Singh is 1987 batch officer of DANICS cadre. The development is a clear indication that the appointment of any officer as PS or OSD to Minister in Modi Govt having track record as PS or OSD to minister in state or at centre would liable to be cancelled. Singh had previously served as PS to Dr Harshvarshan, Minister in the Govt of NCT.

Santosh Jha under consideration for PS to PM
In the ongoing search for a suitable name as PS to the Prime Minister from Foreign Service cadre Santosh Jha, reportedly, has been under consideration zone. The Joint Secretary rank IFS officer is serving as Joint Secretary (Administration) with MEA HQ. The slot has fallen vacant after Vikram Misri's posting as India's next Ambassador to Spain.

Improving work efficiency in government offices


Nowadays we are listening a lot about new Government's directives on PS appointments, record review etc. Frankly saying it is totally eyewash. In strict sense, nothing new is happening just hullaballoo of tantrums. What Government can do at the least is just strict compliance of the Rules and Government Orders and Modi should as every Secretary/Minister in charge to certify that the Orders and Rules are being complied with. All rules and regulation in force regarding entitlement of personal staff by Ministers, Secretaries, Addl/Joint Secretaries must be complied with and put on website. Punctuality is must. Expenditure on renovations of offices of Ministers and Secretaries (to start with) must be put on the website. Instead of doing daily drama of issuing circulars, Cabinet Secretariat and PMO should just seek detailed compliance report of its orders(as well as standard DoPT/MoP instructions. Concerned Deputy Secretary(Administration) of every Ministry/Department should certify to PMO/DoPT that personal staff posted with JS/Secretary/Minister are as per the orders and entitlement issued by DoPT. You will be surprised to know that just following the simple rules and orders, we will be able to have a lot of monetary savings and efficiency will be increased manifold. Is PM listening?? or we are just being entertained by this daily rumours.

I am a regular visitor of your site and find it very useful. I want to highlight an issue which is - Can there be Modi effect on its own ?

"There is an organised Gp A service in GoI under MoD named IDSE in which 1988 batch officers are yet to be promoted as Director after 25 years of Gp A service. Officers of 1995 IAS batch have become Jt Secy but even batch parity to Jt Secy scale is not given to these IDSE officers as recommended by CPC, as DoPT has interpreted that these are yet to become director(This is leading to court cases). To reduce stagnation, a delayed 3rd Cadre review was approved in June last year but no DPC for any level has been approved by MoD. DPC for EE to SE for the year 2013-14, delayed on pretext of cadre review, is yet to be held and is lying with UPSC for last two months with no date of DPC in sight. SE to CE DPC held in April 2014 is yet to be approved and some officers may retire in the mean time.

As there is no accountability for such delays by authorities (UPSC/MoD/DoPT), though it affects the morale of officers affecting performance of organisation, authorities feel that Modi effect cannot be there on its own and such issues will never get the attention of PM, so are having their way without getting noticed.
It seems "Achey Din" have come for all but IDSE officers who are have got only one promotion after spending 25 years of Gp A service."

By Air LTC - a dream for lower class employees

By Air LTC for Andaman & Nicobar Islands is still a dream for lower class employees as the flight is entitled from Kolkata and Chennai only, whereas it should be from the place of origin as there would not be too much of difference in airfare. L.K. Advani, then Dy. PM had expressed in the Cellular Jail that this is the ultimate temple where everybody should bow his head. Will Government think it over.

Justified appointment


I saw the headlines in the Shillong Times of June 28, 2014 about the appointment of Evans Rynjah Solomon as Deputy Comptroller and Auditor General. This appointment though belated is a tremendous happening as this marks the appointment of a tribal officer for the first time ever to the post of Dy.C&AG. Solomon is a no nonsense officer, a strict disciplinarian, upright in all manner, a lover of the arts and a great team player. I personally wish him only the very best as I have known him right from my school days in St. Edmund's College, Shillong.

DATE WITH RTI

What is substantial financing under the RTI Act?

The Delhi High Court had remitted the case to the CIC for consideration whether the Population Services International (NGO) received any indirect substantial funding from the appropriate Government or not. The NGO contended that they are not a public authority for the purpose of section 2(h)(d)(ii) of the RTI Act as they are not being "substantially financed" by the appropriate government and hence are not covered under the Act. The appellant argued that the NGO should be considered as public authority for the purpose of RTI Act as it has received some amount of funding from the government. The two member bench of CIC held that an amount of 18% to 20% cannot be construed as substantial financing. Further, only 8% was contributed from Central and State Government in the year 2013 and hence, the amount contributed by the Central and State Government cannot qualify as "substantial financing".

Comments


The term "substantial finance" has not been defined under the RTI Act. Unless it can be shown that the funding was so substantial to the body which practically runs by such funding and but for such funding, it would struggle to exist, the same cannot be termed as "substantial".
