Empanelment of 1981 batch IAS officers delayed
Empanelment of 1981 batch IAS officers to the rank of Secretary in the
Government of India has now been delayed. It will take place only after
the budget session of Parliament. Earlier it was expected the empanelment
of this batch in May only.
1980 batch IAS to be Secretary in 2014
Entire 1980 batch of the IAS is expected to get Secretary level postings
in a couple of months because of large number of vacancies.
Jawed Usmani to join GoI
Outgoing Chief Secretary of UP Jawed Usmani is now expected to join
the Government of India. He is a 1978 batch IAS officer.
Pawan Kapoor is HC, Kingdom of Swaziland
Pavan Kapoor, presently High Commissioner to Mozambique, has been concurrently

Will IRS (C&CE) officer in Chhattisgarh get deputation again ?

NEC discusses strategy for developing tertiary
care facilities in NER (UPDATED)
North Eastern Council (NEC) discussed the strategy for developing territory
care facilities in North Eastern Region (NER) and the Regional plan
for development of Health & Medical Sector in NE States in a meeting
chaired by Ashoke K Dutta, Member, North Eastern Council. The meeting
was attended by Commissioner/Secretary (H&FW), Senior Health Officials
of the all 8 North Eastern States, Officials from NEIGRIHMS, CIHSR Dimapur,
Shankaradeva Nethralaya Guwahati, North Eastern Space Association Centre
Umiam Meghalaya, Dr B Borooh Cancer Institute Guwahati, North Eastern
Space Associaltion Centre Umiam Meghalaya, Shija Hospital Imphal, LGB
Regional Institute of Mental Health, Regional Director of Health &
Family Welfare, Government of India and Regional College of Nursing
& Dental College Officials.
Discussing the strategy for future for health & medical sector,
Ashoke K. Dutta, Member NEC said that the North Eastern Region need
to think long term planning with respect to the development of infrastructure,
paramedical health care, super speciality health care.
Addressing to the officials from North Eastern States, Secretary, NEC
said that the NEC is committed to the planned development of the North
Eastern Region. He said that NEC should extend resources to the development
of tertiary care facilities in NER provided that the State Governments
plan it and propose to NEC. There was unanimity that NEC should consider
for funding short term fellowship training programme to Government Nurses,
Doctors and Para-Medical Staff in the NER for specialization in Oncology,
Cardiology, Chest, Cancer, Diabetes, Liver treatment etc. for the students
of North Eastern Region.
Major reshuffle of IAS officers in Bihar (UPDATED)
As many as 19 officers belonging to Indian Administrative Service (IAS)
have been transferred and posted at different places in Bihar. Accordingly,
Manish Kumar Verma has been posted as District Magistrate, Purnia while

Tax system be simple and people friendly
Tax system of a country should be simple and people friendly so maximum
number of people can follow the system and deposit the tax. First category
of people who deposit the tax is salaried/pensioners where most of the
tax is deducted as TDS by the employer. This category of people fill
up first return form known as ITR-1 and should be simplest one. But
CBDT has made it more complex than thought. For example, interest on
saving banks were exempted from tax some year back but was taxed afterwards.
Now only Rs.10000/ is tax exempt. When Rs. 10000/- is tax exempt then
what is need of adding in income and then taking deduction under 88TTA.
This is how CBDT makes IT rules complex. Similarly a retired person
in rural area is getting pension and has agriculture income of Rs. 500/
per month and a person in urban area is earning dividend of Rs. 500/per
month apart from his pension. These people are debarred from filing
ITR-1 because they cannot use this from because the tax exempt income
is more than Rs. 5000/. These are misgivings in the tax system and to
be removed. It is submitted to new Finance minister that 88TTA to be
removed and if interest is more than Rs. 10000/, the same will be added
in total income and also remove the rider from ITR-1 of tax exempt income
of Rs. 5000/ or revise the limit to Rs. 50,000/- as there are twenty
heads under tax exempt income including agriculture income.

