S Jayshankar tipped for Foreign Security Adviser
to PM
As the grapevine has it, Dr Subrahmanyam Jaishankar may soon be taken
on board as Foreign Security Adviser to the Prime Minister Narendra
Modi. The 1977 batch IFS officer is serving as Ambassador of India to
the United States since December 2013. Prior to the present assignment,
he served in China as Indian Ambassador. It is learnt that he will report
directly to the Prime Minister while advising him on foreign policy
issues.
Modi to rope in tenchocrats ?
If insiders are to be believed, Prime Minister Narendra Modi is going
to rope in some technocrats from different sectors to advise him.

Pawan Hans inks MOU with MoCA (UPDATED)
Pawan Hans Limited (PHL) has signed a memorandum of understanding (MOU)
with Ministry of Civil Aviation (MoCA) for its performance evaluation
parameters and targets for the year 2014-15. The MOU was signed on March
28, 2014 by Anil Srivastav, CMD , PHL and Ashok Lavasa, Secretary, MoCA
at Delhi in the presence of Ms Sathiyavathy Mani, AS&FA, V.Kannan,
Economic Advisor,MoCA and other senior officials of Pawan Hans and MoCA.
The MOU 2014-15 has specific targets of fully utilization of Human Resources
in order to achieve improved serviceability, higher deployment, higher
revenue, higher profitability, implement cost control measures, expeditious
settlement of pending issues, expeditious recovery of outstanding from
customers, dedicated efforts for seaplane/fixed wing services, explore
new business initiatives for growth, Corporate Social Responsibility
(CSR), Sustainability Development and Corporate Governance compliance.
The MOU also commits PHL on parameters like Project Management, Energy
and Safety Management for sustaining.
V R Vaish, former CMD, NBCC & first DG of CPWD passes away (UPDATED)
Vidya Ram Vaish passes away on May 31st May at the age of 94. The former
CMD of NBCC had retired in 1979. The first Director General of CPWD
was and IIT Roorkee alumnus and was the batch topper of 1941, IIT Roorkee.
He was a life time member of Delhi Public School Society and a Working
Committee Member of the DPS Society. A prayer meeting would be held
at 4.00 pm at Sri Sathya Sai International Centre, Lodhi Road, New Delhi
today.

How it became a pilot scheme ?
A full-fledged Centrally Sponsored Scheme was drafted by MOSPI during
the 11th Plan 2007-12 to develop basic statistics for local level development
(BSLLD). It had a noble purpose - to prepare / augment existing data
bases for micro level planning at Village / Panchayat levels. It has
taken Statistics Ministry 6 years to bring out a report of the pilot
survey. How and when a full-fledged plan scheme became a pilot scheme
is not known. The Economist turned Bureaucrats of the Ministry, political
appointees of the previous government, conducted pilot surveys over
the pilot surveys (three phases of 2 years each), and formed Committees
one after another to deal with the scheme. Huge funds kept at the disposal
of the scheme were surrendered at the fag end of each fiscal. The recommendations
made of the 6 years pilot are nothing but trash. The New Minister of
Statistics has a huge task before him to set this Ministry in order
and result oriented, particularly when we have a PM who has a liking
for statistics -- facts and figures.

Stop cross subsidization in Railways
Cross subsidization in Railways should stop. There is a need to increase
the rates of passenger fares. Now some may say that I am stopping poor
people from travelling. But I want to say people are ready to pay for
Rs.75/ for one 'paoaa, and a 'dosa' but they get agitated when fares
are raised by R.50/-. Secondly people in this country are fond of doing
unnecessary travels like for 'mundan', 'nakchedan' and 'kanchedan'.
Finally in trains people should not be allowed to travel for less than
50 kilometers. They should travel either by bus or EMU trains only.

It was long overdue
The news regarding disbanding GoMs and EGoMs was long overdue. The Government
should also put strictures on Committee of Secretaries (CoS) meetings
which is again a bureaucratic method of avoiding taking decisions. In
this case CoS meeting should take place within 3 days of receipt of
a CoS Note and decision conveyed immediately. The other long winding
format is the Cabinet Committees for various agenda points which also
take months and years to take decisions. These are the basic instruments
for policies and undue delay in these meetings has been the root cause
for policy paralysis.

Other staff should also be sent back to their parent office
As mentioned regarding HRD Minister's staff, staff of Urban Development
Minister, Health Minister etc. should also be directed to go back to
their parent office. Private staff of ministers drawing salaries from
PSUs, attached and subordinate offices appointed by ministers be discontinued.
All vehicles, mobiles, furniture etc. given by these offices also be
taken back.

Not necessary to have high qualification for HRD Ministry
It is agreed that it is not necessary to have high qualifications for
Min of HRD but it is difficult to be convinced what else qualification
she has to hold this high post. She is inexperienced in government administration.
She lost from Amethi. She has not proved her extra ordinary skills in
any other field. May be she will prove an excellent Minister but right
now it is a wild guess only.

Penalty for delay in supply of information
An RTI application was filed on 27.8.2013 which the Public Information
Officer (PIO) which he marked to Shri Sarvana Kumar (clerk) on
30.8.2013 to give it a distinct number for being forwarded to
the concerned officer for providing the information. The dealing
clerk, who was working directly under the PIO, put it up to him
on 18.9.2013 and the application was forwarded to the concerned
officer, Shri Sandeep Bedi, Pharmacist on 18.9.2013, with the
request to provide the required information. Shri Bedi responded
on 27.11.2013, where after the PIO forwarded the information to
the Complainant on 9.12.2013. A complaint was filed with the CIC
for delay in providing the information. The PIO stated that the
delay in provision of information was on account of non cooperation
of the deemed APIOs, S/Shri Sandeep Bedi, Pharmacist and Saravana
Kumar. Shri Sandeep Bedi submitted that the file containing the
information was under movement from one office to the other which
led to delay. The CIC observed that the responsibility cast upon
PIO would be seriously eroded if they were to simply mark RTI
applications to other officials, particularly officials under
their direct charge, and then put the entire blame for delayed
action on such other officials. The CIC further observed that
Shri Sandeep Bedi, Pharmacist cannot be absolved of the responsibility
of locating the file and providing the information within the
stipulated time frame. For a delay of 23 days, the CIC imposed
a penalty of Rs. 5,750/ on the PIO and Shri Sarvana Kumar, to
be shared equally between them. Further, a penalty of Rs. Rs.
12,500/ was imposed on Shri Sandeep Bedi, Pharmacist for a delay
of 50 days.
Comments
It is imperative that every PIO should put in place an effective
monitoring system to keep a check on the RTI applications received
by him.
