DoPT seeks applications for Sr Adviser to ED, World Bank
The Department of Personnel and Training (DoPT) has sought applications for the post of Senior Adviser to the Executive Director, World Bank, Washington. Those willing to apply for this Joint Secretary level post can send their applications to the DoPT within one month of issuing circular.

Health Minister will take care ?
We got a Health Minister who is himself a renowned doctor. Now officers can not take him for a ride. We the pensioners are hopeful that he would take care of the pensioners and look into the problems like queuing up for seeing a doctor in the dispensary, then lining up at the pharmacy counter for hours together besides hearing harsh words of doctors and pharmacists. Health minister, sir, city hospital Saket, New Delhi is not providing us CGHS facility of consulting doctor in OPD at cghs rate. They say it is for serving employing. Other CGHS approved hospitals are providing such facility to pensioners also. Director CGHS is silent on this issue. Would you, sir, kindly look into it.

Robbing Peter, Rewarding Paul Justified?


Peter has never travelled without ticket. He has never damaged Railway property. He has paid income tax from day one when he used to get a cheque for just Rs 425 per month. What has he achieved after 45 years? He is at the same economic distress level now as he was then. Compared to the guys who never bought a ticket or ever paid income tax or other taxes levied on smallest business activity, Peter feels cheated. Was Peter a fool? He has been consistently penalized for the misdeeds of Paul, who has sort of been rewarded all along. Peter doesn't understand what is black money or how does one carry it to foreign banks and deposit it there. Peter's State Bank of India Branch Manager refuses to add his wife's name as a joint account holder unless a GAZETTED Officer or Notary or some such entity helps him out. What should Peter do? Go on paying increased rail fares and income tax because Paul is not going to change, in spite of change of government?

It is rather strange that finance officers of MTNL, bright, promising officers should be losing a well deserved chance to serve as CEO. This happened to a lady officer as well in the past. Why don't we worship merit ?

Settling personal vendetta using RTI

An application was filed seeking information in respect of Shri Ramesh Chander Gupta, about details of movable and immovable assets held by him, his mother, his wife and children, bank accounts, details of source of investment, etc. any criminal or civil proceedings are pending against him, details of properties devolved on him by virtue of will, etc. details of medical expenses claimed by him in the office, etc. Respondent Public Information Officer (PIO) delivered copies of three annual returns. Appellant demanded copy of gift deed mentioned in one of the returns. Respondent denied the copy of the gift deed claiming that it belonged to third party. When the CIC asked the purpose of seeking the information, the appellant submitted that he wants to file Disproportionate Properties case against his brother Mr. Ramesh Chander Gupta. Holding that there is no public interest in this RTI application which is being used to harass his brother for personal reasons, the CIC rejected the appeal.

Comments


There are many cases which are guided by private interest and personal vendetta and the appellant is looking for some grounds to harass a government official, sometimes even without having any reason or basis for suspicion. There are no such provisions in the law against persons who misuse the RTI brazenly to settle scores with someone they have a dispute with.
