The Ministry of Housing and Urban Poverty Alleviation (HUPA) has been
merged with the Ministry of Urban Development with making M Venkaiah
Naidu as Minister of this Ministry. During the tenure of UPA regime,

Jawed Usmani and Alok Ranjan have many things in Common
Jawed Usmani & Alok Ranjan, the ex and current Chief Secretaries
of UP have several things in common - they are both from the 1978 batch
of the IAS and trained together in Mussoorie. Much before this, they
were together as batch-mate at IIM Ahmedabad from 1974 to 1976. Both
were born in early 1956 and were underage when they graduated from IIMA,
hence they could write the UPSC exam only in 1977.

Ms Rakhee Bakshee is now Director, Women's Feature Service. WFS, started
in 1978 as an UNESCO-UNFPA initiative, is now an autonomous entity which
reports on women's rights, and concerns. Bakshee will also continue
to anchor for Rajya Sabha TV's weekly news and current affairs shows.

Sustainability report of NTPC released

NTPC Limited, India's largest power utility released its 2nd Sustainability
Report "Power to grow responsibly" highlighting company's
step towards sustaining high level performance, promoting business sustainability,
generating environmentally sustainable power, sustaining greener environment,
conserving natural resources such as energy, water etc. The report for
the year 2012-13 released by Dr. Arup Roy Choudhury, CMD and Directors
of NTPC is a self declared A+ report and in accordance with the GRI
G3.1 Reporting Framework including appropriate consideration of the
Reporting Principles and necessary indicators including Electric Utility
Sector Supplement (EUSS) compliant. The report has been externally assured
by the assurance provider, M/s Bureau Veritas Certification (India)
Pvt. Ltd. as per AA1000 2008 Assurance Standard.

Abolition of Group of Ministers -- A step in right direction
The decision of the new Government to abolish all the GoMs and EGOMs
is a step in right direction to speed up the decision making process,
and simultaneously make bureaucrats accountable. There is a similar
group working in MOSPI, though with a different nomenclature, called
National Statistical Commission. Over the years it has become a parking
ground for retired Economists and Statisticians. Its about 9 years this
commission was set up, and its right time now for the new Government
to get the functioning of this body as also the need for such a body
evaluated from an independent external agency in a time bound manner.

Former Minister doles out Rs 47 lakh to personal staff
This refers to today's disturbing news doing rounds in the TV media.
The Railway Minister Kharge and his deputies doled out over Rs 47 lakh
to their personal staff as loyalty bonus! He justified it on the basis
of precedents set by Minister like Mamata, Lalu and their colleagues
from UPA. This public loot only further confirms the unholy nexus between
politicians in power and Babus. Let it be known that this is by no means
the only case of you pet my back and I yours. In Maharashtra recently,
the State Government doled out Rs 30000 - 70000 to staff engaged in
election Duty! Earlier, the same Government doled out amounts ranging
from Rs 15000 to 50000 per month to IFS officers in the name of Allowances!
The State Chief Secretary, in addition, gets perks similar to a Cabinet
Minister! Just a closer look at the electricity and water bills of field
officers of IFS in the State would reveal horror stories of their Own!
Their residences would put many a Royals to Shame! That is why there
is need to put an end to this cozy relationship existing between politicians
and Babus! Is the PM Listening?

It is true that administering a Ministry is not based on degree but
your capability. But we are concerned with wrong affidavit given in
2004 and 2014 by Mrs Irani. Is there any law regarding such false declaration.

Penalty for delay in supply of information
An RTI application was filed on 27.8.2013 which the Public Information
Officer (PIO) which he marked to Shri Sarvana Kumar (clerk) on
30.8.2013 to give it a distinct number for being forwarded to
the concerned officer for providing the information. The dealing
clerk, who was working directly under the PIO, put it up to him
on 18.9.2013 and the application was forwarded to the concerned
officer, Shri Sandeep Bedi, Pharmacist on 18.9.2013, with the
request to provide the required information. Shri Bedi responded
on 27.11.2013, where after the PIO forwarded the information to
the Complainant on 9.12.2013. A complaint was filed with the CIC
for delay in providing the information. The PIO stated that the
delay in provision of information was on account of non cooperation
of the deemed APIOs, S/Shri Sandeep Bedi, Pharmacist and Saravana
Kumar. Shri Sandeep Bedi submitted that the file containing the
information was under movement from one office to the other which
led to delay. The CIC observed that the responsibility cast upon
PIO would be seriously eroded if they were to simply mark RTI
applications to other officials, particularly officials under
their direct charge, and then put the entire blame for delayed
action on such other officials. The CIC further observed that
Shri Sandeep Bedi, Pharmacist cannot be absolved of the responsibility
of locating the file and providing the information within the
stipulated time frame. For a delay of 23 days, the CIC imposed
a penalty of Rs. 5,750/ on the PIO and Shri Sarvana Kumar, to
be shared equally between them. Further, a penalty of Rs. Rs.
12,500/ was imposed on Shri Sandeep Bedi, Pharmacist for a delay
of 50 days.
Comments
It is imperative that every PIO should put in place an effective
monitoring system to keep a check on the RTI applications received
by him.
