format be implemented
in absence of physical infrastructures and shortage of teachers ? How
VC was awarded Padma Shri, remains a mystery? Patronage by previous
government seems plausible. Allegations of financial bungling are running
thick and fast. These concerns must be addressed by ordering special
audit by C&AG to set the controversy at rest. The Visitor is urged
to step in.

Settling personal vendetta using RTI
An application was filed seeking information in respect of Shri
Ramesh Chander Gupta, about details of movable and immovable assets
held by him, his mother, his wife and children, bank accounts,
details of source of investment, etc. any criminal or civil proceedings
are pending against him, details of properties devolved on him
by virtue of will, etc. details of medical expenses claimed by
him in the office, etc. Respondent Public Information Officer
(PIO) delivered copies of three annual returns. Appellant demanded
copy of gift deed mentioned in one of the returns. Respondent
denied the copy of the gift deed claiming that it belonged to
third party. When the CIC asked the purpose of seeking the information,
the appellant submitted that he wants to file Disproportionate
Properties case against his brother Mr. Ramesh Chander Gupta.
Holding that there is no public interest in this RTI application
which is being used to harass his brother for personal reasons,
the CIC rejected the appeal.
Comments
There are many cases which are guided by private interest and
personal vendetta and the appellant is looking for some grounds
to harass a government official, sometimes even without having
any reason or basis for suspicion. There are no such provisions
in the law against persons who misuse the RTI brazenly to settle
scores with someone they have a dispute with.
