Withheld transfers 104 IRS-Customs officers now effected

Slip up in PMO or failure of Cabinet Secretariat ?


This is good news but the bad news is that there are two vacant posts of Dy. CAGs w.e.f. June 2014. Why have these two vacancies not been filled up? It seems that ACC clearance was sought from the Manmohan Singh government about more than a month ago but the file was returned from the PMO without any action. Why did this happen? Was there a slip up in the PMO or did the Cabinet Secretariat fail to do its time bound duties? Now it seems that the file has to be reprocessed from scratch for the new ACC. This shows the breakdown of the system and we are told the very very big babus in the Deppt. of Personnel & Training / Cabinet Secretariat / PMO were busy moving files for only their interested chums. It is time that someone should answer for this. The MoS of the PMO should like to inquire into this matter at the earliest and fix responsibility.

E-commerce: foreign investment welcome, not domestic ?


News reports have it that the GOI is going to permit 100% FDI in e-commerce. I don't remember having seen any policy to promote e-commerce as a venture by our Desi boys & girls, none of whom are removed from knowledge society. They are professionally trained Engineers or MBAs. However, e-commerce gets no consideration for loans from banks, not to expect soft loans or priority sector financing facility for them. There is no venture fund for them. As far as I know, e-commerce does not qualify to be called a SSI or SME. But the potential for employment for educated youth of India lies solely in self-employment ventures like e-commerce. It would be reasonable for the new government to first provide support to domestic entrepreneurs to set up and successfully run their e-commerce ventures by (1) giving them loans as for the priority sector on soft terms; (2) ensure single window clearance so that ventures get commissioned in less time than a semester in the university. How much investment support will be needed? Around 1 to 2 crores per entrepreneur. How many jobs will get created? Millions. How much FDI will invest? 1500 crores. How much profit will go away? The infatuation with FDI in e-commerce is against the interests of the kisan-majdoor-aam aadmi and helps only Indian black money stashed in foreign banks to travel back to the country to become white, using the cloak of some big international brand. The Government needs to think through such FDI proposals.

Penalty for delay in supply of information

An RTI application was filed on 27.8.2013 which the Public Information Officer (PIO) which he marked to Shri Sarvana Kumar (clerk) on 30.8.2013 to give it a distinct number for being forwarded to the concerned officer for providing the information. The dealing clerk, who was working directly under the PIO, put it up to him on 18.9.2013 and the application was forwarded to the concerned officer, Shri Sandeep Bedi, Pharmacist on 18.9.2013, with the request to provide the required information. Shri Bedi responded on 27.11.2013, where after the PIO forwarded the information to the Complainant on 9.12.2013. A complaint was filed with the CIC for delay in providing the information. The PIO stated that the delay in provision of information was on account of non cooperation of the deemed APIOs, S/Shri Sandeep Bedi, Pharmacist and Saravana Kumar. Shri Sandeep Bedi submitted that the file containing the information was under movement from one office to the other which led to delay. The CIC observed that the responsibility cast upon PIO would be seriously eroded if they were to simply mark RTI applications to other officials, particularly officials under their direct charge, and then put the entire blame for delayed action on such other officials. The CIC further observed that Shri Sandeep Bedi, Pharmacist cannot be absolved of the responsibility of locating the file and providing the information within the stipulated time frame. For a delay of 23 days, the CIC imposed a penalty of Rs. 5,750/ on the PIO and Shri Sarvana Kumar, to be shared equally between them. Further, a penalty of Rs. Rs. 12,500/ was imposed on Shri Sandeep Bedi, Pharmacist for a delay of 50 days.

Comments

It is imperative that every PIO should put in place an effective monitoring system to keep a check on the RTI applications received by him.