Low fares and unnecessary travel
I completely agree that due to unrealistically low fares many people
travel without having a serious reason to travel. Even if it results
in a large number of people traveling, the revenues are not high enough
to justify it. Also having large uncontrolled crowds in the bogies results
in improper checking and ticketless travellers. The large numbers put
lot of pressure on the already stretched resources of the Railways.
This gives rise to deficient monitoring and control which results in
frequent accidents not to talk of shoddy maintenance and cleanliness.
In fact there should be a complete moratorium on adding new trains or
increasing track length till there is a drastic improvement in service.
If the fares are increased it would effectively cut down the number
of not too needy travellers and enhance the revenue handsomely.
Another aspect is that people book tickets immediately after the booking
opens even if they may not have a good chance of travelling. This results
in genuine travellers not getting tickets. To discourage this the cancellations
charges should be increased drastically.

Don't appoint staff from UPA I & II with present Ministers
Staff from UPA I & II should not be appointed with the present Ministers,
which is being done with most of the Ministers. The cap of 10 years
on personal staff should be adhered to strictly and new comer should
be given an opportunity. The in all the Ministries, PMO, MHA etc. who
have put in more than 10 should be relocated to other Ministries.

Revamp Ministry of Personnel
The new Government should revamp the Ministry of Personnel .It functions
arbitrarily and in opaque manner .There is no transparency in the empanelment
,posting/transfer process. Further why Cabinet Secretary, Secretary
Personnel etc should be from IAS only? There are capable officers in
other services also who can perform these functions better than IAS
officer.

Ab Acche din aane wale hain
There is a lot of speculation amongst Indian Postal Service Officers
as to whether new Minister will opt for an IPoS officer for the post
of Secretary Post or he will opt for an officer from some other service.
There is news that the post of Secretary Official Language under MHA
is being earmarked for Postal Services officer in the line of promotion
for Secretary to end disgruntlement. This way the new Minister will
be able to overhaul the Department of Posts by having a new person with
fresh perspective. A large number of complaints of bias in transfer
postings and favoritism in promotions is making the rounds. A coterie
of officers has gripped the outgoing Postal Secretary as well as Postal
Services Board. Just Two months back the Chief Vigilance Officer was
removed because she had recommended for transfer of Officers who have
overstayed their tenure in Headquarters. The new Minister Ravi Shankar
Prasad is a strict disciplinarian and a man in a hurry. He is no nonsense
man like his Boss Modi. Thus he wants to drastically change the work
culture and lethargy within the Department. The lower staff is happy
with new Minister and saying Ab Acche din aane wale hain but officers
say nothing outwardly but are not happy to be questioned or held accountable.

Change the CEOs of all the existing sick companies appointed by earlier
government as most have no vision for turning around these companies
and just clinging on to their posts.

Penalty for delay in supply of information
An RTI application was filed on 27.8.2013 which the Public Information
Officer (PIO) which he marked to Shri Sarvana Kumar (clerk) on
30.8.2013 to give it a distinct number for being forwarded to
the concerned officer for providing the information. The dealing
clerk, who was working directly under the PIO, put it up to him
on 18.9.2013 and the application was forwarded to the concerned
officer, Shri Sandeep Bedi, Pharmacist on 18.9.2013, with the
request to provide the required information. Shri Bedi responded
on 27.11.2013, where after the PIO forwarded the information to
the Complainant on 9.12.2013. A complaint was filed with the CIC
for delay in providing the information. The PIO stated that the
delay in provision of information was on account of non cooperation
of the deemed APIOs, S/Shri Sandeep Bedi, Pharmacist and Saravana
Kumar. Shri Sandeep Bedi submitted that the file containing the
information was under movement from one office to the other which
led to delay. The CIC observed that the responsibility cast upon
PIO would be seriously eroded if they were to simply mark RTI
applications to other officials, particularly officials under
their direct charge, and then put the entire blame for delayed
action on such other officials. The CIC further observed that
Shri Sandeep Bedi, Pharmacist cannot be absolved of the responsibility
of locating the file and providing the information within the
stipulated time frame. For a delay of 23 days, the CIC imposed
a penalty of Rs. 5,750/ on the PIO and Shri Sarvana Kumar, to
be shared equally between them. Further, a penalty of Rs. Rs.
12,500/ was imposed on Shri Sandeep Bedi, Pharmacist for a delay
of 50 days.
Comments
It is imperative that every PIO should put in place an effective
monitoring system to keep a check on the RTI applications received
by him.
